Application filed by Gerstner Inc., property owner, Dale Gerstner, authorized representative, for a final plat of 3.38 acres on land zoned C-2 General Commercial. This proposed final plat includes two commercial lots. The property is located on Christy Drive approximately 300 feet south of Ellis Boulevard and is described as part of the North Half of the Northwest Quarter of Section 24, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant). Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Bates distributed aerial photography showing the location of the proposed subdivision. He explained that a parcel division was approved administratively that divided Tract A-1 from the remaining undeveloped portion of the property. Mr. Bates stated that the property owner is proposing to divide the remaining undeveloped portion of the property into two commercial building lots and one reserve tract. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report and explained that notes on the Final Subdivision Plat indicate that the reserve tract would be combined with either the new hotel property (Tract A-1) or with Lot 2 of the subdivision. He stated that a five foot wide sidewalk is required along Christy Drive. Mr. Barron explained that an additional fire hydrant will be necessary during site plan development between the proposed lots. He stated that a sanitary sewer main extension is shown to serve the proposed lots. • Mr. Robinett inquired whether there could be an exception to the sidewalk requirement, because they are the only business along Christy Drive required to install sidewalks. Councilman Klindt explained that he is working with Mr. Bates, the Homebuilders Association and city staff to review the sidewalk requirements in commercial areas and how it relates to economic development. Mr. Bickel moved and Mr. Nunn seconded to recommend approval of the Final Subdivision Plat of Gerstner Subdivision to the City Council, subject to the following conditions: 1. Compliance with sidewalk requirements as outlined in the City Code; 2. Compliance with the recommendations of the Engineering Division. (Fire Hydrant Requirement). Application filed by Gerstner Inc., property owner, Dale Gerstner, authorized representative, for a final plat of 3.38 acres on land zoned C-2 General Commercial. This proposed final plat includes two commercial lots. The property is located on Christy Drive approximately 300 feet south of Ellis Boulevard and is described as part of the North Half of the Northwest Quarter of Section 24, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services,Consultant). Background The Best Western Hotel was demolished in 2006 and rebuilt at the same location on Christy Drive. The new hotel utilizes a significantly smaller portion of the property and the owner intends to subdivide the remaining property in order to make it available for development. A parcel division of the property was administratively approved on August 13,2007, that divided the new hotel (Tract A-1) off from the remaining undeveloped portion of the original property (Tract A-2). The property owner is requesting a 2 lot subdivision in order to divide the remaining undeveloped portion of the property into two commercial building lots and one reserve tract. The reserve tract does not have the required 35 feet of street frontage (Section 33-12.C) and therefore does not qualify as an individual building lot. Notes on the Final Subdivision Plat indicate that the reserve tract would be combined with either the new hotel property (Tract A-1) or with lot 2 of the subdivision. Notes on the subdivision plat also indicate that a parcel must comply with the city code in order to qualify as a building lot. Description of Proposed Plat Zoning: C-2 General Commercial • Size of Property: 3.38 Acres Number of Lots: 2 (and 1 reserve tract) Lot Sizes: 13.`mss 0.84 acres, 1.10 acres,and a reserve tract of 1.44 acres. Streets: No new streets are proposed by the subdivision, the two lots have existing street frontage on Christy Drive. Sanitary sewer easements adequate to serve both lots are shown on the subdivision plat. A stormwater easement is also shown on the subdivision plat. Sidewalks: A 5 foot wide sidewalk will be required along Christy Drive. Public Improvement Plans: Sewer improvement plans have been submitted to the engineering division. Staff Recommendation Staff recommends approval of the subdivision plat subject to the following conditions: 1. Compliance with sidewalk requirements as outlined in the City Code. 2. Infrastructure Summary * Infrastructure exists to serve the subdivision. Sanitary sewer main extension is proposed to serve the proposed lots. Storm Water/Erosion Control • * Storm water and erosion control plans will be reviewed as part of site plan development for the proposed lots. Sanitary Sewer * The development is served by sanitary sewer. Sanitary sewer mains will be extended to serve proposed lots in accordance with City Standards. Sewer plans submitted are in approvable form. Sidewalk * Sidewalk will be needed along Christy Drive. Sidewalk plans will be reviewed as a part of site plan development for the proposed lots. Streets/Traffic Impact * Christy Drive is an outer road for U.S.Highway 54. Christy Drive is a collector street,with two (2)driving lanes and no center turn lane. * Christy Drive is a MoDOT roadway. Fire Hydrants/Street Lights * Facilities exist in the vicinity. An additional fire hydrant will be necessary during site plan development between the proposed lots. All lighting facilities exist along Christy Drive. r
