Introduction
Purpose and Structure of Report
The ultimate purpose of this report is to help identify five incorporated municipalities
in Colorado which are comparable to Pueblo West, as well as three incorporated mu-
nicipalities outside of Colorado which are comparable to Pueblo West, as finalist candi-
dates to utilize for benchmarking services and service costs for a possible incorporated
Pueblo West. At least one of the incorporated municipalities identified is to have a
similar peak season tourism economy, along with such associated revenue and service
fluctuations, as Pueblo West.
In addition to this Introduction, in which the process for identifying these finalist candi-
date municipalities will be explained, this report will divided into the following parts:
1. 11 municipalities in Colorado and 11 municipalities outside of Colorado, which
are candidates for benchmarking with Pueblo West, will be proposed. A matrix
summarizing 20 various demographic characteristics for each community as
“very comparable,” “somewhat comparable,” or “less comparable” to Pueblo
West will be presented. These characteristics are derived from the 2013-2017
American Community Survey (ACS) 5-year estimates, and effectively summarize
the results of the detailed date presented in Part 6 of this report.
2. Monthly/annual climate normals for 1981-2010 from the National Weather Ser-
vice, including data on annual mean average temperature, annual precipitation,
annual snowfall, mean July high temperature, mean December high tempera-
ture, and mean December low temperature, will be presented in a table for all
candidate municipalities and Pueblo West.
3. Estimates of number of establishments and number of employees in two tour-
ism-related economic sectors – the Arts, Entertainment, and Recreation sector
(NAICS code 71) and the Accommodation and Food Service Sector (NAICS code
72) – derived from the 2012 Economic Census, will be presented in a table for all
candidate municipalities and Pueblo West.
4. Total annual reported crime incidents by type, as well as total annual violent and
property crime rates, for 2017, derived from the FBI’s Uniform Crime Reporting
(UCR) Program, will be presented in a table for all candidate municipalities
whose law enforcement agencies provide data to the UCR. Total annual re-
ported crime incidents and rates will also be included, and denoted, for candi-

date municipalities whose law enforcement agencies report crime data via alter-
native means.
5. Recommendations will be made on which five Colorado municipalities and which
three out-of-state municipalities should be the finalist comparable community
candidates, from which the benchmark communities for the incorporation feasi-
bility study will be chosen.
6. Detailed socioeconomic, demographic, and urban form data for 2017, derived
from the 2013-2017 American Community Survey (ACS) 5-year estimates, will be
presented for each of the proposed municipalities and Pueblo West.
Two full appendices – one appendix ranking all 146 Colorado municipalities above
1,000 population with Pueblo West, and one appendix ranking all 47 municipalities
outside of Colorado with Pueblo West – of all of the detailed data categories presented
in Part 2 will also accompany this report.
Process
The pool of possible candidate municipalities in Colorado was only limited to incorpo-
rated towns and cities with an estimated population of at least 1,000 people in 2017
(per the 2013-2017 ACS). Such a broad pool of possible candidates was chosen primar-
ily because there are no “obvious” comparable communities to Pueblo West in Colo-
rado in terms of Pueblo West’s unique, semi-rural urban form for such a large total
population. A total of 146 such Colorado municipalities were identified, and 2017 data
on 83 different demographic topics was collected for each municipality, as well as for
the Pueblo West Census Designated Place (CDP), from the 2013-2017 ACS. All commu-
nities were then ranked from 1st to 147th place (e.g. largest population to smallest pop-
ulation) for each of the 83 demographic topics.
The following table lists the pool of possible candidate municipalities in Colorado,
ranked in terms of estimated 2017 population. The population for the Pueblo West
Metropolitan District is adjusted from the ACS population estimate for Pueblo West
CDP, based on a count of residential structures located in the CDP but not in the Met-
ropolitan District. The 11 proposed candidate municipalities for benchmarking are
highlighted in green.

Narrowing the pool of possible out-of-state candidates out of the approximately
20,000 incorporated municipalities in the United States was a more involved process.
First, all 383 metropolitan statistical areas (MSA’s) defined by the U.S. Office of Man-
agement and Budget were examined on Google Earth satellite imagery mapping soft-
ware. Every municipality outside of Colorado which is an exclusive or overwhelmingly
primary suburb of an MSA’s major city, or which is a smaller “sister” city in double-city
MSA’s, was then identified with the aid of political subdivision and CDP boundaries
overlaid on Google Earth’s satellite imagery. Also, in the course of visually examining
every MSA in the United States, any municipalities which appeared to be particularly

similar to Pueblo West’s unique low-density, semi-rural urban form were also identi-
fied. Finally, the other two incorporated municipalities founded by McCulloch Proper-
ties, Inc. in the 1960’s and early 1970’s, and master planned by its president C. V.
Wood – Lake Havasu City, AZ, and Fountain Hills, AZ – were included.
The table below summarizes the 40 municipalities identified as either an exclusive or
overwhelmingly primary suburb of an MSA’s major city, or as a smaller “sister” city in
double-city MSA – similar to the relationship between Pueblo West and the City of
Pueblo. The total MSA population is also listed in order to provide comparative per-
spective. Three proposed candidate municipalities for benchmarking are highlighted in
green.

