REGULAR MEETING MINUTES
JUNE 20, 2006
1. CALL TO ORDER
Chairman Capra called the Community Redevelopment Agency Regular Meeting to order at
8:32 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City.

ALSO PRESENT: Executive Director /Agency Counsel Martin, Acting Assistant
Executive Director Lambert, Agency Secretary Flandrick
3. CONSENT CALENDAR
Mr. Arrighi moved to approve the Consent Calendar, seconded by Ms. Wong and
unanimously carried by the following roll call vote:
AYES: Member - Arrighi, Gillanders, Wong, Wilson, Capra
NOES: Member -None
ABSENT: Member -None
ABSTAIN: Member -None
A. APPROVAL OF MINUTES
Approved the Minutes of the Regular Meeting of June 6, 2006, as presented.
B. FOURTH QUARTER BUDGET AMENDMENTS
Approved the fourth quarter budget amendments and amended the adopted budget
accordingly.
C. ADOPTION OF RESOLUTION NO. CRA 06 -889 — APPROVAL OF PAYMENT OF
BILLS
Adopted Resolution No. CRA 06 -889, a RESOLUTION OF THE REDEVELOPMENT
AGENCY OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN
THE SUM OF $343,773.05 DEMAND NOS. 3308 THROUGH 3310.

5. NEW BUSINESS — None
6. COMMUNICATIONS — None
7. PUBLIC COMMENTS
Mary Kokayko, 6149 N. Camellia Avenue, asked for clarification on the 20
minute period for public comments.
Chairman Capra explained, as announced earlier, that public comments on items not on the
agenda are limited to 5 minutes per speaker for a maximum allowable period of 20 minutes.
Ms. Kokayko stated this means only 4 people can speak and shows that the Council /Agency
does not want to hear what people have to say. She didn't think this was fair.

Das Sheenh, 5606 Golden West, questioned City Manager /Executive Director Martin's
relationship with Mr. Mike Montgomery.
Executive Director Martin confirmed he stated that he shared office space with Mr.
Montgomery.
Mr. Sheenh, referring to an article, said either the article is lying or Mr. Martin is lying and he
would dig up more on the subject. He was not a member of the TCNA, but was not afraid to
speak the truth. You are laughing at people and trying to discourage them. The people have
no voice; you don't listen to the people. This is the worst most secretive Council run at the
command of one person who has command of other persons.
