HomeMy Public PortalAboutM 1989-10-03 - CC~~~ REGULAR MEETING OCTOBER 3, 1989 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road on the above date at 7:30 p.m. Mayor Wells in the chair. Councilmembers Heine, Morris, Richards, and Wells answered the roll call. Councilmember Henning was absent. -- Also present were City Manager Gomez, City Attorney Barbosa, and City Clerk Hooper. City Clerk announced the agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Heine, seconded by Councilmember Richards and carried, to excuse Councilmember Henning. It was moved by Councilmember Richards, seconded by Councilmember Approv'1 of Heine to approve minutes of Regular Meeting September 19, 1989, minutes as written. Proclamation presented to Lt. Handley for the Sheriffs Youth League. Art Burgess, who is now working at I,t Art Burgess the Lynwood Sheriffs Station. It was moved by Councilmember Richards, seconded by Councilmember Heine to recess to Lynwood Redevelopment Agency at 7:35 p.m. Council reconvened at 7:40 p.m. SCHEDULED MATTERS: Mayor Wells announced the time had arrived to conduct a public Public Hearing hearing on determination of existence of a public nuisance at 5400 Olanda Street. ;'~,,~'~ It was moved by Councilmember Richards, seconded by Councilmember Heine to open the public hearing. Hearing no response, It was moved by Councilmember Richards, seconded by Councilmember Heine to close the public hearing. Res 89-180 RESOLUTION NO. 89-180 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, DETERMINING THAT A NUISANCE IS BEING ~G~Y~" MAINTAINED ON CERTAIN PROPERTY GENERALLY KNOWN AS 5400 OLANDA ~~~'~ STREET AND DIRECTING ABATEMENT THEREOF." was presented. ..., It was moved by Councilmember Richards, seconded by Councilmember Morris to adopt the resolution. City Manager Gomez stated item 24 - Girl Scout House/Teen Center,Teen center resolution heading corrected to period after improvements and delete wording thereafter. Mayor Wells requested item 21 - Amendment of the City of Lynwood 1gg9/90 budgf Fiscal year 1989/90 Budget. It was moved by Councilmember Richards, seconded.: by Councilmember Heine and carried, to hold this item over for a work shop meeting. DISCUSSION ITEMS: (~ristmas Design Concepts were distributed to Council on Christmas decora- `'Decorations tion designs from the Director of Parks and Recreation. Discussion After Council discussion, It was moved by Councilmember Heine, seconded by Councilmember Richards and carried, to have the Public Works Committed review the designs and report back to Council with recommendations and suggestions. CITY CLERK'S AGENDA: Family Solic It was moved by Councilmember Morris, seconded by Councilmember inc. Richards to approve Charitable Solicitation request from Family Solicitations Inc. ROLL CALL- AYES: COUNCILMEMBERS HEINE, MORRIS, RICHARDS, WELLS NOES: NONE ABSENT: COUNCILMEMBER HENNING Qa~nission Councilmember Morris requested item - Nominations to the Vacancies following Commissions be held over for two weeks to allow Council time to seek out individuals interested in serving on the commissions. Housing and Community Development Advisory board - one vacancy Traffic and Parking Commission - one vacancy Youth Commission - six vacancies It was announced the following young people wished to remain on the Youth Commission: Joe Araujo William Jones Allison Wells Michele Zavala Closed sessioTit was moved by Councilmember Richards, seconded by Councilmember .Henning to recess to Closed Session at 7:55 p.m. Council reconvened at 8:15 p.m. City Attorney Barbosa stated Council met in Closed Session to discuss Employee Negotiations and stated there was no need for ^'- action at this time. PUBLIC ORAL COMMUNICATIONS: R. Fry Robert Fry, 12501 Alpine, spoke on the importance of the Youth Commission, ordinance having to do with spray painting helping to get rid of some of the graffiti, and Christmas decorations. Would like to see the citizens get involved, maybe have a contest for most beautiful decorations. :,<~ ~~ . :'° Mayor Wells suggested the committee through the Parks and Recreation Department's Beautifying project look into this matter. Tamara Jones, 1011 3 Jackson, spoke on school signs not being School signs on posted near school on Beechwood. Expressed concerns about thc~echwnod safety of the children, discussion Councilmember Morris questioned if anyone from Public Works had been out to the location to check out why there were no signs. ,,.,.,, Public Works Director Wang stated an Engineer had been out to:the school and talked to the administrators. Item would be going to Traffic and Parking Commission for consideration. COUNCIL ORAL AND WRITTEN COMMUNICATIONS: Councilmember Richards commented on Christmas decorations and the X ~ DEpp fact that it is up to the home owners to get involved in the beautifying of the city at Christmas. Would like to see the businesses in the city get involved. Complimented staff on the fine job they were doing. Discussed traffic congestion traffic congestic along Bullis. Also spoke on the Ad Hoc Race Relations Committee Ad Hoc Race meetings and the accomplishments so far. Relations Councilmember Heine spoke on the number of ordinances that have~f~ Ordiance, been passed. Discussed the curfew ordinance, litter ordinance, Spray paint to ordinance pertaining to spray paint to minors, Commented the minors, litter Sheriffs Department can now get more done with the new laws on the books. Councilmember Morris spoke on parking throughout the city. Stated Imperial there are numerous areas on Imperial Highway that have "no parking" Hwy at any time. Matter should be looked into. It was moved by Councilmember Richards, seconded by Councilmember ~~~ !~- Morris to approve funding for trip to Sacramento for the members trip for yout of the Youth Commission and chaperons in October. Estimated cost oarm. discuss of trip is $4, 000. Councilmember Morris spoke in favor of our young people being given the opportunity to go to Sacramento to see how laws are compiled from the very beginning. Councilmember Heine stated he would like to see more young people attend the City Council meetings.
