ADJOURNED REGULAR MEETING JUNE 7, 1983
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on the
above date at 9:30 a.m.
Mayor Thompson in the chair.
Councilmen Byork, Morris, Rowe, and Thompson answered the
'"" roll call. Councilman Green was absent.
Also present were City Manager Gomez, Administrative Anal st

Fraser, and City Clerk Hooper.
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that Councilman Green be excused.
The Mayor stated the purpose of this meeting was for pre-
liminary budget review. Director of Public Works Williams
presented his preliminary budget (p. 82-112) beginning with
General Fund activities. The City Manager stated that
Proposition "A" Funds will now be under Public Works De-
partment; also, the proposed budget for the Garage. City
Manager will monitor the Building Maintenance. Public
Works Director Williams stated a secretary, auto allowance
for Director,.and general improvements in City Hall, were
additions to Public Works- budget. Capital Outlays were also
discussed with additions of a portable radio in the electric
car, and a Bio-Pak 60P Respirator. Estimated revenues and
proposed-budgets for Street Maintenance, Traffic Signals,
and Street Lighting were reviewed with no proposed changes
from the Manager's recommendations.

BUDGET
REVIEW
Public Wks
r-- Council reviewed the Recreation and Parks preliminary budget Recreati~
beginning with page 143-165. The Director discussed expendi - ana Park;
tures for Administration, Recreation, Bateman Hall and the
Natatorium. The Manager's recommendations were deemed
generally acceptable with the addition of the Dial-A-Ride
extended to weekends. There was considerable discussion on
the Park Maintenance budget, but was accepted as submitted.
Discussion was held on Council's benefits. It was moved by council
Councilman Rowe, seconded by Councilman Morris, and carried, Benefits
to approve by resolution that Council be included in the
Dental and Dependent Coverage, and raise Life Insurance to
$10,000.
It was moved by Councilman Morris, seconded by Councilman
Rowe, and carried, to adjourn to the regular meeting of
June 7, 1983 at 7:30 o.m.

The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Thompson in the chair.
Councilmen Byork, Green, Morris, Rowe, and Thompson answered
the roll call.
Also present were City Manager Gomez and City Attorney McEwen.
PROCLAMATION The Mayor read a proclamation for "Honor America." It was
"Honor America'moved by Councilman Morris, seconded by Councilman Green,
and carried, that the proclamation be authorized.
SCHEDULED MATTERS
PUBLIC The Mayor announced the time had arrivedto conduct a public
HEARING hearing on General Revenue Sharing. The City Manager stated
the meeting was being held to obtain input from the citizens
General on how funds should be spent. The estimated fund balance
Revenue Sharingdt June 30, 1983 Shoul d be $164, 723. Revenues for fiscal
1983-84 should be $370,000, making a total of $534,723.
The new revenues are a conservative estimate as Congress
has not yet renewed the Revenue Sharing Program. The Mayor
inquired if anyone present wished to speak in favor of or
in opposition to the matter. There was no response and the
public hearing was closed. No action was required by Council
at this meeting.
PUBLIC xEARING The Mayor announced the time had arrived to conduct a publ i c

