AN ORDINANCE OF THE CITY OF CRESTVIEW, FLORIDA,
AMENDING ITS ADOPTED COMPREHENSIVE PLAN; PROVIDING
FOR AUTHORITY; PROVIDING FOR FINDINGS OF FACT;
PROVIDING FOR PURPOSE; PROVIDING FOR CHANGING THE
FUTURE LAND USE DESIGNATION FROM OKALOOSA COUNTY
MIXED USE TO CITY OF CRESTVIEW PUBLIC LANDS ON
APPROXIMATELY 100 ACRES, MORE OR LESS, IN SECTION 30,
TOWNSHIP 3 NORTH, RANGE 23 WEST; PROVIDING FOR FUTURE
LAND USE MAP AMENDMENT; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF CRESTVIEW, FLORIDA, AS FOLLOWS:
SECTION 1. Authority. The authority for enactment of this Ordinance is Section 2 of the City
Charter, §163.3187 F.S., §166.021 F.S., §166.041 F.S. and the adopted Comprehensive Plan.
SECTION 2. Findings of Fact. The City Council of the City of Crestview finds the following:
A. This amendment will promote compact, orderly development and discourage urban sprawl;
and
B. A public hearing has been conducted after "due public notice" by the Crestview Planning
Board sitting as the Local Planning Agency with its recommendations reported to the City
Council; and
C. A public hearing has been conducted by the City Council after "due public notice'; and
D. This amendment involves changing the future land use designation from Okaloosa County
Mixed Use Future Land Use Category to the City of Crestview Public Future Land Use
Category on a parcel of land containing 100 acres, more or less, recently annexed into the
corporate limits of the City; and
E. This amendment is consistent with the adopted Comprehensive Plan and is in the best
interest of the City and its citizens.
SECTION 3. Purpose. The purpose of this Ordinance is to adopt an amendment to the "City of
Crestview Comprehensive Plan: 2020." The amendment is known as 18-1 and it is as described in
Section 4 below.
SECTION 4. Future Land Use Map Amendment. Future Land Use Map is amended by
changing the future land use category of a parcel containing approximately 100 acres, more or less,
of recently annexed land, from Okaloosa County Mixed Use Future Land Use Category to the City of
Crestview Public Lands Future Land Use Category. For the purposes of this Ordinance and

Comprehensive Plan Amendment, the 100 acres, more or less, is known as Parcel 18-1 and
commonly described as:

The Public Lands Future Land Use Category is hereby imposed on Parcel 18-1. Exhibit A, which is
attached hereto and made a part hereof by reference, graphically depicts the revisions to the Future
Land Use Map and shows Parcel 18-1 thereon.
SECTION 5. Severability. If any word, phrase, clause, paragraph, section or provision of this
Ordinance or the application thereof to any person or circumstance is held invalid or
unconstitutional, such finding shall not affect the other provisions or applications of the
Ordinance which can be given effect without the invalid or unconstitutional provisions of this
Ordinance are declared severable.

SECTION 6. Effective Date. The effective date of this Ordinance and the Plan Amendment
contained herein shall be 31 days after the State Land Planning Agency notifies the City that the
plan amendment package is complete, if the amendment is not timely challenged. If timely
challenged, this Ordinance and the Amendment shall become effective on the date the State Land
Planning agency or the Administration Commission enters a final order determining the
Amendment to be in compliance.

