HomeMy Public PortalAboutM 1983-08-16 - CCc- REGULAR MEETING AUGUST 16, 1983 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Thompson in the chair. Councilmen Byork, Green, Morris, Rowe and Thompson answered the roll call. Also present were City Manager Gomez and City Attorney McEwen. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the minutes of the regular meeting of August 2, 1983, be approved as written with corrections. SCHEDULED MATTERS The Mayor announced the time had arrived to conduct public PUBLIC HEARII~ hearing on the proposed superseding SR7 and I-105 Freeway sR~ and I-1o~ agreement. Staff reported on November 17, 1981, the City AGREEMENT entered into a conceptual agreement with the State showing only the general alignment of the freeways. Under the terms of Section 3 of the current agreement, Caltrans has prepared revised plan maps, the proposed plan of Caltrans as it affects roads of the City of Lynwood. This proposed agreement super- sedes in its entirety the freeway agreement dated November 17, 1981. Councilman Byork reported on a meeting he had attended with Congressman Anderson on August 11, 1983, regarding the freeway. The Mayor inquired if anyone present wished to speak in favor of or in opposition to the proposed agreement. There was no response and the public hearing was closed. After discussion RESOLUTION N0. 83-104 entitled: "A RESOLUTION OF THE CITY .RES. No 83-ic COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE EXECUTION OF FREEWAY AGMT THE FREEWAY AGREEMENT BETWEEN THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION AND THE CITY OF LYNWOOD."was presented. It was moved by Councilman Byork, seconded by Councilman Morris, that Council approve the proposed super- seding freeway agreement, and authorize the Mayor to execute the agreement and adopt the resolution. ROLL CALL: AYES: Councilmen Byork, Green, Morris, Rowe, Thompson NOES: None ABSENT: None The Mayor announced the public hearing on arcades. The puBLlc xEARIr Planning Commission continued its review of this ordinance ARCADES cont~ from the August 9 to the September 13,1983, meeting; there-to 9-13-s3 fore, this public hearing was continued to meeting of September 20, 1983. It was moved by Councilman Green, seconded by Councilman Morris, aid carried, to continue the public hearing until September 20, 1983. CONSENT CALENDAR The Mayor stated that all matters listed under the consent calender would be acted upon by one motion affirming the action recommended on the agenda. The CANDIDATE'. !'"' registrar sent a letter that the cost would be approximately FEES $425 to file a candidate statement, but did not state a cost if the candidate did not wish to file a statement. The. City Attorney stated the only way there can be an emergency ordinance is if it relates to the health, safety and welfare of the community. This would not apply to the upcoming election and the only option the City would have would be to bill successful candidates for the actual cost of processing their papers. After discussion it was agreed to introduce an ordinance on the next agenda. INFORMATIONAL ITEMS The City Manager stated that at the last regular council Abolish Plan- meeting an executive session was held, but the meeting Wing Associate had been adjourned and no action was brought back to Council. MALCHOW It was to be heard at the last meeting, but he was unable to attend and had requested to be heard at this meeting, but did not attend. After discussion, it was moved by Councilman Morris, seconded by Mayor Thompson, that Mr. Malchow be removed from the Traffic and Parking Commission. GREEN Councilman Green stated he would be willing to be chairman CHAIR CLEAN-UP of a "Clean Up Lynwood" committee before the 1 984 Olympics. COMMITTEE The Mayor stated he hopes Lynwood will join other cities in making the City clean and presentable to the other countries representing the 1984 Olympics. PUBLIC ORAL COMMUNICATIONS J. CAPTAIN OSBORN Captain Osborn stated plainclothesmen and vice officers REPORT ON are out in the field along Long Beach Boulevard, and the PROSTITUTES judges in Compton Court have agreed to probation terms for the prostitutes that are convicted; also are starting abatement of motels and hotels in the area. M. Turner Mr. M. Turner, 12431 Bullis Road, spoke in opposition to Prostitution the prostitutes and stated there were experienced officers talking to the prostitutes. Captain Osborn stated that if Mr. Turner w as accosted and wished to testify as a victim he would be advised the legalities. Officers in black and white cars do not get propositioned; a badge and I.D. numberson cars would b e needed to identify the officers. H. Layman Ms. H. Layman, 2408 N. James, 5131 Cortland, inquired if there were any problems about his application for a special permit for conducting a security and investigation company; Mayor replied in the negative. s Ms. S.
