HomeMy Public PortalAbout260_12-9-10 Public Safety Committee MinutesPublic Safety Committee Minutes December 9, 2010 17:00 Hours Present: City Council: Wanda Doyle, Shirley Sessions, Frank Schuman City Manager Diane Schleicher, Joe Wilson DPW, Major Bob Bryson TIPD, Captain Jonathan Hagen TIPD Jonathan Lynn, schedule conflict, Chief Sasser TIFD, out of town. *There was no meeting of the PSC in November 2010. Approval of the October 28, 2010 minutes - Unanimous approval. New Business: Old Business: I. Beach Bum Parade: Discussion Improvements to Address Safety Concerns Wanda Doyle – Met previously with Jay Burke, Chantel Joe and Diane to discuss safety concerns of the Beach Bum Parade. Jack Boylston – New entry permit to state No pressure washers, No Balloons, No Ice Water, No jumping on and off floats, these safety concerns will be printed on the parade application. Wanda Doyle – A Fire Department representative and Jay Burke will inspect each float upon arrival at the line up. One person will be responsible for each float entered into the parade Jack Boylston – No application in the newspaper, only on the web-site. Applications must be delivered to Jigs Watsons office or mailed. Applications’ will be numbered, without proper paper work no one can enter the parade. The last unit should try to prevent others floats or people from jumping into the parade. Major Bryson – No criminal act for people jumping into parade to arrest them could be a violation of their rights. Wanda Doyle – A unit should be designated as the last unit or caboose of the parade in order to assist in not allowing illegal floats or persons from entering the parade. Shirley Sessions – An entry deadline may be helpful. Wanda Doyle – Work out logistics as parade date nears. Frank Schuman – Spectators should not be allowed to throw illegal objects. Wanda Doyle – Adjunct Staff, CERT Volunteers, Police Officers, and volunteers waling the parade route will be used to assist. Wanda Doyle – The parade entry fee may need to be raised to offset the City expense of approximately $ 4, 500, 00 to erect barricades in strategic areas. Joe Wilson – It will be too expensive to barricade the entire parade route, Chatham County is donating the barricades however there is still the expense involved of having to go pick them up , place them in specific locations, pick up and return. Jack Boylston – The present entry fee is $35.00, is the Beach Bum parade more expensive than other parades? Maybe there should be a parade comparison to show which parades bring in the most revenue for Tybee Businesses’. The Beach Bum parade entry fees are donated back into the community. Shirley Sessions – What is the possibility of having Business sponsors? Frank Schuman – The City of Tybee or the Tourism Council should contribute. Diane Schleicher – The City has provided services as their contribution for the parade, approach the tourism council for advertising. Jack Boylston – No advertising at present time. Wanda Doyle – Will someone make a motion for the Beach Bum parade to be held on Friday with a start time of 18:00 hours? Shirley Session – Motion to approve, City paying insurance, Waiving $1,400.00 fee and to charge set up fee, security fee etc of $4,500.00. Frank Schuman – Second the motion. Jack Boylston – How will barricades help? , this may be and extra expense not needed. Shirley Sessions – It is important to show the City’s involvement in the total cost of the parade. II. 17th Street (East of Butler Avenue) Speed –Bump Request: Diane Schleicher - Received from Bill Blakey of # 15 17th Street a petition from 25 residents of the neighborhood requesting a speed bump be placed on 17th Street between Butler Avenue and the Strand in the middle of the block. Shirley Session – What is the policy on granting speed bumps? Diane Schleicher – The city will survey the situation and conduct analysis such as does the significant majority of residents want speed bumps and the cost to install. Shirley Sessions – Is money in the budget? Diane Schleicher – No Wanda Doyle – There is now a procedure in place for requesting speed bumps. Diane Schleicher - !7th Street will be the first on the list to receive speed bumps when money is available. Shirley Sessions – Verify information that was collected. Major Bryson – Police cannot run radar on 17th Street, may be possible to write a citation for “To fast for conditions”. Joe Wilson – Speed bump will shift traffic to other streets. II. Public Safety Building – Design Build Options for Cost Control Cogell & Medrala Architects PC Public private Partnership Project management INC. Barbara Cogell _ would like to maintain relationship with the City and is available for any assistance. Kirby Glaze – Assists in public private partnership projects, help manage the process, works on such issues as money, works with the design team, and provides pre-qualified contractors, guaranteed fixed price contracts and flexibility to get the best project at the best price. Diane Schleicher – Met Kirby glaze at a conference and invited him to the Public safety committee meeting to see if his services could benefit the City. Don Gognell – Public-Private Partnership Project Management Inc is similar to a property manager and will add cost to the project our company is a hands on company. There was some discussion between Don Cognell and Kirby Glaze in regards to whether the City needs the services of Mr. Glazes Company (Public – Private Partnership Management INC.) No discussion of Gated Community Ordinance.
