Councilmembers Heine, Rea, Richards, Henning answered the roll `•-- call . Councilmember Wells was absent. Also present was City Manager Gomez, City Attorney Barbosa, and City Clerk H•.ooper. City Clerk announced the agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Richards, seconded by Councilmember Rea to approve minutes of previous meetings as written: a. Regular Meeting February 6, 1990 b. Regular Meeting February 20, 1990 ROLL CALL• AYES: COUNCILMEMBERS HEINE, REA, RICHARDS, HENNING NOES: NONE ABSENT: COUNCILMEMBER WELLS City Treasurer Mary Wright presented the six candidates for Introductic Miss Lynwood Pageant. Each candidate spoke on their goals for Miss Lynwex the f uture . cands.dates ~,, Councilmerber Wells arrived at 7:45 p.m. It was moved by Councilmember Heine, seconded by Councilmember ~~Pr~. Rea to approve proclamations and commendation: Camp Fire a. "Camp Fire 80th Birthday Week" Girl Scout b. "Girl Scout Week in Lynwood" Girl Scouts presented Council with cookies. Commendation was presented to Christopher Espinoza, Eagle Scout. C~ristoph~ Espinoza Scout Master made comments on accomplishments made during his time with the Scouts. ROLL CALL: AYES: COUNCILMEMBERS HEINE, REA, RICHARDS, WELLS, HENNING NOES: NONE ABSENT: NONE Captain Cueva, Lynwood Sheriff's Commander, spoke on Sheriff's Helicopter Services. Presentatio Jim Giovana, representative from Sheriff's Aerial Bureau, showed Sheriff's ,.,.., videotape of services offered by Helicopter team. Discussed Helicopter contracting, billing and liability involved. Stated department Services would enforce recently adopted emergency ordinance regarding low overflights. After discussion, RESOLUTION NO. 90-33 entitled: "A RESOLUTION OF THE CITY COUNCIL Res.90-33 OF THE CITY OF LYNWOOD, CALIFORNIA, AUTHORIZING AND APPROPRIATING FUNDS FOR THE LOS ANGELES COUNTY SHERIFFS DEPARTMENT TO INCLUDE HELICOPTER SERVICES." was presented. ~s'+ „~ 7 It was moved by Councilmember Richards, seconded by Councilmember Heine to adopt the resolution. Discussed the item never coming before the Parks and Recreation Commission. W. G~inningham:William Cunningham, 10821 Cornish, spoke on renaming of Lynwood renaming of City Park to Mervyn Dymally Congressional Park. Stated the Park park was dedicated to the men who lost their lives in World War II. Stated Mervyn Dymally had not done anything for the City of Lynwood. E.Esparza: Emma M. Esparza, 10914 Ruth, spoke on renaming of Lynwood City renaming of Park to Mervyn Dymally Congressional Park. Stated she is opposed park to name change . J.Smith: Joe Smith, 12733 Waldorf Drive, spoke on renaming of Lynwood City renaming of Park to Mervyn Dymally Congressional Park. Stated he is opposed park to name change and citizens should be given notice in order for them to express their opinion. R.Fry: Robert Fry, 12501 Alpine, spoke on renaming of Lynwood City Park ""'" renaming of to Mervyn Dymally Congressional Park and Western Waste request park; West for increase. Stated he is opposed to changing name of park. Waste incr Also stated he was o pposed to any increase in rubbish collection fees. It was moved by Councilmember Richards, seconded by Councilmember Wells and carried to move to the Consent Calendar. Mayor Henning spoke on comments made during public oral communications. CONSENT CALENDAR: All matters listed under the Consent Calendar were acted upon by one motion affirming the action recommended on the agenda unless members of Council or staff requested specific items removed for separate action. Councilmember Heine requested item 14 - Resolution of City Council authorizing the renaming of Lynwood City Park to Mervyn M. Dymally Congressional Park. The following action was taken: Res.90-26 RESOLUTION NO. 90-26 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING THE SIDEWALK RECONSTRUCTION PROJECT (FY 1989-90) PROJECT NO. 5-5116." was presented. ~~ ~ ~~` City Council receive and file the Statement of Investment Policy. RESOLUTION NO. 90-30 entitled: "A RESOLUTION OF THE CITY COUNCIL Res.90-30 OF THE CITY OF LYNWOOD AUTHORIZING THE DONATION OF THE CITY'S WORLD}WAR II CANNON TO FORT McARTHUR MILITARY MUSEUM OF SAN PEDRO." was presented. RESOLUTION NO. 90-31 entitled: "A RESOLUTION OF THE CITY COUNCIL Res.90-31 OF THE CITY OF LYNWOOD IN SUPPORT OF ASSEMBLY