REGULAR MEETING OF SEPTEMBER 20, 1983
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Thompson in the chair.
Councilmen Byork, Green, Morris, Rowe, and Thompson answered
the roll call.
Also present were City Manager Gomez and City Attorney McEwen.
PF20CLAMATION The Mayor read a proclamation for "Constitution Week 1983."
constitution It was moved by Councilman Byork, seconded by Councilman Green,
Week 1983 and carried, that the proclamation be authorized.
SCHEDULED MATTERS
PUBLIC HEARING The Mayor announced the time had arrived to conduct a public
Amusement hearing on Amusement Arcades and Coin-Operating Amusement
Arcades Devices. On September 21, 1983, the City Council adopted an
Urgency Interim Ordinance No. 1179 prohibiting further instal-
lation of amusement arcades or video machines in the City
pending completion of a study and report by the Community
Development Department pertaining to regulations for future
installation of such game machines in the City. Ordinance
No. 1179 was extended because the Planning Division had not
completed its study.. Since the regulating of video games is
a licensing as well as a zoning function, the proposed ordi-
nance provides procedures for license application review
(e.g. requiring a police investigation .and fees are proposed
as a per machine charge in addition to the annual license fee.)
The Mayor inquired if anyone present wished to speak for or in
opposition to the proposed ordinance. There was no response
and the public hearing was closed.

GAME MACHINES." was presented. It was moved by Councilman Morris,
seconded by Councilman Green, to waive reading and introduce for
first reading.

PUBLIC HEARING The Mayor announced that time had arrived to conduct publ i c
3439 century hearing on the appeal of the Planning Commission decision.
The Planning Commission revoked a Conditional Use Permit for
failure to comply with a condition of approval at their
August 9, 1983, meeting. The permit allowed the operation of
an automotive repair business at 3439 Century Boulevard. The
applicant had complied with the specific condition provision
of required off-street parking. The Planning Commission had
a
revoked the Conditional Use Permit, but the proponent proceeded
to bring his property into compliance. The Mayor inquired if
anyone present wished to speak for or in opposition to the
proposed resolution. .There was no response and the public
hearing was closed.

by Councilman Byork, seconded by Councilman Green, and carried,
that the resolution be adopted.
CONSENT CALENDAR
The Mayor stated that all matters listed under the Consent
Calendar would be acted upon by one motion affirming the action
recommended on the Agenda. There is no separate discussion
on these items prior to voting unless members of the Council
or staff request specific items to be withdrawn for separate
action.

INFORMATIONAL ITEMS
The City Manager requested an executive session to be held
after Council and Oral Communications.
UPDATE oN The City Manager stated there is no action needed, but that

Lynwood Day The Mayor announced that September 22, 1983, is Lynwood Day
at the Fair at the Fair, and hoped many citizens could attend. Director
9-22-83 Lake of the Chamber of Commerce stated a bus would be leaving
Bateman Hall•at 10:30 a.m. and return at 4:30 p.m. Also a
very successful milking contest was held between city officials
and chamber directors to promote the fair.
PUBLIC ORAL COMMUNICATIONS

Agenda items using a card for questions from .the audience regarding items
that appear on the Consent Agenda for example bidding. She
mentioned her radio program on KPFK.
w. Cunningham W. Cunningham, 10821 Cornish, presented pictures of rubbish
Rubbish problem along bus 1 i nes on Long Beach Boulevard and Imperial Highway
and questioned whether young people of Lynwood could be con-
tacted to pick up, and also dump the bins in the park two or
three times per week.

J. Lucas J. Lucas, 11638 Louise, stated junk card along Check and

It was moved by Councilman Morris, seconded by Councilman
Green, and carried, to recess at 8:55 p.m. Meeting was re-
convened at 9:35 p.m. and the following action was taken
in the executive session.
