The Chair called the meeting to order at 4 : 48 pm Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Tow will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be tanned off or to vibrate. 1 ) Financial report and discussion on FY 19 revenue estimates, administrative expenses, and professional services . Treasurer Elizabeth Taylor reviewed the Community Preservation Committee FY 18/FY 19 Forecast as of February 7 , 2018 . There is a problem with the way one of the Open Space purchases is being funded as it was to be split between the Water Department and CPC and it appears that this purchase was put into a bond issue . Elizabeth Taylor will get in touch with Water Commissioner Paul Anderson to straighten this out. Concern expressed about the anticipated state match figured at 17 percent that is felt is too high. It was suggested to reduce the state match anticipated funds to 15 percent . There was discussion on how to handle administrative and professional services in the next year going forward. Professional services can be added to the warrant article . 12) Discussion and votes , including conditions , on the following funding requests :1 Chair Paul Ruchinskas asked to discuss, review and vote including conditions on the following funding requests . It is hoped to draft the warrant articles for the next meeting . a) Brewster Town Administrator- Housin4 Coordinator- $ 36 , 000 : Assistant Town Administrator Donna Kalinick reviewed the request to fund a Housing Coordinator position for $ 36 , 000 . She reviewed the current position and all that has been CPC Meeting Minutes of February 14, 2018 Page 1 of 4 accomplished since this position was filled as well as new activities that are in the works . It is felt that this is a very important position and it is requested that this position be funded for FY ' 19 . The Housing Sub Committee met and voted 5 to 0 to recommend approval of this funding request. Motion made by Roland Bassett to approve the Housing Coordinator position for $ 36 , 000 with the conditions that the funds come from the Community Housing Reserve, that there are quarterly reports , and that Paul Ruchinskas be the liaison . Diane Pansire seconded. 7-0 -0 b) Brewster Recreation Department- Tennis Court Repairs and Resurfacing- $ 35 , 000 : The Recreation Commission approves this project . It was requested that a copy of the winning bid be provided to the Committee . Motion made by Roland Bassett to approve the Tennis Court Repairs and Resurfacing for $35 ,000 with the funding to come from the 30-percent fund , that there are quarterly reports and Roland Bassett to be the liaison to the project and a copy of the winning bid be provided to the Committee. William Klein seconded . VOTE : 7-0 -0 c) Brewster Recreation Department- ADA Improvements to Athletic Fields - $ 150 . 000 : The Recreation Department did not receive the state grant that they had applied for . The Recreation Commission also approved this projected unanimously . Motion made by Roland Bassett to approve the ADA Improvements to the Athletic Fields for $ 150 , 000 with quarterly reports and Roland Bassett to be the liaison to the project. Elizabeth Taylor seconded. VOTE : 7-0-0 d) Brewster Housins4 Authoritv- Huckleberry Lane Roof Replacements - $ 130 . 000 : Brewster Housing Authority Project Consultant Adrienne Danner reviewed the project at Huckleberry Lane that consists of 12 duplex houses . This is a preservation request. The Housing Subcommittee voted 4 to 0 to approve this project. The winning bid is to be supplied to the CPC and CPA money is to go last into the project, quarterly reports . Barbara Burgo did not participate in the discussion or the vote . Motion made by Roland Bassett to approve the Brewster Housing Authority Huckleberry Lane Roof Replacements for $ 130 ,000 for preservation of these units with 30-year shingles , with the winning contract to be supplied to the Committee, CPA money to go into the project last with a declining balance as the work progresses , and Diane Pansire to be the liaison . William Klein seconded. VOTE : 6-0-0 Paul Ruchinskas recused himself from the next request discussion and left the room . CPC Meeting Minutes of February 14, 2018 Page 2 of 4 e) Community Development Partnership- Cape Housing Institute- $ 15 , 000 : Community Development Partnership Chief Program Officer Ann Robinson reviewed the $ 15 , 000 request to fund the Cape Housing Institute for the second year . The Housing Sub committee approved the project . Motion made by Roland Bassett to approve the Community Development Partnership Cape Housing Institute for $ 15 ,000 with Faythe Ellis the liaison and with funds to come from the Community Housing Reserve Fund. Elizabeth Taylor seconded . VOTE : 6-0 -0 Chair Paul Ruchinskas rejoined the meeting . 3 ) Discussion and vote on the completeness, eligibility, and timeliness of the following funding request : a) Brewster Historical Societv- Cobb House Outbuildings- $ 185 , 000 : Brewster Historical President Sally Gunning reviewed the Cobb House Outbuildings project . After meeting with consultant Eric Dray, they learned that some of the portions of the building do not qualify for CPA funding because they are not old enough. The request has been reduced to $ 176 , 000 . There was a review of the uses that the buildings and how they will be used . The portion that will not see CPA funds will be reconstructed for an archival space . There was a request for the calculations that went into the reduction to this request . Brewster Historical funds of $ 80 , 667 will be used for the new construction connector of $ 39 , 000 and the chicken house section circa 1977 of $ 41 , 000 . There was a review of the places that the CPA funds would be used. If this project will be recommended for approval at Town Meeting, the Brewster Historical Society will then contact their architect. They currently have preliminary plans that were included in the application. The liaison is to be determined, but it is felt that a consultant for this project would be important . Motion made by Roland Bassett that the Brewster Historical Society ' s application is complete, eligible and timely and will be referred to the Brewster Historical Commission for their review and approval. Elizabeth Taylor seconded VOTE : 7-0 -0 4) Discussion about drafting of Town Meeting warrant articles The assigned liaisons to the approved projects were requested to draft a preliminary award letter . The Special Town Meeting will have a budget transfer that transfers money from the Recreation fields that was not spent back to the CPC . Brewster Baptist Church may be ready before the Special Town meeting and will be included if it is . It was requested that the award letters be ready by the March 14 , 2018 CPC meeting . (5 ) 2017 CPC Town Report .) A draft of the 2017 CPC Town Report was provided for the Committee . Motion made by Roland Bassett to approve the January 24 , 2018 CPC meeting minutes as presented . Elizabeth Taylor seconded . VOTE : 7- 0-0 7) Vote to approve minutes of the February 1 , 2018 Housing Committee meeting . Motion made by Roland Bassett to approve the February 1 , 2018 Housing Subcommittee meeting minutes as amended . Diane Pansire seconded . VOTE : 3 -04 8 ) Items that the Chair could not reasonably anticipate . Sharon Marotti will apply for the vacancy left by Jeanne Boehm . 9) Next meeting : Wednesday, February 28 , 2018 @ 4 : 45 p . m. at Town Hall . Two open projects- Brewster Baptist and Brewster Historical Society preservation restriction may be on the agenda along with a discussion about the Town' s proposed municipal housing trust .
