Mayor Yu called the City Council Regular Meeting to order at 7:33 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

Boy Scout Troop #161 provided a flag ceremony and led those present in the
Pledge of Allegiance.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jing Li, Temple City Library Manager, shared upcoming library events for the
month of July and August.
Joe Walker, Temple City resident, commented on his conversation with Mayor Yu
and Councilmember Chavez before they were elected as Councilmembers.
Cindy France, Temple City resident, expressed safety concerns caused by the
recycling center in the Ralphs' market parking lot.
Mindy Mandel, Temple City resident, commented on the mess created by people

rummaging through the clothes donation bins in the city.
Steve Stafford, Temple City resident, expressed concern regarding homeless
going through the trash.

B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS -
MEETING OF JUNE 22 , 2016
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of June 22, 2016.

C. DESIGNATION OF VOTING DELEGATE AND ALTERNATE FOR THE
LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE TO BE HELD
OCTOBER 5-7, 2016
The City Council is requested to formally designate voting delegates to
represent the City in voting on proposed resolutions during the League's
Annual Business Meeting .

D. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1015, AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
AMENDING SECTION 2-3A-3 OF ARTICLE A OF CHAPTER 3 OF THE
TEMPLE CITY MUNICIPAL CODE, CLARIFYING AND ADDING THE LIST
OF POSITIONS EXCLUDED FROM CITY SERVICE
Adoption of Ordinance No. 16-1015 will codify the positions that are exempt
from the personnel rules and regulations.
Action: Waived further reading and adopted Ordinance
No. 16-1015, amending section 2-3A-3 of
Article A of Chapter 3 of the Temple City
Municipal Code, clarifying and reducing the list
of positions excluded from City service.
E. ACCEPTANCE OF BICYCLE TRANSPORTATION ACCOUNT
IMPROVEMENTS (CIP NO. P13-12) AND PAVEMENT MANAGEMENT
PROGRAM PROJECT (CIP NO. P13-02)
In 2015, work was completed on the joint Bicycle Transportation
AccounUPavement Management Program Capital Improvement Project. The
project included bicycle improvements, traffic calming measure, and street
rehabilitation on various streets throughout the city.
Action: Accepted two Capital Improvement Program
projects as completed by All American Asphalt,
inclusive of construction change orders for
additional street and sidewalk rehabilitation and
other miscellaneous work: the Bicycle
Transportation Account Project (CIP No. P13-
12) and Pavement Management Program (CI P
No. P13-02).
F. AUTHORIZE LETTER OF SUPPORT FROM THE MAYOR TO LOS
ANGELES COUNTY SHERIFF CONCERNING INTEGRATION OF CELL
PHONE TECHNOLOGY AND THE 911 DISPATCH SERVICE
It is proposed that the City Council authorize the Mayor to send a letter urging
the Los Angeles County Sherriff's Department to implement the "next
generation 911 " system which will enable citizens to call or text 911 from their
cell phones to help serve immediate life/safety needs.

Action: Authorized the Mayor to send a letter to the Los
Angeles County Sheriff concerning integration
of cell phone technology and the 911 dispatch
service.
G. PETTY CASH AND VISA CASH REPORT
The City Council is requested to review, receive and file the Petty Cash and
Visa Card Report.
Action : Received and filed report.
H. ADOPTION OF RESOLUTION NO. 16-5189 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2015-16
The City Council is requested to adopt Resolution No. 16-5189 authorizing the
payment of bills.
Action : Adopted Resolution No .16-5 189.
I. ADOPTION OF RESOLUTION NO. 16-5190 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2016-17
The City Council is requested to adopt Resolution No . 16-5190 authorizing the
payment of bills.

A. CONSIDERATION OF CALLING A SPECIAL MUNICIPAL ELECTION TO
AMEND THE CITY'S CHARTER TO INCLUDE THE TEMPLE CITY
GOVERNMENT ACCOUNTABILITY ACT
Pursuant to the direction from the City Council Special Election Ad Hoc
Committee to further advance the cause of government transparency, the
proposed Temple City Government Accountability Act (the "Act"), an
amendment to the Charter, will codifying key terms of the City Council and
Commission Protocols and make other changes consistent with good
government.

