WHEREAS, George Commercial Properties, owner of the real estate hereinafter described, having submitted to the City Council a Preliminary and Final PUD Plan of said real estate, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: Lots B and C of Corporate Woods Replat Subdivision, Jefferson City, Cole County, Missouri. Containing in all 3.1 acres. WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with, as said property owner submitted to the Planning and Zoning Commission and City Council a Preliminary and Final PUD Plan for the above referenced property. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. The Preliminary and Final PUD Plan submitted by George Commercial • Properties, property owner, on file as Case No. P07035 in the Jefferson City Planning Division is hereby approved for the above land referenced herein. The underlying zoning district, for the purpose of determining allowed uses, is hereby established as C-2 General Commercial. SECTION 2. Approval is made subject to compliance with the recommendations and technical corrections of the Engineering Division. SECTION 3. Common Areas and Public Land. No common areas are proposed and no lands are dedicated to public use with this PUD Plan. SECTION 4. Request filed by George. Commercial Properties, property owner, Chris George, authorized representative, for a Preliminary and Final PUD Plan to build a 12,000 square foot sales and warehouse building, a 10,000 square foot warehouse building, and an outdoor storage area. The property consists of approximately 3.1 acres and is generally located on the southern end of Four Seasons Drive. The property is described as lots B and C of Corporate Woods Replat Subdivision, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant) Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Bates distributed a visual depicting the location of the proposed development, as well as, a schematic visual of the proposed building. Mr. Bates explained that Winnelson is proposing to relocate their existing business in order to meet growth and demand. He stated that the proposal is to construct a sales and warehouse building, as well as office space. Mr. Chris George, 4215 Wellington Green, spoke regarding this request. Mr. George stated that this site meets Winnelson's criteria to stay inside the city limits. Correspondence in favor of the proposed development was received from Mr. Robert T. Scruggs, President, Scruggs Lumber Company, 1707 Christy Drive. No one spoke in opposition to this request. Excerpt of Unapproved Minutes/Jefferson City Planning &Zoning Commission Page 2 December 13, 2007 Mr. Barron gave the Planning Division staff report and explained that the PUD Plan identifies C-2 General Commercial as the underlying zoning district for the purpose of establishing allowed uses. The property would be accessed by a single driveway off of the Four Seasons Drive cul- de-sac. The PUD Plan shows a 30 foot open space bufferyard on the southern side of the property. Parking lot landscaping consists of 12 trees. The PUD plan shows a small strip of land to be divided off of one of the platted lots for future use in the development of the neighboring lot. If approved as part of the PUD Plan, a proper parcel division survey will be required to be submitted to city staff for review and administrative approval. Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists in the vicinity. A grading, storm water and erosion control plan is provided for the development and a four (4) foot sidewalk is proposed along the lot frontage on Four Seasons Drive. Mr. Wade explained that the site plan needs to show the new location of a street light since the proposed driveway interferes with the original location of the new street light. He stated that this light needs to be installed in conjunction with the proposed development. Mr. Bates stated that he concurs with the recommendations and technical corrections of the Engineering Division. Mr. George moved and Mr. Nunn seconded to recommend approval of a Preliminary and Final PUD Plan for property addressed as 1720 and 1724 Four Seasons Drive, to the City Council, subject to compliance with the recommendations and technical corrections of the Engineering Division.
