CALL TO ORDER Chairman Zovak called the Community Redevelopment Agency Meeting to order at 9:13 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Member - Capra, Vizcarra, Wong, Arrighi, Zovak Member -None ALSO PRESENT: Executive Director Cole, Agency Counsel Martin, Assistant Executive Director Dawson, Agency Secretary Flandrick 3. CEREMONIAL MATTERS — None 4. PUBLIC COMMENTS — None 5. CONSENT CALENDAR Vice Chairman Arrighi moved to approve the Consent Calendar, seconded by Mr. Capra and unanimously carried by the following roll call vote: AYES: Member - Capra, Vizcarra, Wong, Arrighi, Zovak NOES: Member -None ABSENT: Member -None ABSTAIN: Member -None A. ADOPTION OF RESOLUTION NO. CRA 04 -846 — APPROVAL OF PAYMENT OF BILLS Adopted Resolution No. 04 -846, a RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $4,620.00 DEMAND NO. 3194. 6. UNFINISHED BUSINESS — None 7. NEW BUSINESS A. PUBLIC HEARING: CONSIDERATION OF RESOLUTION NO. CRA 04 -845 — REVISED FIVE YEAR IMPLEMENTATION PLAN AS AMENDED FOR THE PERIOD OF JANUARY 1, 2005 TO DECEMBER 31, 2010 Executive Director Cole stated the California State Health and Safety Code requires that every Redevelopment Agency adopt a Five Year Implementation Plan which illustrates the Agency's program, particularly in terms of establishing and meeting housing objectives. The State Law also mandates that the Implementation Plan be revised every five years. The revised plan summarizes activity relative to the Redevelopment Project Area and provides an update of Agency efforts in utilizing available housing funds. The initial Plan was adopted in 1994. At this time, the Temple City Community Redevelopment Agency will consider adopting a revised Five Year Implementation Plan. Agency Minutes November 16, 2004 Page 2 The Rosemead Boulevard Redevelopment Project Area, which was adopted in 1972, is the City's only redevelopment project area, consisting of Blocks A through E. The Agency, within the last year or so, has been much more active than in the recent past. The activities of the Agency are included in the Plan. Despite a number of different actions undertaken in the five years, blight continues to exist in the redevelopment agency. Most recently actions were taken involving the Edwards Theater and Herbert Hawkins parcels in Block D. In terms of housing, the Agency and the City have been actively engaged in a Housing Rehabilitation Program since 1995. Initially, the Agency utilized over $800,000 in bond proceeds to fund a housing rehabilitation grant program which offered eligible homeowners up to $10,000 for necessary home improvements. Grants could be supplemented by loans to a maximum of $20,000. The grant program was reduced in scope and replaced with a deferred loan program which allowed income eligible homeowners to receive up to $25,000 for essential home improvements, at an interest rate of 3 %, and no payments due until the sale of the property or change in title. It was recommended to receive public testimony and adopt the proposed resolution adopting the revised Five Year Implementation Plan. Chairman Zovak opened the public hearing. Hearing no requests to speak, either for or against this item, the public hearing was closed. Vice Chairman Arrighi moved to adopt Resolution No. CRA 04 -845, a RESOLUTION OF THE TEMPLE CITY REDEVELOPMENT AGENCY ADOPTING A FIVE YEAR IMPLEMENTATION PLAN FOR THE ROSEMEAD BOULEVARD REDEVELOPMENT PROJECT FOR THE PERIOD FROM JANUARY 1, 2005 TO DECEMBER 31, 2010, seconded by Mr. Vizcarra and unanimously carried by the following roll call vote: AYES: Member - Capra, Vizcarra, Wong, Arrighi, Zovak NOES: Member -None ABSENT: Member -None ABSTAIN: Member -None 8. COMMUNICATIONS — None 9. MATTERS FROM AGENCY MEMBERS — None RECESS /RECONVENE At 9:26 p.m., the Agency Board recessed to the time of the joint closed session with the City Council, and reconvened at 11:19 p.m. with all members present. 10. CLOSED SESSION At 11:19 p.m. the Agency Board recessed to a joint closed session with the City Council for the purposes stated below. CLOSED SESSION STATEMENT Executive Director Cole stated the Agency met in a joint closed session with the City Council for the purposes stated above. No action was taken. 11.
