ORDINANCE NO. 14304
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING ARTICLE XV,
OF THE CHARTER OF THE CITY OF JEFFERSON, SECTION 15.1 OF THE CHARTER
OF THE CITY OF JEFFERSON PERTAINING TO GAMBLING PROHIBITIONS,
SUBMITTING THE SAME TO THE VOTERS OF THE CITY AND AUTHORIZING
SUBMISSION TO THE VOTERS OF A BALLOT MEASURE TO ALLOW RIVERBOAT
GAMBLING AS AUTHORIZED BY STATE LAW.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Article XV. (GAMBLING PROHIBITIONS) Section 15.1. Certain
Gambling Activity Prohibited. of the Charter of the City of Jefferson shall be amended,
effective upon the approval of the voters of the city, to read as follows:

are prohibited from receiving any payment,bonus,gift,or any form of compensation
or consideration from a gambling company or its representatives.
Section 2. The amendment as set forth in Section 1 shall be submitted to the qualified
voters of the City of Jefferson, Missouri, for their approval, at the election to be held on the 8`h day
of April,2008,at the places designated by the Election Authority for said election and the ballot shall
be in substantially the following form:

by repealing prohibition of casino type gambling and riverboat gambling as provided in Ordinance
No. 14304 passed and approved by the City Council on January 7, 2008."

Section 3. The Mayor and City Clerk shall prepare and execute the form of the
Notice of said Election and shall transmit the same to the Election Authority for the City of
Jefferson, Missouri and request said election be conducted by law.
Section 4. If a majority of the qualified voters voting at said election shall vote in
favor of the approval of this ordinance, then the same shall be binding in full force and
effect from and after such approval or May 1, 2008 whichever is later.
Section 5. The Council hereby directs that the following ballot measure be
submitted to the voters of the City of Jefferson, for their approval, at the election to be held
on the 8`h day of April, 2008, at the places designated by the Election Authority for said
election and the ballot shall be in substantially the following form:
"Shall the City of Jefferson allow the licensing of excursion gambling boats or
floating facilities as now or hereafter provided by Missouri gaming law in the city."

Section 7. If any section, subsection, sentence, clause, phrase, or portion of this
ordinance is for any reason held invalid or unconstitutional by any court of competent

jurisdiction, such portion shall be deemed a separate, distinct and independent provision,
as such holdings shall not affect the validity of the remaining portion thereof.
Section 8. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.
