SPECIAL MEETING NOVEMBER 12, 1990
The City Council of the City of Lynwood met in a special session
in Bateman Hall on the above date at 5:30 p.m.
Mayor Henning in the chair.
Councilmembers Heine, Rea, Richards, Wells, Henning answered the
roll call.
Also present were City Manager Gomez, Assistant City Attorney Fong,
City Clerk Hooper, and Staff/Department Heads.
Mayor Henning spoke on the ordinance setting the percentage for
the Utility Tax.
Each Councilmember was given the opportunity to speak on the
ordinance setting the Utility Tax.
PUBLIC ORAL COMMUNICATIONS:
Kent Swift, 11110 Harris, spoke on the chart showing how the funds K. Swift
would be spent. Stated the tax is too expensive and is opposed
to it.
Thelma Williams, 4246 Lavinia, questioned how the cap on the amount
citizens could be taxed would be handled. Opposed to ten percent T. William
tax.
Resident, 40010 Josephine, spoke in opposition to utility tax.

Mike Dobak, Cargil, spoke in opposition to ten percent tax. M. Dabak
Mary Amalone, St. Francis, request that St. Francis Hospital be M. Amalone
exempt from the tax.
` Glenn Lyons, resident, spoke in opposition to the tax. G. Lyons
John Gibbs, Continental Cable, spoke regarding Cable Television J. Gibbs
not being a utility.
Resident, 4218 Cortland, spoke in opposition to the tax. Resident
Mary Hogue, 3995 Martin Luther King Jr. Blvd., spoke in favor of M Hogue
the tax.
Carmen Cadoti, Filbar Furniture, spoke in opposition to the tax. C. Ca.doti
Theresa Haynes, resident, spoke in opposition to the tax. T. Haynes
Robert Fry, 12501 Alpine, spoke in opposition to the tax. R. Fry
Dick Dewitt, resident, spoke in opposition to the tax. D DeWitt
Mary Hicks, 11342 Hulme, questioned budget showin g where the M. Hicks
monies from the tax would be spent.
Julien Navarro, 5155 Walnut, spoke in opposition to tax. J Navarro

Resident, 3874 Woodlawn, spoke of the many changes that had come Resident

~'M. Richards Councilmember Richards spoke on the tax increases and what
it would do to upgrade the city.
~M Heine on Councilmember Heine spoke of the .many things that need to be
ztiliy tax done in the city and what could be done with a three percent
increase.

opposition to the tax.
Orrick Lee Errick Lee spoke in favor of the tax.
Zesident Resident, 11661 Muriel Drive, spoke in opposition to the tax.
Zesident Resident, 3040 Josephine, spoke in favor of the tax.
Zesident Resident, 10861 McNerney, questioned the costs involved to
collect the utility tax.
Tom Menten questioned if a decision would be made on the ordinance

~IH~nir~g on Mayor Henning closed the public hearing. Spoke on the many projects
?ro~ects that were now in progress and must be completed.
Councilmember Rea spoke on the need for a tax of only three
percent and then one percent per year until the ten percent had
been reached.
~M Heine on Councilmember Heine spoke on the revenue taxes that were lost
revenue taxesshen the Zody's Warehouse and the. Market went out of Lynwood.
Spoke of the many improvements that must be made in the city.
Councilmember Wells spoke regarding the city moving forward and
~M Wells and she would like to see the tax on a graded plan basis. Discussed
revenue tax the programs for children and the costs that were involved.
Councilmember Richards discussed the decisions that must be made
by the Council for the good of the city and citizens. Spoke on
the repairs of sidewalks and streets.
After discussion,
It was moved by Councilmember Richards to adopt with language as
~,'M Richards f ollows : Start with a tax of three percent and graduate as the
need arises. Exempt Senior Citizens. Exempt cogeneration
~n Utility facilities. Exempt Cable Television users. Matter to be reviewed
Tax on an annual basis. All water users to be exempt on water for
the first year. Graduated increases are three percent first year,
three percent second year, two percent third year, one percent
fourth year, and one percent fifth year. Seconded by Councilmember
Wells.
Councilmember Rea made amended motion of first year three percent,
and one percent for each year thereafter until ten percent was
reached. Motion died for lack of a second.

Rea to adopt the resolution.