hearing on Landscape Maintenance District of the City of
Maint. Dist. Lynwood for 1983-84. The City Manager explained i n order to
'~, raise revenue the assessment rate needs to be raised. This
rate would be 83 cents per foot of front footage or a 33 cent
increase. If this assessment is not made, the District will
~ not have enough funds to support the level of service that
is considered acceptable by the property owners. The District's
operations will again be subsidized by the General Fund which
are discretionary, but monies raised by the Landscape Maint-
enance Assessment District can be used only for the operation
of that District. The Mayor inquired if anyone present wished
to speak in favor of or in opposition to the matter.
!DlscussloN Mr. J. Lucas, 11638 Louise, inquired as to the use of the money.
,oN ABOVE The Mayor stated the money is used to maintain the parks, trees,
parkways, sidewalks and curbs and is being discussed in the
budget.
Mr. A. Rahh, 11259 Colyar, presented a proposal using some of
the funds from the landscape assessment to provide jobs for
the youth in the community. Councilman Rowe stated he under-
stood the need for jobs, but tree trimming and landscaping
required experienced people with expensive equipment.
Ms. F. Navatil, 3686 Cedar, stated she did not understand the ...,
assessment.. The Mayor stated that as long as there is maint-
enance on City facilities such as parks, medians, etc., there
will always be an assessment.
Ms. I. Garcia, 2737 E. 111th Street, questioned if the City
is exempt from maintenance fees. The City Manager stated that
the City does not assess its own property.
Mr. G. Miller, 3540 1lirginia, commented on pavement failures
due to the way cities handle landscaping projects.
There being no further response, the public hearing was
closed.
RESOLUTIUN NU. 83-64 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD OVERRULING PROTESTING AND
ORDERING THE LEVYING OF ANNUAL ASSESSMENTS FOR THE EXIST-
ING LYNWUOD LANDSCAPING MAINTENANCE DISTRICT FOR FISCAL
YEAR 1983-~4." was presented. It was moved by Councilman
Green, seconded by Mayor Thompson, that the revised
Engineer's report and resolution be adopted.
It was moved by Councilman Rowe, seconded by Councilman
Morris, to .amend the motion by increasing Landscaping
Maintenance by only l0 cents per front footage. Vote on
the amendment was as follows:

The Mayor announced the time had arrived to conduct a public
hearing on Lynwood. Lighting Assessment District for 1983-84.
Staff recommended that the Lighting Assessment rates be
decreased next year. This would result in a decrease from
$.81 per foot of',front footaae:to-$.473 per foot of front
footage for residential and from .$1.47 per foot of front
footage to $.859 per foot of front footage for commercial.
The Mayor inquired if anyone present wished to speak in
favor of or in opposition to the matter. There was no
response and the. public hearing was closed. Councilman
Morris stated there would be a savings because of the
increase in the Landscaping District.
RESOLUTION N0. 83-65 entitled: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD OVERRULING PROTESTING AND
ORDERING THE LEVYING OF ANNUAL ASSESSMENTS FOK THE EXIST-
ING LYNWOOD LIGHTING ASSESSMENT DISTRICT N0. 83-A FOR
FISCAL YEAR 1983-84." was presented. It was moved by
Councilman Byork, seconded by Councilman Morris, that the
resolution be adopted.

The Mayor announced the time had arrived to conduct a
public hearing on proposed zone change. The Mayor stated
Council had adopted an amendment to the General Plan on
April 5, 1983. One of the areas redesignated was the first
layer of properties on the north side of Imperial.Highway,
between Bellinger Avenue and State Street. This area was
formerly designated "single-family residential", and was
redesignated to "commercial". In order to achieve zoning
consistency with the General Plan and consistency with
the existing land use, staff is recommending that certain
properties be re-zoned to more appropriate zoning classi-
fications. The Mayor inquired if anyone present wished to
speak in favor or or in opposition to the matter.

PROPOSED ZONE would be an increase in taxes in rezoning single family
cxANGE residence to a commercial zone. City Attorney stated
taxes would change only if property was sold or improved.
Ms. I. Honorof, 2901 Los Flores, inquired on the reason
for the zone change. City Manager stated there were
properties being used other than for single-family
residences. There being no further response, the public
hearing was closed.
1st READING AN ORDINANCE ENTITLED: "AN ORDINANCE OF THE CITY COUNCIL OF
ZONING THE CITY OF LYNWOOD AMENDING THE ZONLNG ORDINANCE BY CHANGING
CLASSIFICATION THE ZONING CLASSIFICATION OF CERTAIN PROPERTY." was presented.
It was moved by Councilman Green, seconded by Councilman Morris,
to waive reading and introduce ordinance for first reading.