Furthermore, the table below summarizes the eight municipalities identified in the
course of visually examining every MSA in the United States as appearing particularly
similar to Pueblo West’s unique low-density, semi-rural urban form. All eight of these
municipalities are highlighted in green as proposed candidates for benchmarking.
After identifying the pool of possible candidate municipalities in and outside of Colo-
rado, the challenge was to narrow the list down to the candidate municipalities for
benchmarking. At first, the possibility of performing an overall ranking calculation for
all 146 Colorado and 48 out-of-state municipalities – somewhat similar to the college
football Bowl Championship Series computer average algorithm – was explored. Sev-
eral types of calculations were tried, like assigning a point scale based on the number
of places each city ranked away from Pueblo West and summing those points, or aver-
aging the number of places each city ranked away from Pueblo West. It was quickly
discovered that without weighting the relative importance of each metric’s ranking
and/or deviation score, then any overall ranking calculation would yield intuitively
meaningless results. Although some metrics are more important than others, trying to
apply a numerical weight to each metric based on importance without skewing the re-
sults heavily in favor of one demographic aspect proved to be nearly impossible.
Furthermore, there was a lot of statistical “noise” in these attempts to calculate an
overall ranking, particularly for the Colorado municipalities and for the out-of-state
city-adjacent candidates in regions outside of the Mountain West and Southwest.
Many of those municipalities are just simply not good candidates for comparison with
Pueblo West, even if they are similar in one or several demographic categories. In par-
ticular, dissimilarity from Pueblo West in terms of population size and density dimin-
ishes the comparative value of similarity in other demographic categories. Nonethe-
less, none of these municipalities were removed from the ranking process in order to
provide a full and unbiased picture of just exactly where Pueblo West ranks in compari-

son to other Colorado municipalities and other regional types of American cities. Sev-
eral of the candidate municipalities were also barely considered before the ranking
process was completed, and only identified afterwards as “surprise” discoveries.
Ultimately, it was decided to use a holistic judgment approach to narrow the list to a
much smaller number of municipalities – 11 in Colorado and 11 out-of-state – to then
examine and compare in greater depth. The complete Colorado and out-of-state mu-
nicipality rankings for the 83 ACS data topics, which were used to inform and guide this
judgment, is included in the appendices accompanying this report. The 11 Colorado
and 11 out-of-state municipalities represent a rather wide variety of strengths and
weaknesses as a comparison to Pueblo West. The following six sections of this report
sketch the analytical process for narrowing that list to five candidates for benchmark-
ing in Colorado and three candidates outside Colorado.
Pueblo West Census Designated Place (CDP) versus Metropolitan District Boundaries
As mentioned before, the geographic bounda-
ries utilized by the Census Bureau for Pueblo
West – the Pueblo West CDP – are different
from the geographic boundaries of the Pueblo
West Metropolitan District. The differences in
area, as well as the estimated differences be-
tween the 2017 ACS counts for the CDP and
the counts for the Metropolitan District, are
summarized in the table to the right. The
housing unit count difference is based on a
count of structures in the CDP but not in the
Metro District (or vice versa) performed via the Pueblo County Assessor’s GIS property
database, and the population difference is calculated using the 2017 average house-
hold size and residential vacancy rates for Pueblo West CDP from the 2013-2017 ACS.
On the following page are aerial maps of the Pueblo West CDP and the Pueblo West
Metropolitan District boundaries. The main areas included in the CDP but not the Met-
ropolitan District are the interior in-parcels, Swallows Road approaching Pueblo Reser-
voir to the southwest of the District, part of Mountain View Estates south of Highway
50 and east of Swallows Road, and the unincorporated Wild Horse area to the east of
the District.

