SUBJECT: ADOPTION OF RESOLUTION NO. 16-5184 CONFIRMING
APPOINTMENT TO THE VACANT PARKS AND RECREATION
COMMISSIONER SEAT WITH TERM EXPIRING JUNE 30, 2017
RECOMMENDATION:
The City Council is requested to:
1. Adopt proposed Resolution No. 16-5184 (Attachment "A") confirming appointment
of Cynthia Vance to the Parks and Recreation Commission to fill one unexpired
Commissioner seat with term ending June 30, 2017; and
2. Request the City Clerk to administer the Oath of Office to the new ~ommissioner.
BACKGROUND:
1. On April 19, 2016, City Council established the City Commissioner Recruitment
Ad Hoc Committee (Ad Hoc Committee) and appointed Mayor Pro Tem
Sternquist and Councilmember Man to the Ad Hoc Committee.
2. On May 9, 2016, Parks and Recreation Commissioner Steve Wen resigned his
position on the Parks and Recreation Commission.
3. On May 10, 2016, the Ad Hoc Committee reviewed applications the City received
for the recruitment of City Commissioner seats expiring on June 30, 2016.
4. On May 20, 2016, the Ad Hoc Committee interviewed commission applicants not
currently serving on a City Commission.
5. On June 7, 2016, the Ad Hoc Committee recommended Cynthia Vance to be
interviewed by the full City Council for consideration to fill the Parks and
Recreation Commissioner vacancy created by the resignation of Commissioner

6. On June 17, 2016, City Council interviewed and appointed Ms. Vance to the
Parks and Recreation Commission.
ANALYSIS:
In light of Parks and Recreation Commissioner Wen's resignation on May 9, 2016, the
Ad Hoc Committee reviewed applications the City received for the recruitment of
Commissioner seats expiring on June 30, 2016, with a goal of appointing a new
commissioner as soon as possible. The appointee to the Parks and Recreation
Commission will fill an unexpired term of office ending June 30, 2017.
The resolution of appointment is presented for City Council's consideration and
adoption. If appointed, the appointee will receive her Oath of Office at the City Council
Meeting of July 5, 2016. Appointment of the new commissioner in July will ensure that
the Parks and Recreation Commission will be able to continue with business as usual.
CONCLUSION:
The City Council is requested to adopt proposed Resolution No. 16-5184 confirming
appointment of Cynthia Vance to the Parks and Recreation Commission with a term of
office ending June 30, 2017.
FISCAL IMPACT
This item does not have an impact on the Fiscal Year (FY) 2016-17 City Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY CONFIRMING APPOINTMENT TO THE PARKS AND
RECREATION COMMISSION
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE
AND ORDER AS FOLLOWS:
SECTION 1. That Cynthia Vance is hereby appointed to the Parks and Recreation Commission of
the City of Temple City. Said term to expire on June 30, 2017.
SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution.
