Request filed by RTR Real Estate,-property owner, Joseph Twehous, authorized representative, to rezone approximately 3.45 acres from C-1 Neighborhood Commercial to C-2 General Commercial. The property is generally located on the southeastern side of Aaron Court and at the southern end of Oscar Drive and is described as lots 3, 4, 5, 6, and 7 of RTR Subdivision, Jefferson City, Cole County, Missouri. Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Bates distributed a visual depicting the area to be rezoned. Mr. Bates explained that the proposed use of this property as a contractor/trade shop and storage buildings would require a conditional use permit in the C-1 zoning district. He stated that by rezoning the subject property to C-2 it will be more compatible with the zoning and usage of surrounding properties. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report and explained that much of the property in this area is currently zoned C-2 General Commercial and existing topographical features provide a clear separation between this property and the residentially zoned property to the east. He explained that the existing topographical features could act as a natural buffer if not disturbed. Mr. Barron stated that the property lends itself well to a C-2 zoning designation and staff recommends approval of the rezoning request. Mr. Nunn moved and Mr. George seconded to recommend approval of rezoning property . addressed as 1505 Legion Lane and 220, 221, 224 and 225 Oscar Drive from C-1 Neighborhood Commercial to C-2 General Commercial, to the City Council. Nature of Request The applicant requests approval of a Preliminary and Final PUD Plan for 1720 and 1724 Four Seasons Drive consisting of a 12,000 square foot sales and warehousing building,a 10,000 square foot warehouse building, and an outdoor storage area. Location The subject property is located at the end of Four Seasons Drive approximately 600 feet south of Flora Drive. Adjacent zoning and land use is as follows: Surrounding Zoning Surrounding Uses North PUD State office building South RA-2 Apartment Complex East PUD/RS-2 Vacant Land/Single Family Residential West C-2 Lumber Company Staff Analysis Parkin The required parking for the site is based on the following: Required Parking for Office Use— 1 space per 300 square feet 11 spaces Required Parking for Warehouse— 1 space per 5000 square feet, min of 5 spaces 5 spaces Total Required: 16 spaces The PUD plan calls for a total of 16 parking spaces. Permitted Uses: The PUD Plan identifies C-2 General Commercial as the underlying zoning district for the purpose of establishing allowed uses. The use of the property is identified by City Staff as general retail with outdoor storage and is a permitted use in the C-2 zoning district. The floor area ratio of the development is 16%. Access/Traffic: The property would be accessed by a single driveway off of the Four Seasons Drive cul-de- sac. The amount of traffic that will be generated by the site is estimated by city staff to be 14 additional peak hour trips(based on an average of 0.45 trips per 1000 square feet of warehouse space and 1.56 trips per 1000 square feet of office space). Building Design: The front faoade of the sales/storage building will be brick and E1FS, while the remaining sides will be metal siding. All sides of the storage building will be metal siding. Parking lot landscaping consists of 12 trees. At maturity these trees will provide a canopy which exceeds the minimum requirement of 35% coverage. Si s: In PUD districts,the location,size and character of signs shall be established by the Commission and Council during site plan review and approval. The applicant is proposing a maximum allowed signage of 227 square feet based on the normal signage allowance for commercial zones. A monument sign is shown on the PUD plan near the driveway entrance to the property and building mounted signage is shown on the building elevations. Li htin : The PUD Plan states that parking lot lighting levels shall meet City Code requirements of the underlying zoning district. Pedestrian Walkways: A 4 foot wide sidewalk is shown along the Four Seasons Drive cul-de-sac. Parcel Division: The PUD plan shows a small strip of land to be divided off of one of the platted lots for future use in the development of the neighboring lot. If approved as part of the PUD Plan, a proper parcel division survey will be required to be submitted to city staff for review and administrative approval. Staff Recommendation Staff recommends approval of the Preliminary and Final PUD Plan with the following conditions: A. Site Plan Summary Storm Water/Erosion Control * A grading, storm water and erosion control plan is provided for the development A storm water plan is designed to route all impervious drainage to the existing detention basin constructed for Corporate Woods Subdivision. Sanitary Sewer * The proposed development is served by sanitary sewer. Sidewalk * Four(4) feet sidewalk is proposed along the lot frontage on Four Seasons Drive. Street Access /Traffic Impact * A traffic impact study is not required for the development. Please reference the Planning Division Staff Report. One(1) entrance is proposed on Four Seasons Drive. * Four Seasons Drive is considered a local commercial street. Fire Hydrants /Street Lights * Fire hydrants are existing along Four Seasons Drive. No street lighting is installed on Four Seasons Drive. Street plans call for installation of a light on the cul-de-sac. The site plan needs to show the new location of a street light. The proposed driveway interferes with the original location of the street light. This light needs to be installed in conjunction with the proposed development.
