PRESENT: Mayor Brad Andersen, Council President Dan Gubler, Council Member Rob Geray,

Country Haven Town Hall Meeting: Mayor Andersen explained the purpose of the meeting
was to gather feedback in regards to the establishment of a public park or an overflow parking lot
in Country Haven Estates. He further explained the City is experiencing street parking issues in
relation to the patio homes located in the subdivision which makes the streets narrow for general
traffic, and causes difficulty for the plows during snow season. Mayor Andersen opened the
meeting for public input.
Bryan King residing at 5122 Tanner Drive in Country Haven Estates expressed support towards
a public park with mature landscaping and benches.
Anthony Vivino residing at 5100 Brylee Way expressed support towards a public park or
greenspace, and expressed opposition towards the idea of an overflow parking lot.
Marty Layton residing at 5063 Brylee Way expressed support towards a public park and feels it
would be beneficial.
Darin Shirey residing at 5099 Tanner Drive explained when he purchased his home he reviewed
the original plat which outlined future plans for a public park. He expressed favor of a public
park and wasn't familiar with the parking issues. He inquired if a parking lot was to be approved
if it could be established in the back of the subdivision, as opposed to the front, as he is
concerned about the eyesore it could become especially since it would be located at the entrance
of the subdivision. He expressed overflow parking lots are typically where the less desirable
vehicles are stored. Additionally, he inquired if the vehicles would be registered and how long
they would be able to park there in a given period.
Jill Hobbs residing at 5083 Brylee Way expressed decisions needs to be made with the future of
children in mind. She feels children do not need to be raised engulfed in video games and unable
to communicate with others and at risk of health issues such as obesity. We need to provide

children the opportunity to perform tasks and activities which promote health and wellness. In
closing, she expressed support towards a public park and feels it would be a better way to spend
city resources.
Spencer Dean residing at 5091 Ryanne Way explained his home is located on the corner near
where the parking lot would be located and since he has bought his home last March he hasn't
experienced any traffic issues. He further expressed he is very much in favor of a public park
with some trees, benches, and a small playground. He further expressed his opposition towards a
parking lot is mostly because he hasn't seen the traffic issues so he doesn't feel there is a big
need for one. He feels a parking lot would only benefit a small number of people, while a public
park will benefit the entire subdivision.
Steven Reed residing at 5178 Nelson Drive expressed support towards a public park.
Colton Boyce residing at 5173 Nelson Drive expressed he has two little boys who would greatly
benefit from a park and he is definitely in favor of one. He shared concerns of increased
vandalism in the area if a parking lot was established.
Joel Hiller residing at 5082 Nelson Drive explained he resides directly across the street from the
proposed piece of property where a public park or parking lot is being proposed. He shared
concerns with property values being more negatively impacted by the establishment of a parking
lot. Furthermore, he expressed a park allows for a community gathering point to help neighbors
get to know each other better.
Kimberly Gebs residing at 5062 Nelson Drive explained she resides directly across from the
proposed property as well, and has two small children who would greatly benefit from a park
rather than a parking lot. She sympathized with parking issues as it can sometimes be
inconvenient when you have visitors. However, she would prefer enhancing the value of the
subdivision lots and the lives of the children and feels a park would be more beneficial.
Karianna Perrenoud residing at 5094 Tanner Drive expressed she feels the parking lot wouldn't
be used for its intended purpose. She further explained when it is negative degrees outside people
are not going to want to park and walk to their residence. Additionally, it could become an area
that could attract abandoned vehicles.
DeAnna King residing at 5122 Tanner Drive expressed children and teenagers need open space
to play, gather, and talk. She feels there would be more issues with a parking lot than an open
space where youth can go.

