The underlying zoning district, for the purpose of determining allowed uses, is hereby established as C-O Office Commercial. • SECTION 2. Common Areas and Public Land. Request filed by Vermaas Construction, Gary VerMaas, authorized representative, on behalf of Tom Smith, property owner, for a preliminary and final PUD plan to build a 10,630 square foot office building and two parking lots totaling 48 spaces. The property consists of 3.61 acres and is located on the western side of Scott Station Road approximately 500 feet north of Truman Boulevard. The property is described as part of the Northeast Quarter of the Southwest Quarter of Section 4, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant) Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Bates distributed a visual providing a site plan overlay, as well as, building elevations and sign details. He explained that Vermaas Construction is the purchaser, developer and owner of the proposed development. Mr. Vermaas works with the federal government in regards to agricultural, postal and social security administrative buildings. The proposed development will be a 10,000 square foot slab on grade office building with no occupied basement. Mr. Bates stated that access to the proposed development will be provided off of Scott Station Road and that the majority of the 3.61 acres would be left in a buffered condition. He explained that storm water detention is planned to ensure that adjacent properties will not receive additional storm water runoff. Harold McDowell, 1010 Leslie Boulevard, spoke regarding this request and explained that the Social Security Administration has wanted to locate in Jefferson City for a number of years. He stated that the location satisfies federal government requirements. Correspondence expressing concerns of storm water runoff and erosion control was • received from Mary Beth and Mark Vanderfeltz, 3623 Mall Ridge Street. Excerpt of Unapproved Minutes/Jefferson City Planning &Zoning Commission Page 2 December 13, 2007 Mr. Barron gave the Planning Division staff report and explained that the applicant is requesting approval of a Preliminary and Final PUD Plan consisting of a 10,630 square foot office building and two parking lots totaling 48 spaces. The PUD Plan identifies C-O Office Commercial as the underlying zoning district for the purpose of establishing allowed uses. Two driveway entrances to the property are proposed, of which one driveway is shown as a controlled entrance with arm gates and card readers. The PUD Plan shows a 30 foot open space bufferyard on the northern and western sides of the property. Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists in the vicinity. A storm water plan including storm water detention to control drainage from the entire development has been incorporated into the site plan. A five (5) foot sidewalk is proposed along Scott Station Road. Mr. Barron clarified that staff has reviewed the possibility of vehicles stacking up at the gated entrance and emphasized that it is not perceived to be a problem. Mr. Bates stated that he concurs with the recommendations and technical corrections of the Engineering Division. Ms. Mary Beth Vanderfeltz, 3623 Mall Ridge Street, spoke regarding this request and explained that her concerns and questions have been addressed. She stated that she is pleased to see the current proposal. Mr. Dave Hirschman, 3605 Mall Ridge Street, spoke regarding this request and stated that his questions regarding building structure, drainage and the gated entrance have been addressed. Mr. Lake moved and Mr. George seconded to recommend approval of a Preliminary and Final PUD Plan for property addressed as 129 Scott Station Road, to the City Council, subject to compliance with the recommendations and technical corrections of the Engineering Division. The exterior dimensions of the building will be approximately 130.67' x 80.33'. The approximate floor area will be 10,600 sq. ft. Parking will be provided in the front and rear of the building and will be served by two drive entrances. The exterior of the building will be brick veneer with solider courses. The roof finish will be asphalt shingles. Exterior lighting will include wall mounted lighting and recessed soffit lighting. Signing will be monument type with exterior lighting and is shown on the site plan. Sign size to be 6'H x 8'W x 2'D. A preliminary and final PUD site plan is included with the submittal and the proposed project is located on a platted lot. Re: Proposed SSA building at 129 Scott Station Rd Sirs: We are pleased to find that the proposed building is for a commercial site which will have normal hours of operation from "8 —5", and the proposed building and parking lots seem to accommodate for a reasonable green space surrounding the property which will respect the personal residences on the north and western borders of the property. We are, however, concerned about the water run-off that will inevitably be exacerbated by the construction of the building, parking lots, and driveways, which will eliminate over 25,000 square feet of water-absorbing ground. Currently, the residential properties which border this vacant ground on the west and northwest sides, incur runoff during a "downpour". The grade of the land which starts at 804 feet at129 Scot Station, drains down to an elevation in the low 700's at the culvert which goes under Mall Ridge Street. Our current runoff has resulted in soil erosion,to the extent that the property owner at 3619 Mall Ridge Street built a dry creek bed in his back yard to deal with the 4—5 foot wide and deep gulley, which has grown there over the last few years. (During one downpour, and igloo doghouse floated down out of the yard at 3623, and was rescued out of the gulley/ditch which borders the properties of 361.9 and 3615.) . By rough calculations, a 2 inch rain,falling on the hard surfaces of the building and parking lots, will result in about 31000 gallons of water that will be dumped over a fairly steep grade (as a result of the fill build-up for the structure and lots), and gravity will take over from there. It appears that the west corner of the parking lot is approximately 25 foot higher in elevation than the ground less than 70 foot further west. A grade as steep as that can only result in water traveling at a fairly rapid rate, which does not allow for the water to be absorbed into the earth...it will simply be moving too fast for absorption to occur. The developer has noted that erosion control is an issue during construction. We property owners on Mall Ridge Street, know that erosion is an on-going issue, and our concern is that it will only become a greater one, when over 25000 square feet of water- absorbing ground is covered with hard surfaces. In order to accommodate for the additional amount of water runoff that will occur as a result of this building project, it seems reasonable to request that the developer be required to not only create terracing and catch basins or ponds, but also to maintain said structures for perpetuity.
