RESOLUTION NO. 16-9199
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, REQUESTING THE
STATE OF FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION TO PERMIT THE CITY
TO MOVE FORWARD WITH ZONES 1, 2 AND 6 OF THE
CITY'S DRINKING WATER, WASTE WATER AND STORM
WATER UTITILTY IMPROVEMENT PROGRAM AND TO
PROVIDE THE NEEDED FUNDING UNDER THE
REVOLVING LOAN PROGRAM; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, The City of Opa-locka, Florida, was declared in a state of
financial emergency on June 1, 2016; and
WHEREAS, As a result of the Governor's declaration of financial emergency,
the Florida Department of Environmental Protection placed a hold on the City's
zones 1, 2 and 6 drinking water, waste water and storm water utility improvement
programs; and
WHEREAS, These capital improvement programs are vital to welfare,
economic growth and development of the City; and
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference;
Section 2. The City Commission of the City of Opa-locka, Florida, hereby
requests that the Florida Department of Environmental Protection release the hold
on the City's zones, 1, 2 and 6 drinking water, waste water and storm water utility
improvement programs, and provide funding for same through the State approved
$40,000,000.00 revolving loan program.

Section 3. The City Clerk shall forward a certified copy of this resolution to
the Governor of the State of Florida immediately.
Section 4. This Resolution shall take effect immediately upon adoption.
