City government, all government, needs to be transparent in what it does and how it makes decisions. The City, given its
small staff, posts a tremendous amount of information on its website: financial reports, audits, budgets, meeting minutes,
contracts and a host of other information. That being said, we know the City can always do better, particularly in making
documents easier to find and decision-making processes easier to understand. We believe it’s time for the City to share our
commitment of operating an open government and look for new and improved ways to do that.
The City has continually strived to provide information; going forward, the Board of Aldermen and City staff continue to
strategize for improving the City’s transparency; we call it open government. Later in July, with the help of Alexa Barton, our
city administrator, we will present what this looks like at a Board of Aldermen meeting. This will include a resolution stating
the Board’s commitment to open government. The staff will then bring to us a strategy for how best we can implement the
elements of an open government outlined below, starting with a website that is easier to navigate.
Our open government initiative includes four elements:
z Information Transparency • Process Transparency • Community Engagement • Ethics and Accountability
It is pretty transparent (pun intended) what information transparency is: all financial information, meeting information,
plans and other information generated by or considered by the City, and its public officials, should be easily accessible to the
public. Much of it is already available, but not always easy to find. Process transparency means that it is clear and easy to un-
derstand how the City, its elected officials, and boards and commissions make decisions -- in public view -- subject to review,
discussion, openness, and when possible, corrective action through the ballot box. This includes each step, who is responsi-
ble, and where public input is a part of the process. Community engagement means that the City does everything it can to
foster a two-way conversation with its residents, making it easier to engage in the development of the budget, to request and
receive information, to participate in decision-making, and to better understand how our city government operates. It is also
important that we meet with residents in the neighborhoods where you live to find out what concerns and hopes you have
for our community. Finally, the City needs to be clear how it will hold elected and appointed officials accountable to ethical
standards. Some methods will be adherence to state statutes and some will be mechanisms we develop locally.
Building and maintaining an open government is an ongoing pro-
cess. Some elements will take time to put in place. We will not all
agree on what should be included and how many resources we
should devote to these initiatives. Besides being open, we are also
tasked with ensuring that the daily operations of the City function
smoothly and accomplish the strategic goals for our city. We look
forward to working with you, our community, to gather thoughts
and ideas on how the City can better accomplish its goals and set
the standard for open government and accountability.

RECYCLING/WASTE DISPOSAL
Last electronics recycling and paper shredding events of 2022 set for August 6th and
October 1st
z Electronics recycling is open to everyone from 9 a.m. to noon in the parking lot near the dog parks. Electronics,
computers, phones, TVs, appliances – basically anything with a cord or battery – are accepted. Most items are recycled
for free, but there is a charge for some electronics. The customers pay the vendors on-site to cover the cost to recycle the
electronics.
z Paper shredding is for Parkville residents only from 9 a.m. to 11 a.m. Paper is shredded on-site at no charge. Residents
are asked to limit shredding to two boxes per event and remove all binder clips and paper clips.

Fall Cleanup – Saturday, October 15
The Fall Cleanup, in partnership with the Rockridge Quarry allows Parkville
residents the ability to drop off household debris, yard waste and other items
at 6305 NW River Park Drive.

The City’s annual fall curbside pickup gives
Parkville residents an opportunity to place
landscape waste and bulky waste at their
curb by 7:00 a.m. to be picked up and hauled
off by City staff.
Household Hazardous Waste
Parkville residents have a safe and conve-
nient way to dispose of household hazardous
waste – permanent drop off sites and mobile

City to look at options to replace Farmers Market structure
On June 13, a tractor trailer ran into the north side of the Farmers Market building located in downtown Parkville,
south of the railroad tracks. Although the structure had existed in its current location for over 35 years, it was hit
twice in a period 45 days. The City is working with both insurance com-
panies through a claims process.
The City will have opportunities for the public and other community
partners to provide feedback about the future Farmers Market. A joint
work session with the Board of Aldermen and the Community Land &
Recreation Board was held on July 13. Feedback will also be collected
through a community survey following the work session. This informa-
tion will help guide the design of the future Farmers Market building.

Pocket Park is a small park located in the heart of downtown, located at
1st and Main streets. In April, the City hired a contractor to reconstruct
the stairs on the south side of the park, which was com-
pleted ahead of
schedule with little
impact to the
local businesses.

