PUBLIC COMMENTS—The Idaho Open Meeting Act prohibits Council deliberation or a decision on matters that are not specifically listed on the agenda. Please be courteous and keep comments to a maximum of 3-5 minutes. 7. REPORTS a. Clerk Roberts—2017 Calendar and Scheduling Items 8. EXECUTIVE SESSION—Idaho Code 74-206 (1) (f) To communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation or controversies not yet being litigated but imminently likely to be litigated. Any person needing special accommodations to participate in the above noticed meeting should contact the City Office the day before the meeting at 523-5600. Page 1 of 1 ollows: "When I was working for the city of Rathdrum we heard from the local humane society and the city's animal control officers that approximately 10%of the dogs in the city were licensed as required by ordinance. Neutered dogs required proof. Higher fees for un-neutered dogs mostly meant they weren't licensed because the fees were a barrier. Annual renewal was a recurring nuisance that burdened the city and the pet owner. Most people want to do the right thing- and they often do the right thing without being pushed. They need basic education and regulations that support sound ownership practices. Rathdrum simply requires each dog to have a collar that carries an ID tag giving address and ownership info and a current rabies vaccination tag. That helps animal control find the owner and provides some evidence of rabies protection. Public funds are spent on education about best practices. The approach isn't perfect, but it is far better (in my opinion) than a 10% compliance rate and el§ frustration among responsible pet owners who must comply with a maze of requirements that 2 s or her electronic payment. 7. Modification of Terms and Conditions. The City reserves the right to modify the terms and conditions for the paperless billing program at any time,provided such modifications are posted on the City's website in a prominent location and provided further that the modified terms and conditions are first approved by the City Council at a regular City Council meeting. The customer's consent to such altered terms and conditions shall be deemed automatic upon the 011111, customer's payment of any utility billing via electronic transmission following posting of such notice.
