REGULAR MEETING OCTOBER 2, 1990
The City Council of the City of Lynwood met in a regular session
in the City Hall, 11330 Bullis Road on the above date at 7:30 p.m.
Mayor Pro Tem Richards in the chair.
Councilmembers Heine, Rea, Wells, Richards answered the roll call.
Mayor Henning was absent.

It was moved by Councilmember Heine, seconded by Councilmember
Rea to excuse Mayor Henning.
Also present were City Manager Gomez, City Attorney Barbosa, and
City Clerk Hooper.
City Clerk announced the agenda had been duly posted in accordance
with The Brown Act.
It was moved by Councilmember Rea, seconded by Councilmember
Heine to approve the following minutes:

Mayor Pro Tem Richards acknowledged citizens of German heritage
who were present in the audience.
It was moved by Councilmember Wells, seconded by Councilmember
Rea and carried, to approve commendation for Nigerian AssociationComm. for NA~
of Southern California.
It was moved by Councilmember Wells, seconded by Councilmember
Rea to recess to Lynwood Redevelopment Agency at 7:45 p.m.
Council was reconvened at 7:52 p.m.
PUBLIC ORAL COMMUNICATIONS: AGENDA ITEMS ONLY:
John Haynes, 4251 Carlin, spoke on item 23-Installation of Flashing J.Haynes c
Amber/Red Pedestrian Signal Light on the 3500 Block of Martin ped. acc.
Luther King Blvd. Discussed accident where senior citizens was
injured and complimented the Fire Department on fine job done in
treating the injured pedestrian at the scene. Requested Council
do something to help the senior citizens who cross at this loca-
tion.
Marilyn Senier, Administrator at Lynwood Villa, discussed accident M.Senier c
involving resident of Lynwood Villa. Requested Council do some- ~nst. x wa
thing to stop tragedies of this sort from happening by repainting t?^f. sig
and striping of the crosswalk and installation of flashing yellow
lights that would turn red when button is pressed.
Lynn Dudenhoeffer, Lynwood resident, spoke of accident involving L.Dudenhoe
senior citizen and the need for Council to make some adjustments ped. acc.

It was moved by Councilmember Rea, seconded by Councilmember C.Rea mov.
Heine to adopt the installation of the flashing amber/red for inst.

Councilmember Heine stated the crosswalk in front of the flower-C.Heine
shop across from St. Francis also needed to be repainted.

It was moved by Councilmember Heine, seconded by Councilmember
Rea to adopt the foregoing resolutions.

Councilmember Rea requested item 9 - Thorson Avenue and stated the
C. Rea req. monies being requested could be better utilized to repave streets

Councilmember Heine stated this area of Thorson Avenue had become
a dumping ground for old furniture and trash.
Council discussion followed on the alternative analysis for Thorson
Avenue improvements.
After discussion,
It was moved by Councilmember Rea, seconded by Councilmember Heine
to approve alternative "G" - continue to clean up the area on a
.~. weekly basis and staff report back to Council in three to six months.

It was announced nominations were open for the two terms expiring
on the Traffic and Parking Commission.
It was moved by Councilmember Heine, seconded by Councilmember

Rea to nominate Joe Battle.
It was moved by Councilmember Wells, seconded by Councilmember
Heine to close nominations.
Appointment at Council's next regular meeting.

Rea to approve Special Permit request for carnival for three
days, October 2F~, 27, 28, 1990 only.

Discussion followed on request to sell beer at grand opening
of Marketplace on October 6 and 7, 1990.
Councilmember Heine stated he was opposed to the selling of
beer with the number of people who would be present and the
problems that might arise.
Councilmember Rea discussed the area of beer sales being fenced off
from the rest of the parking lot.
Councilmember Wells spoke in .opposition to the selling of beer at the
location and during grand opening days.
David Fuentes, applicant. for beer sales, discussed how the sales
would be handled and the function of his youth organization.
Council discussion followed.
After discussion,
It was moved by Councilmember Rea to approve request to sell
beer on M & D property during grand opening.
Motion died for lack of a second.

City Manager Gomez stated a new resolution had been drafted with
structure changes. After discussion,

It was moved by Councilmember Heine, seconded by Councilmember
Rea to adopt the resolution.

