IONA COMMUNITY CENTER
OCTOBER 26,2016—6:00 P.M.
PRESENT: Mayor Brad Andersen, Council President Dan Gubler, Council Member Rob Geray,
Council Member Kathy McNamara, City Clerk Shara Roberts, Public Works Director Zech
Prouse, and Chief of Police Karl Bowcutt.
ABSENT: None.
VISITORS: Susan Gardner.
Mayor Andersen welcomed everyone and Public Works Director Zech Prouse led with the
Pledge of Allegiance.
Consent Agenda: None.
Items of Business:
General Discussion of the City's Water System: Mayor Andersen reported he attended the
Association of Idaho Cities (AIC's) Municipal Water Summit which was held on October 25th in
Boise. He explained they are organizing a statewide committee by electing a couple of board
members from each district to raise awareness to the legislature and individuals involved with
issuing water curtailments. He reported the presentation is available on AIC's website for further
details.
Mayor Andersen outlined the steps involved if the City Council decides to prioritize the
construction of a storage tank up on the hill. He noted the application for such a project would be
due by January 13, 2017, and explained it is a large project, and would take years before
construction would begin so the City Council needs to begin discussions on the future plans for
the water system. He expressed this topic was food for thought, and would be on the agenda for
further discussion in November's City Council meeting.
Council President Gubler commented the Water Committee identified the water system's
deficiencies, and now the City Council just needs to start prioritizing this next year.
Sports Recreation Director: Mayor Andersen reported Angel Chapa will be resigning from his
position as the Sports Recreation Director. He explained in the past the Council has discussed
possibly making the position full time by adding on flag football, soccer, and having them be in
charge of coordinating other large city events, such as Iona Days. However, he noted it is not in
the budget for this year so they need to discuss options to fulfill this year's need as Angel Chapa
has already started arranging details for this year's basketball season. After further discussion,
the Council directed Clerk Roberts to work on putting hiring information out to see if they can
find an individual with experience to fill the position.
Discussion of Council and Employee Matters: Mayor Andersen expressed the importance of
working together in a respectful manner even when everyone may not be in agreement all of the

overflow parking to help alleviate the on-street parking
issues.
After further discussion, the Council expressed overall they were in support of trying to amend
the code to allow for a small accessory building in the rear yard depending on lot size. They still
expressed concerns with the allowance of a recreation vehicle (RV) pad as the majority of the R-
T lots do not have the necessary space. However, an official decision on the direction they would
like to take would need to take place during the City Council meeting.

0111/ time on certain matters, and to remember their purpose is to make decisions which are best for
the community as a whole and not just on an individual basis.
He outlined if a concern or complaint is brought to a city council member's attention regarding
an employee to bring those to the Mayor as Chief Administrator so it can be handle discreetly
with that individual instead of during a public meeting.
He explained council assignments are given out at the beginning of each year, and expressed
each council member needs to be familiarizing themselves with what those are. He explained the
purpose is to serve as liaisons to find out what the needs are, and bring those to city council
meetings for further discussion and decision making. He then opened up the discussion for
further input from the Council and the employees.
Council Member Garren expressed although it might be uncomfortable sometimes when these
decisions are being made he feels differing opinions is one of the strengths of Iona's City
Council. He explained differing opinions means the outcome is better for the citizens and the
Council needs to embrace those differences in a respectful way and not take it personal.
Council Member Geray expressed the need for the Council to build up credibility after the last
meeting. He further expressed everyone needs to keep the right perspective they are not going to
be able to please everyone 100% of the time, but to come together to try and make decisions on
what is the best for the community as a whole.
fiN Clerk Roberts commented she agreed with what has been said thus far, and suggested reaching
out to Idaho Counties Risk Management Program (ICRMP) to try and schedule training to cover
roles and responsibilities of local government, ethics, and harassment in the workplace to address
some of the issues that have come up recently to better equip the Council, employees, and the
public with knowledge.
Council President Gubler communicated he feels it's important to also keep the perspective the
Council and employees work for the citizens and when concerns are brought to them they need
to listen, communicate with them, and try to fix them when possible.
After further discussion, the Council directed Clerk Roberts to move forward on scheduling
ICRMP to provide training.