City Manager Cook gave a brief introduction regarding the proposed Temple
City Government Accountability Act and an overview of the Community
Survey findings.
Assistant City Attorney Murphy gave an overview of the staff report. He
highlighted the five provisions included in the proposed Temple City
Government Accountability Act (Act): (1 ) Prohibition on rece ipt of contractor
or lobbyist gifts without reimbursement, (2) establishment of stricter
contribution limits, (3) new term limits, (4) prohibition on contractors, lobbyists,
and City employees serving on commissions and other boards, and (5)
prohibition on campaign contributions from lobbyists and contractors. The
charter amendment will also update the use of "Councilman" to
"Councilmember".
City Attorney Vail announced that the measure text in the resolutions
attached to the staff report was amended . The measure wording was
reduced from 97 words to 74 words to comply with the Los Angeles County
Registrar's 75 word count limitation . The change is not substantive.
City Council discussed regarding the proposed Act.
Mayor Yu opened public comment.
Carl Blum, Temple City resident, spoke in favor of the proposed Act. He
commented that it is difficult for Councilmembers to become involved in
reg ional organizations and take on leadership role without the ability to serve
longer than the current 8 year term .
Jerry Jambazian, Temple City business owner, spoke in favor of the proposed
Act. He commented on the conduct of Councilmembers before and after
2007.
Hearing no further request to speak, Mayor Yu closed public comment.
City Council made comments regarding the proposed Act.
City Attorney Vail restated the actions requested of City Council for this item.
Councilmember Chavez made a motion to call a Special Municipal Election to
adopt the Temple City Government Accountability Act for the purpose of
codifying in the City Charter certa in provisions related to campaign finance,
gift restrictions, term limits, and conflicts of interest; and adopt Resolution No.
16-5187 with revised measure text, calling a Special Municipal Election for
City Council Minutes

November 8, 2016 to adopt a Charter amendment, and setting forth certain
Elections Code-required steps for adoption of the amendment, as laid out
more fully in the resolution; and adopt Resolution No. 16-5188 with revised
measure text, requesting the Board of Supervisors of Los Angeles County to
consolidate the City's Special Municipal Election with the November 8, 2016
Statewide General Election pursuant to Section 1200 of the State Elections
Code. Seconded by Councilmember Fish and carried by the following votes:

12. UPDATE FROM CITY MANAGER
Report on the summer Concerts in the Park, Camp-A-Palooza and Pokemon Go
activities in the parks. He invited the public to the next Neighborhood Watch event
on Thursday, July 21 and the annual compost give-a-way on July 30.
13. UPDATE FROM CITY ATTORNEY
City Attorney Vail briefed City Council on Senate Bill (SB) 415 which will not take
effect until 2018. The intention of SB 415 is to increase voter participation in local
elections. Essentially, if a city conducting local elections on a date different than
the Statewide General Election in November, they are required to move their
election date to November permanently if the voter turnout in the local elections is
25 % or less than the voter turnout in the Statewide General Election. It is the City
Attorney's opinion that the bill is not clear in addressing chartered cities. Staff will
work with City Attorney to bring back a report after the March General Municipal
Election to address SB 415.

A. COUNCILMEMBER CHAVEZ
Congratulated the Parks and Recreation staff on a successful Camp-A-
Palooza event. Commented on Kiwanis' ann ual barbeque, Sister Cities
students leaving for Australia, and the high school's Brighterside singers
Eu ropean trip .
B. COUNCILMEMBER FISH
Shared that the community has raised $53,000 for Relay for Life. She thanked
the community and school district for their support. Commented on the Youth
Committee's Little Free Library promotion event she attended Tuesday and the
Camp-a-Palooza event. She directed staff to bring a report for Council
discussion relating to the recycling center in Ralphs' parking lot. She shared
the process counci lmembers have to go through to be considered to serve on a
regional board.
C. COUNCILMEMBER MAN
Shared that frequency and attendance at conferences and regional meetings
are important network opportunity for Councilmembers. He thanked staff for
their effort in puttin g the Temple City Accountability Act together. He also
commented on the Relay for Life event.

D. MAYOR PROTEM STERNQUIST
Commented that there have been a lot of activities with mosquitos so she
invited a representative from the Mosquitos and Vector Control to speak at the
August 2 City Council meeting. She shared her experience attending an
Oregon City Council meeting.
E. MAYOR YU
Thanked law enforcement and code enforcement staff for their work. He
invited the public to the next monthly law enforcement meeting on
Wednesday, July 27 , 7 a.m., in the Community Room . He commented on
the result of the community survey and spoke about Pokemon Go in the city.