CONSENT CALENDAR
All matters listed under the Consent Calendar will be acted
upon by one motion affirming the action recommended on the
Agenda. There will be no separate discussion on these items
prior to voting unless members of the Council or staff request
specific items be removed for separate action.
Councilman Rowe requested Item No. 10, Proposed Agreement for
Planning and Engineering Services with Willdan Associates for
Proposition "A" funds. Council then acted as follows:
WILLDAN & Councilman Rowe inquired the need for a consultant, and what
ASSOCIATES can they tell us re these funds for .bus stops and pads.
Prop "A° Councilman .Morris stated the City will receive approximately
Transportation $360,000 i n funds for transportati on improvements, and plans

design and working drawings for bus stops and pads for the
LACTC as staff does not have time to do so. It was moved by
Councilman Morris, seconded by Councilman Green, to direct
the Mayor to execute the agreement with Willdan Associates
for planning and engineering services in support of the
City's Proposition "A" Transportation Improvement Programs..

It was moved by Councilman Morris, seconded by Councilman
Green, that the foregoing resolutions, service agreement,
amendment to contract for preliminary housing consultant
services for a non-profit project under Section 20Z, and
authorizing advertising for bids, be adopted.

CONSORTIUM City Manager stated staff had received a call from the
Jobs Partner- City of Compton regarding joining a consortium of cities
ship Train Act for the Jobs Partnershi p Training Act which goes i nto
effect in October. Council authorized staff to proceed
with the consortium.
PUBLIC ORAL COMMUNICATIONS
G. Miller G. Miller, 3540 Virginia, questioned Council about return-
vehicles i ng hi s vehicles to hi s yard. The City Attorney reminded
Council the matter was in litigation and an answer would be
inappropriate at the present time.
M. Slaughter M. Slaughter, 3546 Olanda, stated there were a number of dogs
Dogs and lic. next door, and what could be done to license them. the Mayor
told her to call SEAACA.
I. Honorof I. Honorof, 2901 Los Flores, stated Council promised last
SEAACA and year there would be a change in the method of disposing of
La Puente Dump animals at the Southeast Area Animal Control Authority.
Councilman Morris stated the legislature approved disposition
by injection. Invited Council to listen to her radio program
on La Puente Dump on June 13, 1983.
A. Rahn - A. Rahh, 11259 Colyer, invited Council to a picnic on June 19,
Picnic being sponsored by BACPAC and the Concerned Citizens of Lynwood.
I. Garcia I. Garcia, 2737 E. 111th, stated SEAACA was very uncooperative
SEAACA in being called after 9.:00 p.m. for a dog fi ght.
D. Litsinger D. Litsinger, 3300 Cortland, reported the consultant for the HUD 202 project
xuD 202 Prog met with the Ad Hoc Committee to look at the City Park site and lot behind
T~~rifty; consultant will only submit these sites for HUD's approval.
J. Stuart J. Stuart, 5164 Alvada, requested Council to investigate a
Swat team invading his home because of an incident regarding
a stabbing in front of his home. The Captain of the Sheriff's
Department will look into the incident.
F. Navatril F. Navatil, 3686 Cedar, inquired about the property at Cedar
Cedar property. and Long Beach Boulevard. Fire Chief stated he had been in
touch with the insurance company and the attorney to clear it.
c. Lucas C. Lucas, 11638 Louise, complained about the gang activity
Gang activity at a pool hal 1 at Hrewster and Atlantic. The Mayor sai d i t
would be checked.
The City Attorney stated there was a matter of litigation
for Council and the Redevelopment Agency and perhaps both
matters could be handled in an executive session. It was
moved by Councilman Byork, seconded by Councilman Morris,
and carried, to recess. Council recessed at 9:45 p.m. and
reconvened at 10:27 p.m.
SETTLEMENT It was moved by Councilman Byork, seconded by Councilman
EARLS vs city Green to authorize settlement of Earl s vs. City of Lynwood
claim in the amount of $3,500.
