AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A
PRELIMINARY AND FINAL PUD PLAN FOR PROPERTY ADDRESSED AS 3030
DUPONT CIRCLE; DESCRIBED AS LOT 2 OF EXECUTIVE PARK SUBDIVISION,
JEFFERSON CITY, COLE COUNTY, MISSOURI.
WHEREAS, Missouri Retired Teachers Foundation, owner of the real estate hereinafter
described, having submitted to the City Council a Preliminary and Final PUD
Plan of said real estate, being located in Jefferson City, Cole County,
Missouri, and more particularly described as follows: Lot 2 of Executive Park
Subdivision, in the City of Jefferson, Missouri, recorded in Plat Book 11,
Page 806. Containing in all 0.64 acres.
WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning
have in all matters been complied with, as said property owner submitted to
the Planning and Zoning Commission and City Council a Preliminary and
Final PUD Plan for the above referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION A. The Preliminary and Final PUD Plan submitted by Central Missouri
Professional Services, Consultant, on file as Case No. P08005 in the Jefferson City
Planning Division is hereby approved for the above land referenced herein. The
underlying zoning district, for the purpose of determining allowed uses, is hereby
established as C-O Office Commercial.
SECTION 2. Common Areas and Public Land. No common areas are proposed
and no lands are dedicated to public use with this PUD Plan.
SECTION 3. This ordinance shall be in full force and effect from and after the
date of its passage and approval.

The City Council of the City of Jefferson, Missouri,will hold a public hearing on Monday, March 17,
2008 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal Building, 320 East
McCarty Street, to consider a Preliminary and Final PUD Plan for the property described herein:
Section 1. The subject property is addressed as 3030 Dupont Circle and is described as:
Lot 2 of Executive Park Subdivision, in the City of Jefferson, Missouri, Plat Book 11, Page 806.
Containing in all 0.64 acres.
Section 2. The purpose of the public hearing is to consider an application for a Preliminary
and Final PUD Plan for the construction of a 5,900 square foot office building. The underlying
zoning proposed for purposes of determining allowed uses is C-O Office Commercial. The
application was filed by the Missouri Retired Teachers Foundation, property owner, Central
Missouri Professional Services, Consultant. The complete application is on file as Case No.
P08005 and is available for inspection during regular business hours at the Department of

Case No. P08005 — 3030 Dupont Circle; Preliminary and Final PUD Plan. Request filed
by Missouri Retired Teachers Foundation, applicant, Jim Kreider, property owner, for a
preliminary and final PUD plan to build a 5,900 square foot office building. The property
consists of 0.64 acres and is located on the northwestern corner of the intersection of
Truman Boulevard and Dupont Circle. The property is described as Lot 2 of Executive Park
Subdivision, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services,
Consultant)
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, explained
that the proposed development is an infill project along Truman Boulevard at Dupont Circle. He
stated that the proposed office building is a ranch style building consisting of approximately
5,900 square feet.
Mr. Kevin Meinhardt, 220 Boonville Road, explained that the proposed office building will be
a one story building with a walk out basement. He stated that the exterior finish will be brick and
dryvit with an architectural shingled roof.
Mr. Jim Kreider, Missouri Retired Teachers Association, 3016 Dupont Circle, explained that
the Missouri Retired Teachers Association is a not for profit association with approximately
16,000 members. He stated that there are approximately 54,000 retirees from the public school
system throughout Missouri.
No one spoke in opposition to this request and no correspondence was received.
® Mr. Barron gave the Planning Division staff report and explained that the underlying zoning
district, for the purpose of establishing allowed uses, is proposed as C-O Office Commercial. He
stated that the plan indicates one 4' x 12' building mounted sign and one 4' x 8' monument sign.

Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists
• in the vicinity. He stated that a five (5) foot wide sidewalk is shown along West Truman
Boulevard and Dupont Circle. Mr. Wade stated that an entrance to the site is proposed from the
cul-de-sac on Dupont Circle.
Chairman Berendzen confirmed that all members present will vote on this request.
Mr. Nunn moved and Mr. Hagan seconded to recommend approval of the Preliminary and
Final PUD Plan for 3030 Dupont Circle, to the City Council, subject to the following conditions:
A. The underlying zoning district shall be established as C-O Office Commercial for the
purpose of determining allowed uses.
B. Compliance with the recommendations and technical corrections of the Engineering
Division.
The motion passed 8-0 with the following votes:

PUD SITE PLAN NARRATIVE
MISSOURI RETIRED TEACHERS ASSOCIATION BUILDING
• 01/08/08
This project proposes to build a one story office building with a basement at 3030
Dupont Circle. The exterior dimensions of the building will be approximately 80.00' x
21.00' x 5.96' x 54.04' x 6.00' x 20.00' x 40.00'. The approximate floor area will be
3411 sq. ft. for the main floor and 2486 sq. ft. for the lower basement floor. Parking will
be provided in the front of the building and will be served by one drive entrance. The
exterior of the building will be a brick and dryvit finish. The roof finish will be
architectural shingles. Exterior lighting will include soffit mounted lighting. No parking
lot lighting is proposed. Signing will be a 4' x 12' building mounted sign and a 4' x 8'
monument type sign. The total of all sign sizes is not to exceed 305 sq. ft.
A preliminary and final PUD site plan is included with the submittal and the
proposed project is located on a platted lot. There will be no homeowners' association,
property owners' association bylaws or restrictive covenants. Truman Boulevard is an
arterial street, and based on the proposed use, there is no site specific traffic impact study
planned.
The project is anticipated to be completed in one phase. Filing fees are calculated
• at $300.00, and a check for that amount is attached.

Nature of Request
The applicant requests approval of a Preliminary and Final PUD Plan for 3030 Dupont Circle consisting of a
5,900 square foot office building.
Location
The subject property is located on the northwestern corner of the intersection of Truman Boulevard and
Du ont Circle. Adjacent zoning and land use is as follows:

The required parking for offices is 1 parking space per 300 square feet,which results in a parking requirement
of 20 spaces. The PUD plan calls for a total of 20 parking spaces.
Permitted Uses:The underlying zoning district(for the purpose of establishing allowed uses)is proposed as C-
O Office Commercial. The floor area ratio of the development is 21%(5897 square feet over 0.64 acres).
Access/Traffic: One driveway entrance with access off of Dupont Circle is proposed for the development. The
estimated traffic generation for the development is 9 additional peak hour trips(1.56 peak hour trips per 1000
square feet of floor area).
Building Design: The building note on the PUD Plan indicates that the building will be a one story building
with a walk out basement. The exterior fmish will be brick and dryvit finish with an architectural shingled
roof.
Landscaping: The PUD Plan indicates that the required parking lot landscaping will be met with 4 trees. No
bufferyards are required for the development.
• Signs: In PUD districts,the location, size and character of signs shall be established by the Commission and
Council during site plan review and approval. The PUD Plan indicates one 4' x 12' exterior lit building
mounted sign and one 4' x 8' monument sign with a maximum allowed signage area of 305 square feet.

• Lighting: The PUD Plan indicates that no parking lot lighting is proposed and that outdoor lighting will
comply with the requirements of the underlying zoning district as outlined in the Jefferson City Zoning Code.
Pedestrian Walkways: A 5 foot wide sidewalk is shown along Truman Boulevard and along Dupont Circle.
Staff Recommendation
Staff recommends approval of the Preliminary and Final PUD Plan with the following conditions:
A. The underlying zoning district shall be established as C-O Office Commercial for the purpose of
determining allowed uses.
B. Compliance with the recommendations and technical corrections of the Engineering Division.