Part 2 – Annual/Monthly Climate Normals
In addition to the demographic and socioeconomic characteristics of a community,
which are reflected in the ACS data, the weather climate of a municipality is an integral
feature of its identity and everyday life. Climate, weather events, and the availability
of water via precipitation and snowfall all help shape the form of the built environment
in a community, along with the challenges and priorities of that community’s govern-
ment. The following table summarizes the climate normals annually, as well as at the
peaks of summer and winter, of the 11 Colorado and 11 out-of-state candidate munici-
palities along with Pueblo West. This data was collected from the National Weather
Service Forecast Offices covering each municipality, and is from the closest weather
station in or near each municipality for which these climate normals have been pre-
pared.
In comparison to all of the candidate Colorado municipalities, Pueblo West is a couple
of degrees Fahrenheit warmer in both the summer and the winter, and it receives
about two to five inches less precipitation annually than the other municipalities. The

major climatic difference in Colorado, though, is that Pueblo West receives about one-
half to one-quarter the snowfall annually than the other candidate Colorado municipal-
ities.
Apple Valley, CA, Hesperia, CA, Fountain Hills, AZ, Washington, UT, and Yucca Valley,
CA, all have desert climates with very hot and dry summers, and negligible or no snow-
fall – although Fountain Hills receives almost as much precipitation as Pueblo West.
Carlsbad, NM, and Rio Rancho, NM, are warmer than Pueblo West in both the summer
and the winter, but receive as much or more precipitation – with Rio Rancho receiving
about half as much snowfall as Pueblo West. Poway, CA, has a hot but temperate
Southern California climate with high temperatures above 70 degrees Fahrenheit in
the winter. Prescott, AZ, and Prescott Valley, AZ, are located amongst the Bradshaw
Mountains and have slightly cooler summers, receive more precipitation, and experi-
ence almost as much snow as Pueblo West – although their winters are a bit milder
than Pueblo West’s.

Part 3 – Tourism-Related Economic Sectors
The following table below summarizes the number of establishments and number of
employees in the Arts, Entertainment, and Recreation economic sector, as well as in
the Accommodation and Food Service economic sector, for each of the candidate mu-
nicipalities, derived from the 2012 Economic Census. This is the most recent data
available, as the next Economic Census will be published in September of 2019. This
table is only a very rough and cursory look at economic data related, in part, to the
tourism economies in each of the Colorado and out-of-state candidate municipalities.
Nonetheless, this section is hopefully another data point to help identify other commu-
nities with a peak season tourism economy similar to Pueblo West’s.
Carlsbad, Hesperia, Washington, and Yucca Valley appear to have somewhat similar
Arts, Entertainment, and Recreation sectors to Pueblo West in terms of employment,
but all out-of-state candidate municipalities have significantly larger Accommodation
and Food Service sectors than Pueblo West.

Castle Pines, CO, and Erie, CO, appear to have similar, albeit somewhat smaller, Ac-
commodation and Food Service as well as Arts, Entertainment, and Recreation sectors
in terms of employment. Commerce City, CO, Johnstown, CO, and Wheat Ridge, CO
appear to have somewhat similar Arts, Entertainment, and Recreation sectors to
Pueblo West in terms of employment, but have significantly larger Accommodation
and Food Service sectors.

Part 4 – Crime Incidents Reported and Rates
The following table summarizes the total reported crime incidents by type in 2017, as
well as total annual violent and property crime rates, derived from the FBI’s Uniform
Crime Reporting (UCR) Program, for Pueblo West and each candidate municipality.
Fountain Hills and Castle Pines have not reported their crime data via the UCR pro-
gram, and so their total reported crime incidents by type in 2017 were collected from
data which they have reported via the LexisNexis Community Crime Map database.
It should be noted that the FBI, many criminologists, and the U.S. Conference of
Mayors strongly discourage and condemn the practice of ranking communities based
on the FBI’s UCR crime statistics. This report respects the FBI’s warnings on this prac-
tice, and is neither trying to judge the effectiveness of any law enforcement agency nor

trying to assess which communities are “safer” than others. Rather, the purpose of in-
cluding these crime statistics is primarily to compare the demands on law enforcement
resources in these municipalities via data collected in a uniform reporting method.
Crime also does fundamentally affect the socioeconomic fabric of any community, and
the proliferation or relative absence of reported crime incidents in a community can be
objectively compared in order to gain a better understanding of that community.
Although Fountain Hills has both a lower violent crime rate and a lower property crime
rate than Pueblo West, it is unclear how complete the reported offense data is for
Fountain Hills since it was not reported via the FBI’s UCR. All other out-of-state candi-
date municipalities, except for Carlsbad and Poway, have fairly similar rates of re-
ported property crime offenses as Pueblo West, but they also all have higher rates of
reported violent crime offenses. Carlsbad has a significantly higher rate of reported
property crime offenses than Pueblo West, while Poway has a somewhat lower rate.
Erie, Johnstown, CO, and Windsor, CO, all have comparably low rates of reported vio-
lent crime offenses as Pueblo West, but those communities also have significantly
lower rates of reported property crime offenses than Pueblo West. Lafayette, CO, and
Arvada, CO, have similar rates of reported property crime offenses as Pueblo West, but
also have higher rates of reported violent crime offenses than Pueblo West.

