RESOLUTION NO. 16-9226
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE
CITY MANAGER TO USE FUNDS IN THE WATER AND
SEWER REVENUE RESERVE AND OPERATING
ACCOUNTS TO PAY SALARIES, SALARY RELATED
EXPENSES AND OTHER NECESSARY OPERATING
EXPENSES; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, On July 27, 2016, the City Commission of the City of Opa-locka,
Florida, approved Resolutions authorizing the City Manager to use funds from the
City's Water and Sewer Reserve and Operating Accounts to pay employee salaries,
salary related expenses and other necessary operating expenses, as needed; and
WHEREAS, The finances of the City continue to be challenged and there is a
need to pay employee salaries, salary-related expenses, such as, insurance payments,
retirement payments, union dues, operating expenses, etc., and;
WHEREAS, Chapter 21, Article III, Division 1, Section 21-174 of the City
Code of Ordinances permits the utilization of the funds in the City's Water and
Sewer Reserve and Operating Accounts to pay employee salaries, salary related
expenses and other necessary operating expenses, etc.; and
WHEREAS, It is the best interest of the City to allow the use of the Water and
Sewer Reserve and Operating Accounts surplus funds to pay City employee salaries,
salaried related expenses, necessary operating expenses, etc.; and
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference;
Section 2. The City Commission of the City of Opa-Locka, Florida, hereby
authorizes the City Manager to use the funds in the Water and Sewer Operating and
Resolution No. 16-9226
Reserve Accounts to pay employee salaries, salary related expenses, necessary
operating expenses, etc.
Section 3. The City Manager is to advise the Commission of the use of any
funds, and provide the Commission with a plan for repayment of the funds within
thirty (30) days of the transfer.
Section 4. This resolution shall take effect upon adoption, and is subject to
the final approval by the State of Florida Financial Oversight Board for the City of
Opa-locka, FL.
