BUDGET HEARING
September 11, 1986
The second Budget Hearing to adopt the tentative budgets and set final
tax millage was held at 5:05 P.M., Thursday, September 11, 1986 in the
Village Hall.
Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Sherman and Taplin.
(Mr. Taplin arrived at 5:15 P.M.)
Also present were Louise Miller, Village Manager; Mary Wetterer, Village
Clerk and Richard Weiss, Village Attorney.
Mayor Sherman opened the Hearing and discussed the adoption at the first
Budget Hearing of a tentative millage of 3.44 which is 8% below rolled-back-
millage certified to the Dade County Tax Assessor of 4.29.
Mrs. Miller explained village's approach to having a service charge for
waste removal. This was done to equalize the use of the service against
payment. The ocean front properties and business section generate the greatest
percent of usage and the cost was reflected in the homeowner's tax bill.
The utility taxes would be used to help defray the increased costs of providing
services. The increased sewer charges are to fund the raise in pumping charges
and repairs. Mr. Kelly, Finance Director, outlined various provisions and
costs contained in the proposed budgets and said that user fees are more equita-
ble and would have those using the services pay for them. Objections were
raised by residents to the increased sewer charges and utility taxes, who
said they preferred to have the amounts to be raised included in their tax
bills. They felt the millage required to fund the budgets was still very
low and would prefer to have it tax deductible. The council agreed that it
is their opinion that user fees and utility taxes are the proper way to fund
the budgets.
The council considered a resolution to adopt a millage rate of 3.44 for
1986. On motion of Mr. Taplin, seconded by Mrs. Antiles and voted
Resolution No. 315
was adopted.
A proposed ordinance to adopt the General Fund Budget was passed on
first reading on motion of Mrs. Antiles, seconded by Mr. McKeehan and unani-
mously adopted.
On motion of Mr. Taplin, seconded by Mrs. Antiles and unanimously voted
a proposed ordinance adopting the Water Department budget was passed on first
reading.
A proposed ordinance adopting the Sewer Department budget was passed on
first reading on motion of Mrs. Antiles, seconded by Mr. Laikin and unani-
mously voted.
On motion of Mr. McKeehan, seconded by Mr. Taplin and unanimously voted
a proposed ordinance adopting the Department of Tourism budget was passed
on first reading.
Mr. Sherman announced that the Gavigan suit against the village was heard
before Judge Shapiro today and the suit was dismissed. A Hearing to consider

meeting.
On motion of Mr. Tapli.n, seconded by Mr. McKeehan and unani-
mously voted the meeting was adjourned at $ 5 P.M.
