RESOLUTION NO. 16-9232
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH THE
FLORIDA LEAGUE OF CITIES FLORIDA MUNICIPAL TRUST
FOR PROPERTY, GENERAL LIABILITY AND WORKER
COMPENSATION INSURANCE FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2016 AND EXPIRING SEPTEMBER
30, 2017, ACCEPTING AND IMPLENTING THE REQUIRED
CONDITIONS AT A COST OF $1,789,190.00; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS; The City's current insurer for Property, General Liability and
Workers Compensation is the Florida League of Cities Florida Municipal Trust; and
WHEREAS, The City's staff has worked diligently with the Florida League of
Cities Florida Municipal Trust to insure compliance, and minimize the City's risk and
exposure; and
WHEREAS, The City's staff believes and recommends that is in the best interest
of the City to authorize the City Manager to enter into an agreement with the Florida
League of Cities Florida Municipal Trust to provide Property, General Liability and
Workers Compensation insurance coverage for the Fiscal Year beginning October 1,
2016 and expiring September 30, 2017, at a cost of$1,789,190.00; and
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission hereby accepts staff recommendation and
authorizes the City Manager to enter into an agreement with the Florida League
of Cities Florida Municipal Trust to provide Property, General Liability and

Workers Compensation insurance coverage for the Fiscal Year beginning October
1, 2016 and expiring September 30, 2017, at a cost of$1,789,190.00.
Section 3. This Resolution shall take effect immediately upon adoption.

Description: The Human Resources Department has worked diligently with the Florida League of
Cities to ensure compliance, minimize risk and exposure. A resolution of the City
Commission of Opa-locka, Florida authorizes the City Manager to enter into an
agreement with The Florida League of Cities for Property, Liability, and Workers
Compensation.
Financial Impact: The annual premium is $1,789,190, is budgeted and displays an increase of$234,922 over
the previous year's cost.

OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH THE

YEAR 2015-2016, ACCEPTING AND IMPLEMENTING THE
REQUIRED CONDITIONS AT A COST OF $1,554,268;

WHEREAS, The City of Opa-locka is required to maintain insurance for
property, liability, workers compensation; and
WHEREAS, The City currently utilizes the Florida League of Cities (FLC)
Municipal Insurance Trust; and
WHEREAS, The FLC has provided an offer to renew this policy for fiscal year
2015-2016 at a cost of$1554,268 for the premium; and
WHEREAS, a diligent search has determined that the FLC policy provides the
best coverage at the most efficient cost.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City hereby authorizes the City Manager to renew the Agreement
with the Florida League of Cities Municipal Insurance Trust to provide property,
liability and workers compensation coverage for the fiscal year 2015-2016 at a
cost of$1,554,268.

department's budget with accounts made for monitoring and billing.
> Increase Mandatory Employee Safety Training and hold Employees,Supervisors,and/or

> Institute FMIT Shield "Online"Training Program for the Police Department as well as
other City Employees. The Florida Municipal Insurance Trust has created SHIELD
Academy for its members.The Shield Program covers the following areas:

Institute City wide Safety Award Monthly Program to provide employees incentives for
