PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

subject with a 3-minute time limit on each speaker, unless waived by Council. You have

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of July 19, 2016;
2. Minutes of the Regular City Council Meeting of July 19, 2016; and
3. Minutes of the Special City Council Meeting of July 27, 2016.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS – MEETING OF JULY 12, 2016
The City Council is requested to review the Planning Commission actions of
their meeting of July 12, 2016.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF JULY 13, 2016
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of July 13, 2016.
Recommendation: Receive and file.
D. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF JULY
20, 2016
The City Council is requested to review the Parks and Recreation Commission
actions of their meeting of July 20, 2016.
Recommendation: Receive and file.
E. APPROVAL OF SECOND AMENDMENT TO THE AGREEMENT FOR USE
OF FACILITIES WITH TEMPLE CITY UNIFIED SCHOOL DISTRICT

The current Agreement for Use of Facilities with the Temple City Unified
School District was due to expire on June 30, 2016. The City and District
approved an amendment extending the term of the Agreement to August 19,
2016. The Second Amendment will further extend the term of the Agreement
to December 31, 2016.
Recommendation: Approve the Second Amendment to the
Agreement for Use of Facilities with Temple
City Unified School District for general facility
use, extending the term of the agreement to
December 31, 2016.
F. APPROVAL OF PLANS AND SPECIFICATIONS FOR FISCAL YEAR (FY)
2016-17 PAVEMENT REHABILITATION PROJECT (CIP NO. P13-02)
The City Council allocated $1.5 million in the FY 2016-17 City Budget for
pavement rehabilitation pursuant to the Pavement Management Program.
The proposed work includes slurry sealing all streets that qualify based on the
condition of the pavement as surveyed in the Pavement Management
Program and verified by the City Engineer, which includes approximately two
million square feet of pavement.
Recommendation:
1. Approve plans and specifications for the FY 2016-17 Pavement
Rehabilitation Project, Capital Improvement Program (CIP) No. P13-02,
and authorize staff to advertise the project for bids; and
2. Approve the Environmental Assessment for the project by finding the
project categorically exempt from environmental review under the
California Environmental Quality Act (CEQA) pursuant to Section 15301
of the State CEQA Guidelines pertaining to minor alterations to existing
public facilities.
G. ADOPTION OF RESOLUTION NO. 16-5191 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2015-16
The City Council is requested to adopt Resolution No. 16-5191 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 16-5191.

H. ADOPTION OF RESOLUTION NO. 16-5192 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2016-17
The City Council is requested to adopt Resolution No. 16-5192 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 16-5192.

A. DISCUSSION REGARDING RECYCLING CENTER AT 9470 LAS TUNAS
DRIVE (RALPHS MARKET)
In 2000 the City approved the operation of a recycling center at the Ralphs
Market at 9470 Las Tunas Drive. Assembly Bill 2020, the “Bottle Bill”,
requires a recycling center to be located within a half-mile of every
supermarket. The City Council is requested to discuss this matter in
response to public complaints about the center.
