PRESENT: Judith Bruce, Chair; Steve Phillips, Vice-Chair; Kevin Galligan, Judy
Brainerd, Jim O'Brien, (Members); Mike Brink, Jane Hussey, Charles Ketchuck
(Associates); and John Jannell, Conservation Administrator.
ABSENT: Rich Nadler, (Member); and Pam Herrick, (Associate).
For the purpose of today's meeting, Mike Brink will be a voting member.
8:30 a.m. Call to Order
Administrative Reviews
Trish Kennedy, 40 Toms Hollow Lane. The proposed removal of 2 storm damaged
oaks. Work to be done by Treescapes. John Jannell said the storm-damaged trees are
outside of the jurisdiction of the Commission and no action is needed.
Christopher Frey, 71 Briar Springs Road. The proposed trimming of a vista view on
the water side. Work to be done by Bartlett Tree Experts. Chris Frey, the applicant,
was present. John Jannell reviewed the project with the applicant and said this is the
same thing that happened 3-4 years ago. Steve Phillips asked if the applicant was going
to maintain the shape of the top. The trees are healthy and continue to grow.
MOTION: A motion to approve this administrative review was made by Jim O'Brien and
seconded by Judy Brainerd.
VOTE: 7-0-0 Unanimous.
Christopher Frey, 71 Briar Springs Road. The proposed removal of a pine tree.
Work to be done by TNT Landscaping. Chris Frey, the applicant, was present and said
Bartlett Tree Experts is the tree climber and TNT Landscaping are the cutters and
removers. A site plan was presented showing the proposed location of the shadbush
planting. Judith Bruce said the Commission likes to see a canopy tree replaced with a
canopy tree.
MOTION: A motion to approve this administrative review was made by Jim O'Brien and
seconded by Kevin Galligan.
VOTE: 7-0-0 Unanimous.
Charles Shepard, 120 Freeman Lane. The proposed footprint replacement of an
existing underground propane tank.
MOTION: A motion to approve this administrative review was made by Kevin Galligan
and seconded by Judy Brainerd.

VOTE: 7-0-0 Unanimous.
Christine Shaw & Roberta Hayes, 94 Quanset Road. The proposed installation of an
open fence for pet control. Bob Perry was present representing the applicants. The
majority of the fence is outside of the buffer with portions within.
MOTION: A motion to approve this administrative review was made by Jim O'Brien and
seconded by Mike Brink.
VOTE: 7-0-0 Unanimous.
Orleans Conservation Trust, 20 Blue Rock Road. The proposed roadside restoration
work to improve limited visibility. Work to be done by Alan's Landscaping.
Kevin Galligan recused himself.
Kris Ramsay, from the Orleans Conservation Trust, was present. This is not an
abnormal request from their day-to-day activities. OCT would be on site with the
landscaper to flag and mark which natives would be thinned.
MOTION: A motion to approve this administrative review was made by Jim O'Brien and
seconded by Mike Brink.
VOTE: 6-0-1 (Kevin Galligan abstained.)
Pleasant Bay Narrows Trust, 30 Horseshoe Lane. The proposed access over the
bank (2 times) with a skid steer to access 26 Horseshoe Lane for the purpose of fiber
roll installation. Work to be done by Wilkinson Ecological Design.
MOTION: A motion to approve this administrative review was made by Jim O'Brien and
seconded by Mike Brink.
VOTE: 7-0-0 Unanimous.
Other Member's Business
AmeriCorps Cape Cod Presentation
Frank Delio & Matt Rusnick were present. AmeriCorps is a 32-member ground crew
focused on resource management & community outreach. The members live in 3
houses; 2 of which are provided by the National Seashore and 1 by Barnstable County.
One day a week is spent in the office in Barnstable working on education. Fire Corps
works with the National Seashore. The estimated value or service to Cape Cod is about
18 million dollars. Frank Delio gave a general overview of their national volunteer week
and different opportunities. Judith Bruce spoke for the Commission and said the
AmeriCorps are fabulous and do wonderful things by preserving natural resources. John
Jannell thanked Matt and Frank and gave an overview of a couple of upcoming projects.
The Commission wished AmeriCorps good luck.

Administrator's Business
Kent's Point Follow Up:
-vote to close annual update process
John Jannell said the Commission should close the annual update process with a
motion and a vote.
MOTION: A motion to close the annual update was made by Jim O'Brien and seconded
by Kevin Galligan.
VOTE: 7-0-0 Unanimous.
-vote on any proposed changes to the Kent's Point Management Plan
Judith Bruce said things to be done immediately should be referred to the task force. It
may be complicated to prohibit dogs from certain areas and the task force should
address this. Judith Bruce would like to see dogs on leash as part of the management
plan.
MOTION: A motion to honor the management plan dated 6/19/1995 with clarification
that leashed dogs be allowed on the beach trail was made by Steve Phillips and
seconded by Jim O'Brien.
VOTE: 7-0-0 Unanimous.
-vote on any proposed changes to signage and on any follow up actions
related.
John Jannell discussed the signage. The first bullet; sunset to sunrise, general rules,
unrestrained dogs, fines, hunting, atvs. John Jannell asked for suggestions from the
Commission regarding signage wording. Judith Bruce said the main sign should stay
and should say dogs need to be restrained on a leash. Mike Brink said he would like a
sign in the parking lot saying to not go down the bank. Judith Bruce said she would like
one sign focusing on dogs.
MOTION: A motion to approve proposed changes to signage was made by Jim O'Brien
and seconded by Kevin Galligan.
VOTE: 7-0-0 Unanimous.
-vote on any proposed changes to the parking area
John Jannell asked if there was a need to modify the area to loam and seed, straighten
up the parking spaces, and should informal parking be allowed along the woodland
side. Requests can be made to DPW for maintenance of the parking lot.

MOTION: A motion to affirm the original parking area was made by Jim O'Brien and
seconded by Mike Brink.
VOTE: 7-0-0 Unanimous
John Jannell also said there could be a layout option to support immediate abutters in
any parking trespassing. Guidance can be sought from Town Council and the Police
Chief. A request can be made to install a no parking sign.
MOTION: A motion to immediately send a letter to the abutters to install a no parking
sign was made by Mike Brink and seconded by Jim O'Brien.
VOTE: 7-0-0 Unanimous.
-vote on a Kent's Point Task Force charge
John Jannell said the Commission has a final draft with the latest changes from the
meeting.
MOTION: A motion to approve as amended was made by Jim O'Brien and seconded by
Kevin Galligan.
VOTE: 7-0-0 Unanimous.
-vote on any other outstanding issues to be addressed

It was noted to the Commission to check out Mill Pond Landing, which has a lot of
erosion.
