MEDINA CITY COUNCIL WORK SESSION MEETING MINUTES OF
SEPTEMBER 6, 2022
The City Council of Medina, Minnesota met in work session on September 6, 2022, at 6:00 p.m.
at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Albers, Cavanaugh, DesLauriers, Reid
Members absent: Martin
Also present: City Administrator Scott Johnson, City Clerk/Assistant to the City
Administrator Caitlyn Walker, Public Works Director Steve Scherer, Finance Director Erin
Barnhart, Public Safety Director Jason Nelson, Planning Director Dusty Finke
II. Budget Discussion
Finance Director Erin Barnhart presented the proposed 2023 general fund budget and
preliminary property tax levy which will be presented for certification at the September 6, 2022,
regular City Council meeting. The preliminary property tax rate is 22.596% which is a 0%
increase from 2022. The proposed 2023 general fund budget has a $991,362 increase from the
2022 budget. The increases are budged due to inflation increases in fuel and materials, increases
in staffing needs, cost of living and market inflation adjustments to staff wages, and general
increases in insurance and fire contracts. The general fund budget increase also includes
$455,000 put towards a future fire expense fund. This fund is flexible, can be used for future fire
facility costs and can be reallocated in the future.
The final budget and property tax levy will be presented for final certification on December 6,
2022. The final levy can remain the same or be reduced from the September 6, 2022,
certification, but it cannot be increased. Between now and December, staff will finalize the 2023
Capital Improvement Plan and the fee schedule.
III. Adjourn
Cavanaugh made a motion to adjourn the meeting at 6:47 p.m. on September 6, 2022.
DesLauriers seconded the motion. The motion passed unanimously.
