Roberta Barrett and Madalyn Hillis - Dineen were not present . Also present : Lynn St . Cyr, Senior Department Assistant . The Chair read the Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting . In addition , if anyone else intends to audio or video tape this meeting he or she is required to inform the chair. " 6 : 31 PLANNING DISCUSSION Hoffmann thanked the candidates who ran for public office and welcomed the return of Paul Wallace to the Planning Board . Hoffmann stated that a new member, Ned Chatelain will join the Board at the June 13th meeting . Reorg on 6/ 13/ 18 . Hoffmann asked if the Board would be willing to discuss reorganization at the June 13th meeting and members agreed to the discussion . Motion by Taylor to Continue Discussion of Planning Board Reorganization to June 13 , 2018 . Second by Degen . Vote : 4-0-0 . 6 : 33 PM APPROVAL NOT REQUIRED Application #2018 -19 : Applicant/Owner : Cape Sand and Recycling LLC and Christopher J . Dias . Representative : Paul E . Sweetser , Professional Land Surveyor for property located at 1399 Freemans Way ( north side of road ) and shown on Assessor' s Map 131 , Lots 2 , 7 and 8 and Map 143 , Lot 7 in the Industrial ( 1 ) , Residential - Rural ( R- R) and Residential - Medium Density ( R- M ) Zoning Districts , The Applicants submit the Approval Not Required plan to delineate the perimeter of the property owned by Christopher Dias and provide access to same through property owned by Abby Developers LLC . Also to demonstrate that no lot will be left without adequate frontage . Documents : • 05-09- 18 Overall Plan of Land • 05- 17 - 18 Approval Not Required application and plan Paul Sweetser was present on behalf of the Applicants . Sweetser reviewed the ANR plan submitted and stated that all lots had adequate frontage . Hoffmann asked the Applicant for further clarification on the lot configuration . Taylor asked for clarification on access and easements to the property . Wallace asked about the width of the access road and Sweetser stated that he believed it was 35 ' wide . Wallace also expressed concerns regarding an electrical easement PB Minutes 05/23/2018 Page 1 of 3 and access issues as a result of the easement . Hoffmann also expressed concerns about access issues due to the electrical easement on the property . The Board discussed the zoning districts of the lots shown on the plan . The Board requested clarification on the zoning districts as well as more information on the electrical easement . Motion by Wallace to Continue ADDroval Not Required Application #2018 - 19 to June 13 , 2018 . Second by Taylor. Vote : 4-0 -0 . 6 : 55 PM SITE PLAN REVIEW WAIVER Application #2018 -18 : Applicant : Nicholas deRuyter . Owner: Marilyn B . deRuyter . Representative : Nicholas deRuyter for property located at 225 Black Duck Cartway and shown on Assessor' s Map 20 , Lot 27 in the Residential - Rural ( R- R) Zoning District . The Applicant proposes a food processing facility to be contained in the barn for processing oysters and clams . Documents . • 01 -04- 16 Site Plan • 10-26 - 16 Certified Plot Plan • 05- 10 - 18 Planning Board application Nicholas deRuyter was present and summarized his application for the Board . The Applicant stated that a building permit was pulled for the project in 2016 and at that time agriculture was the proposed use for the site . The Applicant would now like to change the use to aquaculture for processing of oysters and clams . Both uses are permitted in the Residential Rural zoning district . The Applicant noted that it would be a small facility to process what comes off his boat . Hoffmann asked about the abutters and the Applicant noted that the operation would take place in the barn which is the structure on the lot furthest from any abutters . Hoffmann summarized the Site Plan Review Waiver criteria . Hoffmann pointed out that by approving the Site Plan Review Waiver, the Board would be waiving review of standards for transportation , parking , landscaping , plant and animals , lighting , and access . Degen asked for clarification on the food processing operation . The Applicant explained that the clams will be taken off the boat and brought to the facility where they' ll be shucked , cleaned , bottled and shipped . Degen asked for more information on the shipping process . The Applicant noted that the clams will be taken offsite in a 24 ' - 36 ' box truck . The Applicant expects the box truck to make at most 2 trips per day . The Applicant also stated that the facility will contain a refrigeration unit , ice box and clam washing machine . The facility will have downward facing lights on the exterior and there will be some fencing for privacy and security . Wallace confirmed that the site was zoned for agriculture and would change to aquaculture . Hoffmann asked about septic and drainage on site . The Applicant stated that the water that washed the clams goes into a tight tank which is drained so that sediment , mostly sand , stays in tank . The sediment will be shipped offsite . There will be some salty water which will make its way into the septic system . Taylor asked where the closest well was to the site and the Applicant stated that the closest well was at least one mile away . Degen inquired as to the number of employees and the Applicant responded that there would be 2 cutters on site between for 4- 8 hours per day for each working day and 1 general manager on site most of the day for each working day . There will also be 1 staff person for accounting and quality management purposes who will spend some time at the site . Hoffmann noted that aquaculture is a by right use in the Residential Rural zoning district . PB Minutes 05/23/2018 Page 2 of 3 Motion by Wallace to Approve Site Plan Review Waiver Application #2018 = 18 , based on the requirements of § 179 -66 as the proposal does not substantially change the relationship of the structure to the subject property and to the abutting properties and structures . Second by Taylor. The Board discussed the change of use and saw no increase in intensity as a result of the change . Vote : 4-0 -0 , Committee Resorts Hoffmann provided an update on the work of the Vision Group . A final meeting of the Vision Group will take place on June 5th with a presentation to the Select Board expected in late June . Hoffmann noted that she expects the Planning Board will be involved in working on some of the action items that come out of the vision plan . Hoffmann announced a DCR-Town of Brewster Trail Connection Project public meeting on Wednesday , June 6th at 6 : 30 pm at Town Hall . Hoffman announced a series of community discussions that are being hosted by the Brewster Coastal Committee . The next discussion is scheduled for Thursday , June 14th at 6 pm at the Cape Cod Museum of Natural History . Motion by Wallace to adjourn . Second by Taylor. Vote : 4=0 -0 .