Ede: L~ARC Mayor Pro Tem Richards spoke of the many comments being made about
Lynwood regarding law enforcement operations. Discussed city
~n law enf. not having an intermediate group to receive complaints from the
complaints public with regards to law enforcement and believes there is a
need for such an advisory committee. Proposed the creation of a
Law Enforcement Advisory and Review Commission to receive complaints]
and conduct hearings and information workshops and seminars and
make recommendations,with regards to law enforcement, to Council
for the purpose of making improvements in law enforcement in the .~.
city. Stated the commission would consist of five members
appointed by each Councilmember. All details would be worked out
by staff as to the date and time of the meetings.
It was moved by Mayor Pro Tem Richards, seconded by Councilmember
Rea to establish a Law Enforcement Advisory and Review Commission.
Councilmember Heine discussed the problems that may occur with a
commission of this type. Doesn't feel he could vote in favor of
it.

Mayor Pro Tem Richards discussed informal process that is now inMay. Richards
force and no structural system allowing for on-going input and on law enforce
examination of law enforcement in the city.
Councilmember Wells discussed citizens having any problems with
the Sheriffs Deparment could come to Council and resolve the
problems. Feels commissioners would feel they have the authorityC. Wells on
to go out and give the Sheriff Department a hard time. Feels thelaw enf. relt
city should try and keep a good working relationship with the
Sheriff department.

Councilmember Richards stated he was only setting the perimeters
' as follows:
1) To receive input or information.
2) To conduct hearings and information workshops
relavent to law enforcement.
Councilmember Rea stated there was a need for a fact finding ~. Rea on law er
process regarding complaints . relationship
Councilmember Wells stated there would have to be some very strict
guidelines set for the commissioners and the understanding they en~.Wrel~s~i~ip~
are only a listening body.
Mayor Pro Tem Richards amended motion to add two members of Council
work with staff in finalizing the draft of perimeters for the MPT Richards on
ordinance establishing the commission.

Mayor Pro Tem Richards discussed success of first All City Planning
Conference held last year. Would like to see plans for second MPT Richards or
conference underway . All City Plan.

Councilmember Heine questioned what had been done with the ideas
and information that was submitted at last conference.
Human Resources Director Heriot spoke on the results of the lasts Heriot on
conference and stated a number of the ideas had been put into results of cor
effect. Feels the conference would be a valuable asset for
employees.

Mayor Pro Tem Richards discussed the need for a Project Safe MPT Richards on
Streets for the children of the city to help them have a safe Oper. Safe Str. j
Halloween and to make them aware of the dangers in the streets and Halloween
teach them how to protect themselves.
It was moved by Councilmember Wells, seconded by 'Councilmember
Rea to hold Project Safe streets at Bateman Hall.

Councilmember Rea spoke on the accident that involved an elderly
_ pedestrian in front of Lynwood Villa. Also spoke of number of CM Rea on pe<
auto accidents that happen where alcohol consumption is involvedacc. ~ Swimm.
Discussed children being taught to swim for their own safety and lessons
protection and the fine program offered at the Natatorium.

Councilmember Heine spoke on the meeting held by the Los Angeles
County Transportation Commission and the City Council putting
'M Heine on resolution on the agenda approving the commission as managers of
Traffic Congestion Management Program. Stated city would receive
~ACTCM. And revenues from gas tax. Also spoke on Sheriff Deputies giving
'ublic rela. out Christmas candy stockings to the children and helping to
with Sheriff Promote better Public Relations between young people and the
Sheriff's Department. Discussed meeting held every first Friday
of the month for Senior Citizens over at Community Center.
Councilmember Wells spoke on Sheriff's Athletic League in Lynwood ,~
~M Wells on being model program for State. Also spoke of program called 'i
Community Pride that would have Deputies on bicycles patroling ! 1

PUBLIC ORAL COMMUNICATIONS:
~. Ferri on Maria Ferri, Lynwood School District, discussed no smoking ordinance
amok. Ord. ~ in the city. Also spoke of numerous families who are living in
School Overcr.garages causing overcrowding in the schools.
George Martini, 10760 Alexander, spoke of Code Enforcement not
~. Martini on responding to the many complaints that have been submitted.

Eric Lee, Youth Commission Chairman, spoke on remarks made by
~. Lee on Councilmember Rea regarding the need to know how to swim and
3chol. lessons he had taken at the Natatorium. Also spoke on funding
received from recycling being used for scholarships for youth
in the community.
Crystal Adams, 4322 Josephine, spoke on German Day Celebration.
Bill Cunningham, spoke on speed limits where accident involving
senior citizen.
Meeting was recessed to Closed Session at 10:00 p.m.
Council was reconvened at 10:40 p.m.
City Attorney Barbosa stated Council met in Closed Session to
discuss items, no need for action at this time.
There was no further business and it was moved to adjourn.