BILL 2541." was presented. City Council approve the payment of $100 to the Marion Madden Memorial Memorial Fund and approve a policy establishing that donations up Fund to $100 be made to appropriate memorial or charity fund of bereaved upon request by the deceased's family. It was moved by Councilmember Wells, seconded by Councilmember '"'- Richards to approve the foregoing items, adopt the resolutions and waive reading and introduce the ordinance for first reading. Dymally Congressional Park, Disc: and stated he was opposed to changing the name of the park. Park Discussed most persons being honored by things named after renaming them had passed on from this life as a dedication to their memory. Feels the matter should have come before the Parks and Recreation Commission. Stated the item should be placed on the ballot to give the citizens the opportunity to make a decision. It was moved by Councilmember seine the matter be brought to the people through the proper channels of the ballot. Councilmember Rea discussed the number of organizations Congress- man Mervyn Dymally had served relavent to the interests of the citizens. Stated he was in favor of renaming the city park. ~-- Discussed gang graffiti associated with the park area. Requested Council deal with the renaming and the decision making of the Lynwood City Park and direct the renaming analysis and forward the findings to the Parks and Recreation Commission for review and return to City Council with their decision based on the census of the community. Stated he is in favor of the change and the entire community must be addressed for their reponse. Councilmember Richards spoke on the many things that had been by Congressman Mervyn Dymally and the name change being inspira- tional to the young people in the community. Doesn't feel honor should only be given to someone after they have passed on. ~= ~d. M/Henning: Mayor Henning stated he would like to see the Parks and Parks & Rec Recreation Commission come up with ideas for the naming of Commission different facilities. Stated he is in favor of naming the park in honor of Congressman Mervyn Dymally. After discussion, Res.90-28 RESOLUTION NO. 90-28 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTORIZING THE RENAMING OF LYNWOOD PARK TO MERVYN M. DYMALLY CONGRESSIONAL PARKS"was presented. It was moved by Mayor Henning to adopt the resolution. After further discussion, It was moved by Councilmember Richards, seconded by Mayor Henning to modify resolution as follows: resolution modifications Section 1. That the name of Lynwood City Park shall hereby be formally established as Mervyn M. Dymally Congressional Park. Councilmember Heine questioned curbside pickup for senior citizens and procedure to be used in identifying senior citizens. Councilmember Wells questioned the actual cost increase amount. Mayor Henning discussed the exhorbant increase in dumping fees and the costs having to be passed on to the citizens. It was moved by Councilmember Richards, seconded.: by Councilmember Wells to instruct staff to continue talks with Western Waste on pickup of bulk items curbside and senior citizen pickup. Interim Director Community Development Karefa-Johnson stated a letter would be sent out to each resident in the area. COUNCIL ORAL AND WRITTEN COMMUNICATIONS C/Wells: Councilmember Wells spoke on the Womens History Celebration Wo~nex~s Historyand how successful it was . C/Heine: Councilmember Heine discussed Council working together. Also recycling spoke on the recycling program with Western Waste. C/~= Councilmember Rea spoke on malathion spraying in the city. malathion Requested residents join in candlelight vigil protesting the spraying spraying. Also spoke on the importance of the Census count. protest C/~~~~ Councilmember Richards spoke on the gang summits he had gang summit attended and solutions to the problems. Also discussed State running out of space to house prisoners. M/Henning• Mayor Henning spoke on the acknowledgement of those worthy of plaques & recognition. Requested plaque City Clerk and City pictures Treasure. Requested their pictures placed on display with the City Council as they are elected officials. Also spoke on preparedness for disasters. Fire Chief Wallace discussed program to prepare citizens for disaster and survival.
