For the past year he has been in the office every day and found her dedicated. and working long hours. Bal Harbour is fortunate to have Mrs. Miller as Manager. Mr. Sherman informed the council that the Budget Committee suggested that the pay scale should be reviewed by the council. He explained the pay scale and said the council should work out what is fair and reasonable. Mr. Kelly said raises in the proposed budget were figured at 4% for all em- ployees. It was agreed by the council that Mrs. Miller would receive a flat $2,000 raise in the next budget. Mr. Sherman also said that Mrs. Miller will also share in the employees Holiday bonus, provided by the taxpayers. Mrs. Miller said it is nice to be here. Mrs. Miller said the ordinance covering the zoning changes for the residential section would be ready for the next meeting. Mayor Sherman said that the Beautification Committee will review plans submitted for aesthetics and wishes to appoint a committee to approve plans. He appointed Ralph Cades, Doris Hastings, the Building Official and Village Manager. It was moved by Mr. McKeehan, seconded by Mrs. Antiles and voted that the committee appointments be approved. Mrs. Miller announced that the Budget Committee would meet on August fourth; Public Hearings on the proposed 1986-87 Budgets will be held at 5:05 P.M. September 4th and September llth, 1986. A Newsletter is being prepared and will be sent out in September. On motion of Mr. Laikin, seconded by Mrs. An iles, and voted the meeting was adjourned at 12:00 noon. Attest: 4/ Village Clerk July 29, 1986 yor COUNCIL MINUTES August 26, 1986 The Council of Bal Harbour Village met Tuesday, August 26, 1986 at 9:30 A.M. in the Village Hall. Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Sherman and Taplin. Also present: Louise Miller, Village Managers Mary Wetterer, Village Clerk and Richard Weiss, Village Attorney. On motion of Mr. McKeehan, seconded by Mrs. Antiles and voted the minutes of July 29, 1986 were approved as submitted. Mrs. Miller introduced Officer Scott Higginbotham, the Villages' newest police office and mentioned that he had recently graduated from the Police Academy with honors. August 26, 1986 Mrs. Miller called attention to the Village's 40th Anniversary Cake and invited all present to join with the council after the meeting for a piece of cake. The Mayor opened the Public Hearing to consider a request for a non-use variance to install a screen enclosure encroaching 6' into the side yard set -back at 101 Bal Bay Drive (Lot 1 Block 3). Mrs. Miller advised that the request had been reviewed by the Building Official and recommends approval. It was moved by Mr. Taplin, seconded by Mrs. Antiles and unanimously voted to approve the variance. Mayor Sherman reviewed the facts pertaining to the village's take-over of the special security district early in 1986 on petition of 75% of the property owners. The method of assessment was equal for homes and multi- family dwellings, which was thought by some to be an inequity. For the new assessment roll on advice of the civic associat:ion various means of assessing the properties were considered, the final method was based on ad valorem taxes which seemed to be the objective approach. All properties were to be assessed at a small millage rate. Mr. Kelly, Finance Director said that the assessment district is 1% of the budget, but takes 5 to 10% of our time. Mayor Sherman said that three minutes is a resonable time for Mr. Gavigan to speak inasmuch as the village attorney and one of the councilmen have already discussed Mr. Gavigan's position with him. Mr. Gavigan said his due process is being taken away. It was moved by Mr. Taplin, s econdedwbill be made Mrs. Antilest and unanimously voted that Mr. Gavigan's prepared of these minutes. The council discussed the problems created by the special assessment district. On motion of Mr. Laikin, seconded by Mr. McKeehan and unanimously voted the security district assessment problem was turned over to the Civic Association. The council suggested that the home owners, co-op and rental unit owners have a meeting with the Civic Association. Mayor Sherman said he would like to discuss installation of smoke de- tectors in high rise apartment buildings. Mr. Desharnais, advised the dead- line for installing the smoke detectors was August 25, 1986. He has four requests for extension, none of which have signed contracts aattached,acerhichents ich is a requirement for an extension of time request. A group P amd building managers explained the difficulty they were having locating con- tractors, systems to compare, and exorbitant prices being quoted. A11 the buildings have been working on having the systems installed since the ordi- nance was passed. As none of the buildings have found satisfactory answers they met to pool all their information and are requesting additional time of six months. Mr. Weiss advised that an amending ordinarceashoould bldeee passedng. changing the installation date, which will be prepared It was moved by Mr. Taplin, seconded by Mrs. Antiles and unanimously voted to extend installation for the smoke detection systems for six months. The council discussed with Mr. Desharnais the possibility of need for an outside expert in the fire