HomeMy Public PortalAbout2009-2 Downtown Economic Development AreaRESOLUTION 2009 -2 A RESOLUTION OF THE GREENCASTLE REDEVELOPMENT COMMISSION TO AMEND THE ECONOMIC DEVELOPMENT PLAN FOR THE DOWNTOWN ECONOMIC DEVELOPMENT AREA WHEREAS, in 2002 the Greencastle Redevelopment Commission ( "Commission ") passed an Economic Development Plan ( "Plan") for the Southeast Economic Development Area ( "Area ") by adoption of Resolutions 2002 -1 and 2002 -2; and, WHEREAS, said Plan was amended by the Commission in 2004 by adoption of Resolution 2004 -4; and, WHEREAS, the Commission enlarged the Downtown Economic Development Area on June 18, 2008 by passage of Resolution 2008 -1 and 2008 -2; and, WHEREAS, said Plan was amended by the Commission in 2008 by adoption of ResolutionS 2008 -1 and 2008 -2; and, WHEREAS, the Commission has completed the following projects as outlined in the revised plans of 2002, 2004, and 2008: Preparation of a market analysis and business recruitment plan $10,000 for the Courthouse Square Business District. (Completed in 2005) 2. Purchase and installation of new energy efficient street lights. $105,000 (Completed in 2009) Purchase and installation of new benches and trash cans. $23,000 (Partially completed in 2008 and 2009) 4. Completion of streetscape improvements. $15,000 (Partially completed in 2008 and 2009) WHEREAS, the following economic development projects remain a part of the Plan for the Area. 1. Site acquisition and construction of the city parking lot at the $300,000 intersection of Indiana and Columbia Streets (Dick Brown Lot) including storm drainage, street, and sidewalk improvements. Commission to reimburse City of Greencastle EDIT funds. 2. Construction of the city parking lot on the former site of the old $100,000 City Hall. Commission to reimburse City of Greencastle EDIT funds. Street Lights, Streetscaping and Other Improvements. $150,000 (Including but not limited to replacement of light fixtures, benches, trash cans, repair of sidewalk pavers, curbs, gutters and roadway, and other infrastructure improvements) 4. Development of a New Parking Lot. $250,000 (Location yet to be determined, including possible purchase of property, demolition of any existing structures and construction of parking lot, curbs, gutters, and drainage) Storm Sewer, Sanitary Sewer and Water Utility Repairs $TBD and Improvements. Administration and Legal for All Projects $20,000 Contingency for All Phases $70,000 WHEREAS, the City of Greencastle is considering an additional economic development project in the Area which is described as follows with estimated costs. This proposed project is in addition to the projects previously adopted by the Commission in Resolutions 2002 -1, 2004 -4, and 2008 -1: Development of a business incubator to stimulate small $TBD business growth in the downtown area. WHEREAS, the cost estimates listed above are preliminary in nature and will be revised as additional engineering information becomes available and further revised upon the receipt of actual bids for the proposed work; and, WHEREAS, the Commission has sufficient funds for several of the projects, and; WHEREAS, the Commission expects to enter into partnerships with downtown property owners, the Putnam County Commissioners, other city departments, city utilities, and other local, county, state and federal agencies to complete these projects; and, WHEREAS, the City of Greencastle, the Redevelopment Commission, and any project partners intend to pursue any available private, state, or federal grants to assist in the financing of the projects listed above; and, WHEREAS, IC 36 -7 -14 -17.5 provides for the procedure by which a redevelopment commission may amend a plan; and, WHEREAS, on August 15, 2009, the Commission published notice of the substance of the proposed amendment to the Declaratory Resolution and Plan in accordance with IC 36 -7 -14 -17.5 and IC 5 -3 -1 in the Greencastle BannerGraphic which notice gave notice of a hearing on the proposed amendment to be held by the Commission; and, WHEREAS, the Commission on August 26, 2009, conducted a public hearing at which the Commission heard all persons interested in the proceedings and considered all written remonstrances and objections that were filed; NOW THEREFORE BE IT RESOLVED BY THE COMMISSION THAT: The Economic Development Plan for the Downtown Economic Development Area shall be amended to include the project listed above. 2. The Greencastle Redevelopment Commission may provide financial support for any of the listed projects in support of investment and job creation subject to the availability of funds to implement the projects. 3. The Commission finds that this amendment is reasonable and appropriate when considered in relation to the original Plan for the area and the purposes of IC 36 -7 -14. 4. The amended plan conforms to the comprehensive plan for the City, in particular Goal 2 - Quality of Life, Goal 4 - Managed Growth, and Goal 5 - Managed Infrastructure and various objectives under each goal. 5. The amendment of the Plan helps to provide necessary infrastructure and help to create an environment to attract and retain jobs and investment as outlined in IC 36- 7- 14 -41. 6. The amendment of the Plan does not enlarge the boundaries of the Area. 7. This resolution shall be effective as of its date of adoption. Adopted at a meeting of the Greencastle Redevelopment Commission held on August 26, 2009, at the Greencastle City Hall in the City of Greencastle, Indiana.