PARKVILLE NATURE SANCTUARY
Nature Sanctuary featured in photo exhibit
The Parkville Nature Sanctuary is being celebrated in a month and one-half-long photo exhibit at the Anita B. Gorman Con-servation Discovery Center in Kansas City.
The display features a year in the life of our nature sanctuary, as documented by entries in the Friends of Parkville Nature Sanctuary’s monthly photo contests.
The exhibit includes 27 framed images – the work of 19 amateur photographers. As a whole, the exhibit showcases the flora and fauna that makes our nature sanctuary so spe-cial.
The event opened July 1st and will continue through Aug. 15th at the Discovery Center, 4750 Troost Avenue, Kansas City, Missouri.
The exhibit can be viewed during the Center’s normal business hours: 8 a.m. to 5 p.m. Tuesdays through Fridays and 9 a.m. to 4 p.m. Saturdays. On the first and third Saturday of the month, hours will be extended until 7 p.m.
The exhibit is being put on by the Friends of Parkville Nature Sanctuary and the Missou-
ri Department of Conservation. The monthly photo contests are sponsored by Parkville
Coffee and the Backyard Bird Center.
Volunteers needed
for Pumpkin Carving
and Ghost Stories
Parkville Nature Sanctuary is looking
for volunteers to help clean and carve
pumpkins on October 27th for our
annual pumpkin carving event. Nature
Sanctuary staff and volunteers host
this event every year to carve 200-300
pumpkins so we can decorate the trails
for Ghost Stories.
This year, we have the Shortleaf Band
to play music while we work. Refresh-
ments will be provided. This is a fami-
ly-friendly event so bring your kiddos of
all ages and look for your jack-o-lantern
on the trails.
Volunteers should arrive at 4:00 p.m. to
begin cleaning pumpkins.
Compost Collective will be present to
divert all pumpkin waste from landfills.

No dogs, cats or pets/animals allowed in
Parkville Nature Sanctuary
We do not allow any domestic animals as they are not native to the ecosystem. The
scent of a dog, or cat, or any domestic animal has the potential to frighten our res-
ident wildlife causing unnecessary stress to the animals. Parkville has many places
that you CAN bring your pets, including the riverfront trail extending all the way
from Platte Landing Park to English Landing Park. If you want to socialize, your
pup you can visit either the large or small dog park located in Platte Landing Park. If
you are looking for a more quiet area, the Sullivan Nature Sanctuary is located just
north of Platte Landing Park along Rush Creek.

Detective Sergeant with the Police Department
retires after 12 years
Craig Hubbell, Detective Sergeant, after 12 years with the Parkville Police Department, retired
on June 10, 2022.
Craig graduated from the Kansas City, Missouri Police Academy and began his career in law
enforcement in 1984. He spent 26 years with the Kansas City, Missouri Police Department
(KCPD), where he spent most of his time in specialized units including tactical, homicide,
and bomb and arson.
After he retired from the KCPD, Craig was hired by the Parkville Police Department in 2010
as a full-time detective. In 2010, Parkville had a violent crime clearance rate of 83%, which
was well above the National average, and had zero reported rapes. Chief Kevin Chrisman
knew he needed an experienced investigator to carry the Police Department into the future.
Craig was that person, and his performance was extraordinary.
Craig was promoted to Detective Sergeant in 2016 and since that time he has investigated and
cleared nine rapes, six robberies and all three homicides.
In 2021, Parkville had a clearance rate of 100% for violent crimes, 50% for burglary and took
two rape reports, both of which were cleared.
We all appreciate Craig’s time he spent working for the Citizens of Parkville His Parkville
family will miss him tremendously!

CITY IMPROVEMENTS
Phase 1 of improvements completed
at Watkins Park
Watkins Park is a small neighborhood park located on West
Street, near 7th Street. In 2021, the City received a Platte County
Outreach Grant for the improvements. Since that time, the City
worked with subcontractors to install a small parking lot, new
shelter building, wood fencing and improvements to the play-
ground, as well as realigning the trail.
New water feature enhances view
in English Landing Park
Over the past year, the City has been beautifying the traffic
circle located at the end of Busch Drive in English Landing
Park. The City was the primary contractor, hiring subcon-
tractors to perform the various trades. The finished prod-
uct includes a new retaining wall, water feature, hardscape
and landscape.
Route 9 improvements from Highway 45 to Lakeview Drive
substantially completed
In July 2021, construction started on the seg-
ment of Route 9 from Highway 45 to Lakev-
iew Drive. The improvements include 10-foot
trails, sidewalks, curb and gutters, asphalt
roadways, streetlights and a traffic signal at
63rd Street. The majority of the work was
completed in early June, with the exception of
landscaping and streetlights. Those amenities
will be installed in late summer/early fall.
The City submitted a grant application for the
next phase of Route 9 at 1st Street. This seg-
ment will include Route 9 coming into down-
town from the east, through downtown on 1st
and Main streets and conclude at FF Highway
and Crooked Road to the west. The new seg-
ment will tie into the newly improved inter-
section on Route 9 at 6th Street.

Construction on new
Whataburger drive-thru
restaurant to begin late winter/
early spring
On May 10, the Parkville Planning & Zoning Commis-
sion approved a final development plan for Whataburger, a
drive-thru restaurant on Lot 2 of APEX Plaza (9110 NW 45
Highway). The 3,198 square foot building will feature the
restaurant chain’s modern architectural canopy design con-
sisting a brick façade, glass windows and silver aluminum
metal panels accented by Whataburger’s branded orange
colors.

City approves expansion of Taylor
Animal Hospital
On May 10, 2022 the Parkville Planning and Zoning Com-
mission approved a major site plan for Taylor Animal Hospi-
tal (6300 MO-9 Highway) to allow a 1,840 sq. ft. addition to
the west end of the existing 1-story building (4,000 sq. ft.) in
the Parkville Commons shopping center. The addition match-
es the architecture of the existing building, and provides
boarding and grooming services, as well as a small outdoor
exercise area.