protection field to work with the village, rendering an opinion on what kind of system or systems will be proper for the high rise buildings covered by the smoke detection ordinance. It was moved by Mr. Taplin, seconded by Mr. McKeehan and unanimously voted to hire a Fire Protection Engineer to analyze different types of systems so that the buildings could have a basis from which to obtain bids. 275 August 26, 1986 276 Mr. Sherman advised that a Public Relations firm is included in the new tourism budget and that he and the Village Manager recommend the firm of Al Wolfe and Associates, Inc. Mr. Wolfe briefly described his professional back- ground. On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted Al Wolfe and Associates, Inc. were hired as the Public Relations firm for Bal Harbour. The Resolution calling for an election for charter amendments was de- ferred until later in the meeting. The Village Clerk read an ordinance in full, which would call for an election to permit the Village Manager to purchase budgeted items up to $2,500 instead of $500. On motion of Mr. Taplin, seconded by Mr. McKeehan and unanimously voted Ordinance No. 283 was adopted on final reading. The Village Clerk read a proposed ordinance in full which after an election, would allow Council to forego their August meeting. On a motion of Mr. McKeehan, seconded by Mrs. Antiles and unanimously voted Ordinance No. 284 was adopted. The Village Clerk read a proposed ordinance in full, which after an election, would allow ordinances to be read by title only for second reading. On motion of Mr. Laikin, seconded by Mrs. Antiles and unanimously voted Ordinance No.285 was adopted. The Council then considered a resolution calling a special election to consider the aforementioned ballot questions. On a motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted Resolution No. 314 was adopted. Mr. Sherman advised that the proposed ordinance read on first reading last month regarding sale of liquor at an earlier hour on Sunday was substantially changed and a new ordinance has been prepared. The proposed ordinance was adopted on first reading on motion of Mrs. Antiles, seconded by Mr. McKeehan and unanimously voted. Mayor Sherman said a decision had to be made on whether to increase the millage to cover expenses for the 1986-87 budget or levy utility taxes on gas, telephone and electrical service. Also considered will be use of garbage fees to spread the cost of the pick-up service more evenly among the users. A proposed ordinance was read by title. It was moved by Mr. McKeehan, seconded by Mrs. Antiles and unanimously voted that the proposed ordinance levying a utility tax on telephone, gas, and electrical service was passed on first reading. The Village Clerk read a proposed ordinance by title creating an architectural review board. The council discussed the make-up of the board and on motion of Mr. McKeehan, seconded by Mrs.Antiles and unanimously voted the proposed ordinance was amended to include the council as ex-officio members of the committee. On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted the proposed ordinance, as amended, setting up an architectural review board was passed on first reading. August 26, 1986 277 The Village Attorney read a proposed ordinance by title providing for a method of adjusting sewage disposal rates. On motion of Mr. McKeehan, seconded by Mr. Taplin and unanimously voted the ordinance was passed on first reading. The Village Clerk read a proposed ordinance by title providing for levying fees for solid waste usage. It was moved by Mr. Laikin, seconded by Mr. Taplin and unanimously voted that the ordinance be passed on first reading. Mr. Desharnais, Building Official, explained some of the provisions in the proposed ordinance amending the zoning ordinance to provide better control over construction in the residential district and other minor changes. Ms. Wetterer, read the proposed ordinance by title. On motion of Mrs. Antiles, seconded by Mr. McKeehan, and unanimously voted the ordi- nance was adopted on first reading. The Village Attorney read a proposed ordinance by title changing the installation date for smoke detectors in high rise apartments to February 25, 1987. On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted the ordinance was adopted on first reading. Mrs. Miller announced that the Police Benevolent Association had approved their contract with a 4% salary raise. The contract should be ready for the council's approval at the next meeting. Mrs. Miller suggested that perhaps the Officer of the Month could receive $100 from the Village. Also mentioned was a suggestion that the local bank might wish to contribute to this award. Mrs. Miller was to check with the Chief of Police to see if he would approve of this monetary award. Mr. Sherman announced that a reception will be given for Ms. Wetterer to honor her on her retirement after forty (40) years as Village Clerk, at the Sea View Hotel on September 28, 1986. Mayor Sherman said through the investigation of the Resource Recovery plant the County has cut back the proposed increase in dumping fees almost 50%. If an independent study shows that the plant has been mismanaged the cities will ask for a complete pull back of rates.
