IONA COMMUNITY CENTER
PRESENT: Mayor Brad Andersen, Council President Dan Gubler, Council Member Dan
Garren, Council Member Rob Geray, City Clerk Shara Roberts, Public Works Director Zech
Prouse, Chief of Police Karl Bowcutt, and Treasurer Amy Sullivan.
ABSENT: Council Member Kathy McNamara.
VISITORS: None.
Discussion of One-Time Credit to Utility Accounts to go Paperless: Treasurer Sullivan
explained during last month's City Council they discussed offering a one-time credit to utility
accounts to go paperless for $1.00. However, after further discussion with the Mayor they would
like to propose a one-time credit of $5.00 to help incentivize saving the City's resources by
reducing the amount of printed bills.
Clerk Roberts explained the Council could determine a specified amount during the City Council
meeting tonight and Attorney Storer could have a resolution drafted for January for approval.
11111) Unlawful Occupancy at 3784 Dayton St.: Chief Bowcutt reported a citizen is unlawfully living
in their home due to the lack of a Certificate of Occupancy which is required by city code. He
has discussed the situation with Contracted Building Inspector Allen Eldridge and Attorney
Storer, and it was determined further discussion with the Council was needed as there is not a
specific penalty or course of action outlined in city code.
Additionally, Chief Bowcutt reported there are 11 dogs on the property without a kennel license
which is also required by city code. He expressed he gave the resident until Christmas Eve to
resolve the situation.
Chief Bowcutt made a recommendation that the Council and himself work together to outline
specific penalties for certain situations with a graded approach, and amend the city code where
necessary.
After further discussion, the Council directed the City office to send the citizen a letter notifying
him that, until the required inspections are completed by law he is not able to occupy his
residence.
Inactive Building Permits: This agenda item was moved to January's agenda due to contracted
Building Inspector Allen Eldridge not being able to be in attendance.
Library Improvement Proposal: Mayor Andersen reported he received an email from an
individual who has approached him about remodeling a room in the Library to provide a
computer lab to the community and naming it after his mother (Betty Thornton) who was a long
time resident of the City of Iona.

ll water lines shall comply with detailed
specifications shown in Exhibit "B" attached hereto. All water main valve covers shall
conform to the 2003 Idaho Falls Standard Drawing and Engineering Specifications.
SC-4. Sewer Line and Manholes: Developer agrees to design and construct all
sewer main lines as shown on the Improvement Drawings and shall comply with the City of
Idaho Falls 2003 Standard Drawings and Engineering Specifications and shall be approved
by the Idaho Department of Health and Welfare and the Iona Bonneville Sewer District.

After further discussion, the Mayor assigned Council Member Garren to conduct follow up
questions with the Library Committee regarding space available for a computer lab, supervision
concerns, number of ideal computers, and what other needs they may have. Council Member
Garren will have a report for the rest of the City Council in January.
Code Changes to R-T Zoning: Council Member Geray explained a draft copy of the amended
ordinance for the Residential Townhouse (R-T) Zoning is completed, and asked for any last
minute suggestions or edits prior to the Public Hearing.
After further discussion, the City Council expressed they supported the amended code as written
and to go forward with scheduling the public hearing in January.
Dog Licenses: Clerk Roberts explained last month she approached the City Council about
amending the city code to offer lifetime dog licenses only and eliminate yearly dog licenses.
However, she reached out to the City Clerk of St. Anthony who explained their City Council just
did the opposite and did away with lifetime dog licenses as they were having difficulty keeping
track of dogs and now requires citizens to renew theirs on an annual basis. She reported from
additional research she did, that she couldn't find any cities that offer a lifetime license, and
either offered a 1 year, 3 year, or 5 year renewal term so she wanted to present that information
to the Council for further feedback.
The City Council discussed the purpose behind licensing dogs, and after further discussion
directed Clerk Roberts to reach out further to other cities to gather more information on why
their cities license dogs and table the discussion until a later date.
August 21, 2017 Eclipse: Mayor Andersen reported with the Eclipse coming up on August 21,
2017 he wanted to have a brief discussion, as this area is predicted to become highly populated
and could lead to citizens renting out their homes. He explained the question is whether the City
would like to require some type of one time permit to do so, or would like to turn a blind eye
since it is a rare and isolated event.
Council Member Garren expressed he understand the concerns, but from his perspective he
thinks it would be difficult to enforce something like a one time permit for renting out homes.
After further discussion, the Council agreed not to require any additional permits and not to
allow overnight parking in public parks as some of the surrounding cities are talking about
allowing.
Water System Update: Due to time constraints, this agenda item was discussed during the
official City Council Meeting.
Recycling Containers: Council Member Geray explained it might be beneficial to look into
establishing a large recycle bin in the community so residents who do not want to pay for
recycling don't have to drive to the transfer station or into the City of Ammon or Idaho Falls to
do their recycling.

After further discussion, the Council directed Director Prouse to talk with other surrounding
cities, and Clerk Roberts to reach out to PSI Environmental Services.
Parking Concerns North of Elementary School: Council Member Geray recommended
another sign be put up north of the Elementary School because currently there is only one sign
that says "no parking between signs" and it needs to be made clear to the public. He expressed
with vehicles parking there they are trashing the walking path on sloppy muddy days, and he
sees no reason for it when the school has a massive parking lot.
After further discussion, the Council directed Director Prouse to add the additional sign and for
Chief Bowcutt to start enforcing it, as well as, have a follow up discussion with the school.