Mayor Andersen referenced a small community park which is located in Ashwood Acres, where
residents took it upon themselves to provide most of the labor and helped with the design while
the City helped with the costs of the materials. He explained if the Council does determine to go
with a public park he encouraged the citizens to put together a committee of people to lead the
project.
Citizen Anthony Vivino inquired when the public would become aware of the Council's
discussion. Mayor Andersen explained it was on the agenda for tonight's regularly scheduled
city council meeting, and a decision would most likely be made following this meeting. Mayor
Andersen thanked the citizens for attending and providing their input.
Mayor Andersen entered into a public record four (4) written responses received from the
following citizens who expressed support for a public park as opposed to a parking lot, "Exhibit
A": Jason Craig, Megan Bundy, Austin Catlin and Allen& Katherine Caves.

To Whom it May Concern,
I am strongly against an overflow parking lot. An overflow parking lot is not a common thing for a subdivision! What will
be allowed to park there,junk, trailers, etc?? No one will park their daily driver there and walk back and forth to their
home. Therefore, it will become a junk lot, an eye sore, and completely unnecessary! If people need more parking, they
can clean out their garage, remove some grass and widen their driveway, rent a storage unit, etc! It is absolutely NOT
the cities responsibility to provide overflow parking. Not to mention, we as citizens don't want want to look at other
people's junk, and we definitely don't want that eyesore to bring down our property value.
I am all for a park! We have been told all along that it would be a park and have been anxiously anticipating it. It would
be a great addition to the subdivision, will not be an eyesore, and would increase everyone's property value.

I am a home owner at 5082 Brylee Way in the Country Haven subdivision. We will be out of town the night of the 21st
so I wanted to share our opinion on the matter being discussed.
We are hugely in favor of a park being built on those lots rather than a parking lot. A parking lot will only benefit 4 or 5 of
the homes that are located directly near those empty lots. A park will benefit the majority of homeowners in the
neighborhood. I would dare say at least 90% of residents in Country Haven, myself included, have children, or plan to
have children soon, and would enjoy a safe place for them to play. Also, looking outside of the Country Haven
subdivision, there are children everywhere! With only one park in our cute little town and all of these children, the Iona
park gets congested quickly. Having another safe place for all city residents to enjoy will make our town that much
better than it already is.
Thanks for taking the time to discuss the matter and considering all sides. I'm disappointed we are able to attend the
meeting.

Mayor Andersen,
I am unable to attend the city meeting on 3/21/17 due to work taking me to North
Carolina. As such, this will serve as my written contribution to the items that follow and
the town hall meeting.
Overflow Parking Lot in Country Haven Estates:
I am very much opposed to creating overflow parking in the vacant lot at the
entrance of Country Haven Estates at the corner of Nelson and Reyanne for the
following reasons:
1. I do not believe it will be used as overflow parking. In my time in this
subdivision I have not seen anything that would lead me to believe that the
homes located near this lot are suffering a lack of parking. There are other
homes further down Reyanne and Nelson that may be experience parking
problems but I doubt they would take advantage of this lot to park in due to
the distance they would then have to walk to their homes. I see the parking
being especially problematic in the winter and I doubt even further it will be
utilized during that time of year due having to walk in snow and cold to get to
vehicles.
911) 2. I can only imagine this will seriously reduce property values for those homes
near the parking lot and potentially the rest of the subdivision. I would really
dislike a parking lot to be the first thing that greets me entering the
subdivision. In talking with my neighbors, most of us moved out here to get
away from the city to a degree; nothing says city more than a parking lot in a
neighborhood. Conversely, I believe a park in the neighborhood will increase
property values.
3. Many of us were told that this lot would become a park when we were talking
with Rockwell about the subdivision and moved in with that being a big selling
point. As we have two young kids, I would really like to see it made into a
park to give the local children somewhere to meet and play. Today alone, I
counted at least ten children playing between Nelson and Reyanne and have
no doubt that this park will be very much used if it is built.
4. Due to the size of the lot, I would much rather see the bulk of it being used for
playground equipment (i.e. slides, swings, monkey bars, basketball court,
etc.) than parking. As such I am opposed to a half parking lot half playground
concept. It would seem practical to have 3-6 parking stalls on the south side
of the lot for non-subdivision residents to park in while visiting if they choose
to drive. This would also lessen street-side parking issues from park visitors.

