HomeMy Public PortalAbout04-10-2003THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 10, 2003 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, April 10, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger, Assistant City Attorney Joel Harvey and City Attorney Bob Bever in attendance. The following business was conducted: APPROVAL OF MINUTES Metzger made a motion to approve the minutes for April 3, 2003 second by Henry and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for $113,857.10 and made a motion to approve, second by Metzger and the motion was carried on a voice vote. REQUESTS A. Goodwin requested approval of a reserved handicapped parking sign for Joseph Bennett at 79 Northwest "H" Street. The Traffic Safety Division of the Richmond Police Department has previously approved this request, pending approval of this Board. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. B. Goodwin read a letter from Joe Price of the Richmond Evening Optimist requesting permission to hold their annual �arade to open their baseball and volleyball season on Saturday, May 10, 2003, from Northwest 8t Street to Peacock Road to Northwest 13th Street. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. C. Goodwin read a letter from Abby Miller, Assistant Director of Student Activities at Earlham College, requesting a sound/noise variance on April 19, 2002 during the WECI benefit show to be held on Comstock Field from noon to 9:30 p.m. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. D. Goodwin read a second request from Miller requesting a sound/noise variance on April 26, 2003 for the Spring fest Celebration at Earlham College from noon to 5:30 p.m. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. E. Goodwin read a letter from Program Director for Main Street Richmond -Wayne County Beth Fields, requesting to close the 800 block of East Main Street on Friday, June 13, 2003 from 8 a.m. to 4 p.m. for the annual Small Business picnic. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. F. Fire Chief Mike Allen requested to transport the Easter Bunny on one of their fire apparatus on Wednesday April 16, 2003 for the Richmond Parks Department Spring Fling. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. G. Goodwin read a letter from Rev. Jeff Raatz requesting the use of the ground on the east side of the City Building, May 1, 2003 from noon to 1 p.m. to recognize the National Day of Prayer. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. H. Goodwin read a request from Varvel Painting to block the sidewalk in front of and to the side of Freedom Title Company, Inc. at 700 East Main Street for building maintenance. The project will take approximately three weeks. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. Board of Works Minutes Cont'd. April 10, 2003 Page 2 CONTRACT A. Bever explained a contract that will allow Barnes -Thornburg to negotiate with AFSCME on wages and benefits only for 2003. Bever also said that his firm cannot take the time required to do labor negotiations and so is recommending that this firm be hired as they specialize in this kind of work. The fees will not exceed $25,000, to be paid by Board of Works in the amount of $12,500 and Richmond Sanitation District $12,500. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. CHANGE ORDERS A. Goodwin requested Change Order #2 for the street lights from 1 st to 5th Street on Main Street in the amount of $7,006.71 with the state paying 80% and our amount being around $1400. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