A PROPOSED AMENDMENT
to the
Comprehensive Plan
of
THE CITY OF CRESTVIEW

INTRODUCTION
This document contains a proposed amendment to the Comprehensive Plan of the
City of Crestview, Florida and includes the data and analysis supporting the
amendment, and the amended Future Land Use Map (FLUM).
The subject property contains about 100t acres and was recently annexed into the
city. The amendment reflects the annexation and imposes the "Public Lands"
category on the subject.
This report is organized into two (2) sections: Section 1 contains the data and
analysis supporting the amendment and Section 2 contains the map product
(FLUM) associated with the amendment.
This report constitutes the LPA and staff report to the City Council.
We hope this report proves useful and informative.
SECTION 1
DATA AND ANALYSIS
Amendment 18-1
This amendment is in the form of a change to the adopted Future Land Use Map
(FLUM). The amendment involves a 100+ acre city owned property recently annexed
into the city. The purposes of the amendment are to adjust the FLUM to reflect the
annexation and to provide for the possible expansion of the adjacent sanitary sewer
treatment facility and, perhaps, creation of a gun range for the Crestview Police
Department.
FUTURE LAND USE MAP DESIGNATION
Section 2 of this report contains the portion of the FLUM showing the area containing the
subject property. The map shows the subject with the Public Lands (PL) category
imposed thereon.
The adjacent lands south, east and north of the subject are in the Okaloosa County and
the lands to west are in the City's PL category. The County lands to the east and south
are in the County's Mixed Use category and the County lands north of the subject are in
the Low Density Residential category.
This amendment constitutes a logical continuation of planned development patterns.
EXISTING LAND USE/PRE-AMENDMENT CONDITIONS
A portion of the subject property has been developed as part of the existing sanitary
sewer treatment facility.
Access to the site is from Rasberry Road.
At the time of annexation, the subject was in the Okaloosa County Mixed Use category.
PROPOSED DEVELOPMENT
As noted, there are two potential uses for the property; possible expansion of the
treatment facility and a potential gun range for the Crestview Police Department.
Pursuant to Comprehensive Plan Policy 7.A.3.4, site plan approval by the City Council is
required prior to the issuance of a development order. In this instance, there will be
public hearings to consider the site plan prior to granting approval of the site plan.

IMPACTS ON INFRASTRUCTURE
Under the current Okaloosa County Mixed Use category, theoretically, the subject could
be developed with up to 2,500 dwelling units and numerous commercial uses. Under the
City's Public Lands category, the property can be used only for public (municipal)
purposes. Since this amendment reduces or eliminates any additional impacts to
infrastructure it is de minimis for the purposes of this amendment. Comprehensive Plan
amendments that are de minimis need no additional analysis.
NOTE: The City's concurrency management system requires a demonstration that all
impacted infrastructure systems have available capacity to serve the development at
established level of service standards prior to approving any development. The system
will be applied to the development of this property, just as it is for all other development
in the City. The contemplated uses will have no adverse impacts.
COMPATIBILITY AND SUITABILITY
The sanitary sewer facility has been in place for years. If a gun range is created, it will be
located east of the existing facility and remote from residential and/or commercial uses.
Among others, the amendment and contemplated development further the following
provisions of the Comprehensive Plan:
Policy 7.A.2.2 because development under the amendment will utilize existing facilities
and discourage urban sprawl.
Policy 7.A.3.2 because the amendment is consistent with accepted planning principals
and it represents efficiency of use of the property given its location relative to other uses.
Policy 7.A.3.4 (h) because the contemplated uses are specifically permitted therein.
More importantly, neither the amendment or the contemplated uses conflict with any
provision of the adopted Comprehensive Plan.
Topography
The site is gently sloping with an average elevation of about 140 feet.
Soils
According to the Soil Survey of Okaloosa County, Florida by the U.S.D.A., Natural
Resources Conservation Service, the property is comprised primarily of soils in the
Udorthents, nearly level and Troup sand (5 to 8 percent slopes).

Udorthents, nearly level soils are found in areas of excavation and are mostly a mixture
of sandy, loamy and clayey materials. No capability subclass is assigned.
Troup sand (5 to 8 percent slopes) is well drained and found in the uplands. Permeability
is rapid in the upper part and moderate in the lower part. Runoff is slow. The seasonal
high-water table is at a depth of more than 80 inches.
This soil is generally unsuited to cultivated crops and moderately suited to pasture.
This soil is well suited to use as a site for homes, septic tank absorption fields, small
commercial buildings, and local roads and streets. The soil is ideal for the intended use.
Wetlands
There are no wetlands or other protected resources on the site.
Flood Hazard
The property is within Flood Zone X, which is an area determined to be outside the 500-
year flood plain according to FIRM panel 12091CO255H.
Historical and Archeological Resources
According to the data in the Foundation Document supporting the Comprehensive Plan
there are no historic or archeological resources on or near the site. However, if
development of the site reveals any such artifacts or resources, Plan Policy 7.A.4.5 will
govern.

Summary
This amendment is consistent with and furthers the adopted Comprehensive Plan.
The amendment will result in additional public uses which are needed or may be needed
in the future.
There will be no adverse impacts to any protected environmental resource.
The amendment furthers several important provisions of the Comprehensive Plan.
The amendment is in the best interests of the City and its citizens.