Part 5 – Proposed Candidate Municipalities for
Benchmarking
This section recommends which five Colorado municipalities and which three out-of-
state municipalities should be the finalist comparable community candidates, from
which the benchmark communities for the incorporation feasibility study will be cho-
sen. Each of these municipalities’ strengths and weaknesses as a comparison to
Pueblo West is briefly discussed. In addition to the data contained in the other sec-
tions of this report, some other qualitative observations of these municipalities – par-
ticularly regarding urban form, as well as political climate and other details – have in-
formed these recommendations. These qualitative observations are also included be-
low in the strengths and weaknesses.
Out-of-State Municipalities:
Rio Rancho, NM
• Strengths: Probably the most similar demographic characteristics of any municipal-
ity examined; fairly large amount of residential dirt roads; more than a few low den-
sity, semi-rural residential areas; similar political climate; somewhat similar density.
• Weaknesses: Much larger total population; much larger MSA in terms of popula-
tion; higher violent crime rate; majority of new residential development has been
occurring in traditional density subdivisions; low density partly attributable to large
undeveloped areas.
Lake Havasu City, AZ, and/or Fountain Hills, AZ
• Strengths: Their unique urban form most closely matches Pueblo West’s planned
buildout; some similar demographic characteristics, like language, poverty rate, and
unemployment; similar veteran population (Lake Havasu City only); their tourism
economies are perhaps what Pueblo West aspires to achieve; somewhat similar po-
litical climates.
• Weaknesses: Very dissimilar demographic characteristics overall; somewhat larger
populations; larger proportion of new residents; much older populations; large pro-
portion of vacation homes; higher densities; harsher desert climates; higher violent
crime rates; Lake Havasu is a standalone city and Fountain Hills is part of the much
larger Phoenix, AZ, MSA.

Yucca Valley, CA
• Strengths: Similar density; fairly large amount of low density, semi-rural, infilling
residential areas with dirt roads; few traditional suburban residential subdivisions;
similar proportion of veterans; somewhat similar age and race demographics; com-
munity connected to Twentynine Palms Marine Corps Base.
• Weaknesses: Somewhat dissimilar demographic characteristics overall; harsher de-
sert climate; higher crime rates; significantly lower incomes and slightly lower hous-
ing costs; significantly larger active duty military community.
Colorado Municipalities:
Windsor, CO
• Strengths: Similar population size; somewhat similar density; growing community
which has retained some of its rural roots; similar political climate; similar age, lan-
guage, and household demographics; similarly low violent crime rate.
• Weaknesses: Traditional town-center and suburban residential subdivision develop-
ment; higher incomes and higher housing costs; its relatively low density is partly
attributable to annexed undeveloped green-field/agricultural land; lower propor-
tion of retirees and of veterans.
Fountain, CO
• Strengths: Similar population size; similar incomes, unemployment rate, and pov-
erty levels; economically and culturally connected to Fort Carson and Colorado
Springs; part of the same larger Colorado Springs/Pueblo/Cañon City region; some
parts of the community retain a rural feel.
• Weaknesses: Higher population density; traditional town-center and suburban resi-
dential subdivision development; much larger active duty military community;
much higher violent crime rate; enigmatic political climate.
Arvada, CO
• Strengths: Some of the most categories of “somewhat” or “very comparable” de-
mographic characteristics of any Colorado municipality, including age, language,
military, race, immigration / place of birth, education, and retirees.
• Weaknesses: Much larger population; much higher density; part of the much larger
Denver/Boulder, CO, MSA; larger and more diverse economy; somewhat different
political climate; higher incomes and housing costs.

• Strengths: Similar incomes and poverty level; located somewhat more “in the coun-
try” and detached from the Denver metropolitan area; similar commute; somewhat

• Weaknesses: Traditional suburban residential subdivision development; a high pop-
ulation density even with large areas of undeveloped green-field/agricultural; high
violent and property crime rates; somewhat different political climate; most of the
semi-rural large acreage homes on dirt roads are not in incorporated areas.
Lafayette, CO
• Strengths: Similar population size; similar age and military population de-
mographics; somewhat similar household characteristics, commute, and race de-
mographics; extensive trail and easement system.
• Weaknesses: Higher incomes and housing costs; dissimilar education demographics;
fewer retirees and veterans; a lot of older traditional neighborhoods; its compara-
tively low density neighborhoods are traditional suburban small-lot homes sur-
rounded primarily by manmade greenways; somewhat different political climate;
has not retained much of its rural character.
