SUBJECT: ADOPTION OF RESOLUTION NO. 16-5183 APPROVING A
CONSOLIDATED SALARY SCHEDULE FOR ALL CITY EMPLOYEES
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 16-5183 (Attachment "A") approving
consolidated salary schedule of all city employees.
BACKGROUND:
1. On June 7, 2016, the City Council adopted two Resolutions implementing salary and
benefit changes for unrepresented Management and Part-Time employees.
2. Also on June 7, 2016, the City Council approved a Memorandum of Understanding
(MOU) with the Temple City Employee's Association (TCEA) for the period of July
1, 2016 through June 30,2018.
3. On June 21, 2016, the City Council adopted a Resolution reclassifying various
positions and approved the respective salary ranges.
ANALYSIS:
With the City Council's most recent actions related to salaries and benefits, salary
schedules specific to each group of employees were included with the Resolutions and
the MOU. While these actions are in accordance with the City's policies and practices, it
is a CaiPERS requirement (Title 2 of the California Code of Regulations, Section 570.5)
that pay schedules are publicly available. Specifically the statue requires the following:

§ 570.5. Requirement for a Publicly Available Pay Schedule.
(a) For purposes of determining the amount of "compensation earnable" pursuant to
Government Code Sections 20630, 20636, and 20636.1, pay rate shall be limited
to the amount listed on a pay schedule that meets all of the following requirements:
(1) Has been duly approved and adopted by the employer's governing body in
accordance with requirements of applicable public meetings laws;
(2) Identifies the position title for every employee position;
(3) Shows the pay rate for each identified position, which may be stated as a
single amount or as multiple amounts within a range;
(4) Indicates the time base, including, but not limited to, whether the time base is
hourly, daily, bi-weekly, monthly, bi-monthly, or annually;
(5) Is posted at the office of the employer or immediately accessible and available
for public review from the employer during normal business hours or posted
on the employer's internet website;
(6) Indicates an effective date and date of any revisions;
(7) Is retained by the employer and available for public inspection for not less
than five years; and
(8) Does not reference another document in lieu of disclosing the pay rate.
In order to ensure compliance with this CaiPERS statue, staff is recommending the City
Council adopt a Resolution that includes a consolidated salary schedule for all City
employees. There are no changes to salaries contained in the schedule, this action is
only a merging of previously approved schedules in to one schedules
CITY STRATEGIC GOALS:
By adopting Resolution No. 16-5183, approving a consolidated salary schedule of all city
employees furthers the City's Strategic Goal to promote Good Governance.
FISCAL IMPACT:
There is no fiscal impact to this action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, ADOPTING A CONSOLODATED SALARY SCHEDULE FOR ALL
CITY EMPLOYEES
WHEREAS, On June 7, 2016, the City Council adopted two Resolutions implementing
salary and benefit changes for unrepresented Management and Part-Time employees;
WHEREAS, on June 7, 2016, the City Council approved a Memorandum of
Understanding (MOU) with the Temple City Employee's Association (TCEA) for the period of July 1,
2016 through June 30, 2018;
WHEREAS, On June 21, 2016, the City Council adopted a Resolution reclassifying
various positions and approved the respective salary ranges;
WHEREAS, it is a California Public Retirement System (CaiPERS) requirement (Title 2 of
the California Code of Regulations, Section 570.5) that pay schedules are publicly available.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council hereby approves a consolidated salary schedule (Exhibit "1") for a
City employees; and
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
