REGULAR MEETING AUGUST 16, 1983
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Thompson in the chair.
Councilmen Byork, Green, Morris, Rowe and Thompson answered
the roll call.
Also present were City Manager Gomez and City Attorney
McEwen.
It was moved by Councilman Byork, seconded by Councilman
Green, and carried, that the minutes of the regular meeting
of August 2, 1983, be approved as written with corrections.
SCHEDULED MATTERS
The Mayor announced the time had arrived to conduct public PUBLIC HEARII~
hearing on the proposed superseding SR7 and I-105 Freeway sR~ and I-1o~
agreement. Staff reported on November 17, 1981, the City AGREEMENT
entered into a conceptual agreement with the State showing
only the general alignment of the freeways. Under the terms
of Section 3 of the current agreement, Caltrans has prepared
revised plan maps, the proposed plan of Caltrans as it affects
roads of the City of Lynwood. This proposed agreement super-
sedes in its entirety the freeway agreement dated November 17,
1981. Councilman Byork reported on a meeting he had attended
with Congressman Anderson on August 11, 1983, regarding the
freeway. The Mayor inquired if anyone present wished to speak
in favor of or in opposition to the proposed agreement. There
was no response and the public hearing was closed. After

presented. It was moved by Councilman Byork, seconded by
Councilman Morris, that Council approve the proposed super-
seding freeway agreement, and authorize the Mayor to execute
the agreement and adopt the resolution.

fore, this public hearing was continued to meeting of
September 20, 1983. It was moved by Councilman Green,
seconded by Councilman Morris, aid carried, to continue the
public hearing until September 20, 1983.
CONSENT CALENDAR
The Mayor stated that all matters listed under the consent
calender would be acted upon by one motion affirming the
action recommended on the agenda. There is no separate
discussion on these items prior to voting unless members of
the Council or staff request specific items be withdrawn
for separate action.

Councilman Morris stated he wanted to introduce an emergency EMERGENCY
ordinance regarding candidate's filing. fees. There was oRD RE

$425 to file a candidate statement, but did not state a cost
if the candidate did not wish to file a statement. The.
City Attorney stated the only way there can be an emergency
ordinance is if it relates to the health, safety and welfare
of the community. This would not apply to the upcoming
election and the only option the City would have would be
to bill successful candidates for the actual cost of
processing their papers. After discussion it was agreed
to introduce an ordinance on the next agenda.
INFORMATIONAL ITEMS
The City Manager stated that at the last regular council Abolish Plan-

E. GREEN Councilman Green stated he would be willing to be chairman

in making the City clean and presentable to the other
countries representing the 1984 Olympics.
