F'or those employee� un�.er the basic �ive-�tep salary plan,
the beginning salary sha11 be a.t �tep "A" or �he lowest salary shown
for the po�ition. However, wt�.ere circumvtances so warrant, appoint-
ment may be made at other than �h= �i^�� �tep, or after appointment,
an intermediate vtep may be skippe9 when recommended by the City
Manager. Increases throughout the remain3�r o� the step� sha11 be

Off-duty court timP sha11 be compensated for at the rate of
