HomeMy Public PortalAbout1986-09-04 Budget Hearing278 BUDGET HEARING September 4, 1986 The first Budget Hearing to consider a tentative tax millage and to adopt tentative budgets was held at 5:05 P.M. on Thursday, September 4, 1986 in the Village Hall. Present: Mrs. Antiles and Messrs. McKeehan, Sherman and Taplin. Absent: Mr. Laikin Also present were Louise Miller, Village Manager; Mary Wetterer, Village Clerk; and Dennis Haas, representing Richard Weiss, Village Attorney. Mayor Sherman opened the hearing and asked the Finance Director to ex- plain the tentative millage. Mr. John Kelly explained we had certified tentative millage of 4.29 to the Dade County Assessor. Since that time a study was done on the feasi- bility of charging for solid waste collection and levying utility taxes. If we utilized these fees the millage could be reduced to 3.44. Mr. Kelly outlined the garbage collection system, the rate of usage by different entities in the village and the proposed rates to be charged the different classes of users based on the study done by Arthur Andersen and Co. The Council discussed with residents present the difference in cost using a mill - age of 4.29 against 3.44, plus solid waste user fees and utility taxes. Mr. Sherman announced that he must leave for the Dade League of Cities meeting. A ten minute recess was called at 5:25 P.M. The meeting reconvened at 5:35 P.M., Assistant Mayor Sol Taplin pre- siding. Further discussion took place on the cost to the taxpayer using ad valorem taxes to fund the budget against the use of solid waste fees and utility taxes. It was moved by Mrs. Antiles, seconded by Mr. McKeehan and unanimously voted to set the tentative millage at 3.44. The council discussed the p oposed 1986-87 budgets. Mr. Haas informed the council of the State requiroients for passage of the budget ordinance and millage under the "Trim Bill". Mr. Kelly said that it was not possible to actually do a tax study as to the cost of funding the budget two ways due to the difference in tax brackets for individual taxpayers. On motion of Mr. McKeehan, seconded by Mrs. Antiles and unanimously voted the proposed budgets for the General Fund, Water Department, Sewer Department and Depart- ment of Tourism were tentatively adopted. Mr. Santucci asked if the Security District ordinance could be con- sidered at the next budget hearing and, if not, could the village fund the security costs for one month. Mr. Kelly said general fund money cannot be spent on special funds expenditures.