It is my opinion that there is a lack of understanding on many fronts when it
comes to the accessory building issue. Many people I have talked with both in and out
of my subdivision seem to be unaware of the requirements of having an accessory
building. I am opposed to paying a fee, but willing to sign a form saying that I
understand the requirements of an accessory building prior to purchase or construction
of one. I would urge the council to take a two-front approach to directing citizens
towards resources that will that will help with this issue. I would move forward with
updating the website with an "Accessory Building 'FAQ' or `Before you buy or build' tab
or page. Once that is done, I would include something in the water bill or other mailings
titled "Thinking about building or buying a shed?" Then indicate that there are some
requirements that must be met prior to placing one on your property followed by a short
list of the big issues (setbacks, etc) followed by the web address to the city page
discussed above and a phone number to call with questions.
Again, I think this is a case of just not knowing and thinking that "It's my property
I'll do what I want."
Amending Title 11, Chapter 11, Section 6 of the lona City Code
As of this writing (3/14/17) I was unable to locate the minutes from the 3/8/17
Planning and Zoning meeting so I am winging it to an extent here. I am unsure if
Planning and Zoning discussed the distances from side and rear property lines which I
believe are currently set at 5 feet. I would urge the council to consider reducing that
distance to 3 feet if it is possible during this meeting. The reason I ask for this
consideration is to reduce wasted space. If we use a 10'x10' (100 sq ft) accessory
building as an example, and put it as close to the property lines as possible in a corner,
that building essentially has to take up 225 sq ft of space making it 21/4 times larger,
essentially, than it actually is. By simply reducing that 5ft requirement to 3, we drop the
overall square footage down to 169, making the building essentially 1% larger than it
actually is thereby eliminating 56 sq ft of wasted space. This also would mean that
even if two neighbors put accessory buildings as close as they could there would still be
6 feet of separation between the two buildings.

RE: Country Haven Estate Overflow Parking Lot.
Mayor and City Council,
We are The Caves Family. My wife, I and our 5 children live at 5210 Ryanne Way in the
"Country Haven Estate" subdivision. We strongly oppose an overflow parking lot in the
subdivision. Listed below are our concerns of why we oppose this:
1. Parking does not appear to be an issue in the Country Haven Estates, as driveways and
garages are well sufficient enough for 4 vehicles. If you drive around you will see that
over half of the homes have 3 car garages and large parking pads. I added a separate
parking pad to accommodate a third vehicle.
2. The vision alone of having an overflow parking will decrease the value of the homes
within the subdivision. Overflow parking areas are for apartments and townhomes. We
are a family friendly community who moved here in this small subdivision to get away
from such aspects. Again, the aesthetics along would lower home values and keep people
from moving into our area. After talking with my local neighbors, they too oppose an
overflow parking area. If I were a new prospect into buying a home in a subdivision and
had seen an overflow parking area; I'd leave that area immediately.
3. A parking lot unmaintained equals crime. This allows someone to stop and loiter; or
to stop, park and walk the neighbor looking to commit a crime.

4. A parking lot allows residents to park unwanted/broken vehicles. This becomes a
hazard and an eyesore; thus reducing property values.
5. Who will maintain the parking area? It will need to be plowed in the winter, cleaned
in the summer and re-sealed. I don't think the subdivision residents want to fork the bill
on a parking lot; especially when the majority of the neighbors would not use it.
Proposal
What this family/child friendly subdivision needs is a park type setting. All my children
talk about is how nice it would be if we had a couple of benches,trees and green grass to
play in the area that is being proposed for a parking area. Across town; there are several
subdivisions that have a park like setting where children and families can meet for a
neighborhood summer BBQ. I have yet to see a subdivision with an overflow parking.
Let's give prospective new neighbors the look and warm feel you get when you see a
park in a subdivision. Ask yourself this; would you like to look out your window of your
home and see a parking lot or a park? I would choose the park. I'd be willing to pay the
extra taxes on a park that my family and I would use than the taxes on an eyesore parking
lot that I'd never use.
I ask the council which I have the up most respect for to dismiss the idea of an overflow
parking area in our family friendly subdivision; "Country Haven Estates," and move
towards a park like setting for our community.
