A. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session
September 20, 2016 at 6:20 p.m. Mayor Steve Berner called the meeting to order.
Upon roll being called the following named council members were present: Jim
Bartels, Al Havens, Jo Kahler. Peggy Upton. Absent: (Mike Ryan 6:20 pm Phone
Call) . Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk
Ashley Platz, City Engineer Ben Carhoff, Building Official Brian Shay, and other
visitors.

Motion to approve the agenda by Havens.
Second by Kahler.
All ayes, motion carried.

Doug Boldt gave a run down and background of each agenda items allowing for

on September 20, 2016 at 7:00 p.m. Mayor Steve Berner called the meeting to order.
Upon roll being called the following named council members were present: Peggy
Upton, Jim Bartels, Al Havens, Jo Kahler. Mike Ryan (Phone Call) Also present:
City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City
Engineer Ben Carhoff, Building Official Brian Shay, City Attorney Robert Michael

1. Mayor's Report—Nothing.
2. City Council Reports —Ryan—Informational Sign at City Hall. Upton
recommends the multi-color sign and not the red on black only. Havens-
Watershed Collation- GIS Map of the watershed—Needs storm water map of
detention basins and any assistants need. Overall approval of from Council.
Kahler-had a visitor requested to visit a few properties in Original Tiffin.
Bartels- Deerview Park regarding parking spaces and Little Clippers Daycare
workers parking. Upton- Light Poles and if the banners can be hung. The poles
can hang the banners as intended.
3. Director of Public Work's Report—Justin Fields- sample banners
4. Building Official Report—Brian Shay- during the next few Work Session PAD,
Commercial Business List, Business Districts will be worked. New vs Old
Truck only has a 5,000-6,000 difference in pricing. Spoke regarding Little
Clippers Daycare parking. MS-4 requirements
5. City Engineer's Report— Gave update on Trail Ph 5. Working on report HWY 6
Roberts Ferry Rd intersection—Recommendation Full light signalization or
HAWK Traffic Beacon.
6. City Attorney's Report - Roberts Ferry Packets will be ready shortly.
7. City Administrator's Report—REAP Committee discuss the projects that
submitted application and will know who was awarded on October 13 '.
Multiple requests from developers/builders of buildings taller than 3 stories.
