COMMUNITY PRESERVATION COMMITTEE
Will hold a Regular Meeting
On Wednesday, February 28 , 2018 at 4 : 45 p .m.
At The Brewster Town Office Building, 2198 Main Street, Brewster, MA
MEETING MINUTES of February 28 , 2018
Present : Chair Paul Ruchinskas, Faythe Ellis, William Klein, Elizabeth Taylor, Barbara
Burgo , Diane Pansire , and Sharon Marotti
Absent : Roland Bassett
Also Present : Assistant Town Manager Donna Kalinick and Housing Coordinator Jill Scalise
The Chair called the meeting to order at 4 : 45 pm
Recordin or Taping Notification : As required by the Open Meeting Law we are informingyou that the

Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video
or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to
vibrate.
1 ) Welcome and introductions
The Chair welcomed Sharon Marotti to the Community Preservation Committee . She has an
accounting background and she reviewed some of her interests . The Community
Preservation committee members introduced themselves .
2) Discussion and vote on FY 2019 revenue assumptions and amount of administrative
expenses
There was a review of the FY 2019 Revenue assumptions as of February 22 , 2018 . The
revenue projections are based on last year ' s actual revenue . There was a review of the
potential state match. Bonding obligations were briefly reviewed . The administrative line
item was reviewed . The funding recommendations for this year and the reserve were
reviewed and are correct currently but may change .
Motion made by Faythe Ellis to approve the FY ` 19 Revenue forecast as of February 22 ,
2018 as presented . Elizabeth Taylor seconded.

3 ) Discussion and vote on draft CPC budget transfer article for Special Town Meeting
The Chair reviewed the two budget transfer articles for the Special Town Meeting to be held
May 7 , 2018 .
Motion made by Faythe Ellis to approve the Special Town Meeting Community
Preservation Act/Reallocation of Fund Balance and Budgetary Transfers Article as
presented to transfer back unspent remainder of projects approved in prior fiscal years .
Elizabeth Taylor seconded .

4) Discussion and vote on draft CPC article for Annual Town Meeting
The Chair reviewed the Annual Town Meeting Community Preservation Act funding article
in the amount of $ 1 , 113 , 586 . 90 . The warrant article is in a different format than previously
submitted and has been reviewed by Town Counsel . Concern expressed about any changes
that may require town meeting approval and this will be reviewed with the Finance Director .
The state match typically is received in November . The Open Space description will be
revised. This article will change if additional projects are approved . There was discussion if
the warrant articles can be amended. The Select Board will voting on these warrant articles
on April 9th so the CPC needs to make their final edits by their March 28 , 2018 meeting .
New articles can be added to the Special Town Meeting .
Motion made by Faythe Ellis to approve the warrant article as presented. Elizabeth
Taylor seconded .

The Chair will make some edits and submit them to Susan Broderick for inclusion in the next
draft of the warrant articles . The CPC will be making a presentation to the Finance
Committee on March 14 , 2018 at 6 pm . The Chair is unable to present the Warrant Articles
to the Town Meeting due to a conflict of interest and the Committee needs to determine who
will make the presentation at Town Meeting ,
5 ) Discussion with Donna Kalinick, Assistant Town Administrator about proposed housing
trust bylaw and potential CPC role .
Assistant Town Administrator Donna Kalinick and Housing Coordinator Jill Scalise
reviewed the proposed housing trust bylaw. A CPC member may sit on the Brewster
Affordable Housing Trust . This article will set up the bylaw establishing an affordable
housing trust and funding will be established at a later date . There is currently some money
set aside in an affordable housing fund managed by the Select Board and these funds may be
transferred into this Affordable Housing Trust . There will need to be an article closing out
the current fund and transferring the money into this Affordable Housing Trust fund. CPC
may fund this , but it is felt outside funding will also be pursued . The way area towns '
Affordable Housing Trusts are set up varies . Further investigations need to be done if there
would be a conflict of interest should a CPC member sits on this board . This will not replace

the Housing Partnership . There was a brief review of the Powers of the Board . It is not felt
that this bylaw will negate the need for the CPC Housing Subcommittee . Where the CPC
money will come from will determine the amount of the request for funding . There was a
discussion on the types of projects that would go to the Affordable Housing Trust and which
types of projects would continue to be funded by CPC . It is felt that to get the Affordable
Housing Trust set up would require monthly meetings and once established perhaps they
would meet quarterly .
It was the consensus of the Community Preservation Committee that one of their members
should serve on the Brewster Affordable Housing Trust .
It is felt that there will be seven members asked to serve on the Brewster Affordable Housing
Trust . Until the state changes their legal language all State warrant articles will refer to
Selectmen as opposed to Select Board . There was additional review of the bylaw with regard
to the Brewster Affordable Housing Trust Board powers . It is expected to put a $ 50 , 000 cap
on the amount of money that will need additional approval and up to this amount will require
a regular majority vote . This decision ultimately will be up to the Brewster Select Board .
This bylaw is part of the Housing Production Plan and was a recommendation of something
to do . The CPC would like to see an example of a story of success from a town that currently
has an Affordable Housing Trust . A televised presentation on Affordable Housing Trusts
that is accessible on line was recently made . On March 22 at 6 : 00 pm at the Brewster Ladies
Library, Jill Scalise will be holding a Housing Information Session and this will be part of
the presentation. Once it is felt that this bylaw will go forward, a public presentation on the
Trust could be made in April . The trustees could be appointed to start sometime in the fall .
6) Acceptance of Town community housing funding request .
Assistant Town Administrator Donna Kalinick passed out to the Committee the community
housing funding request . This will be reviewed for acceptance at the next meeting . This will
be discussed and voted on at the March 28th meeting . There will be a Housing
Subcommittee meeting scheduled sometime the week of March 12th to review this request .
7) Review and possible vote(s) on conditional CPC award letters .
The Chair reviewed the Housing Coordinator draft acceptance letter and edits were
suggested .
Motion made by Faythe Ellis to approve the draft acceptance letter as amended for the
Housing Coordinator. Elizabeth Taylor seconded .

8 ) Items that the chair could not reasonably anticipate .
There may be an open space application coming in to be accepted at the March 14 meeting
and voted on at the March 28 , 2018 meeting .
CPC Grant for Brewster Woods has been signed and completed .
9) Next Meeting : Wednesday, March 14 , 2018 @ 4 : 45 pm at Town Hall
