Call to Order 6:00 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, July 7, 2020, at the City Hall Council
Chambers. Mayor Berner called the meeting to order at 6:00 PM. Upon roll being called the following
members were present: Jim Bartels present via phone, Al Havens, Eric Schnedler, Christine Olney. Others
present City Administrator Doug Boldt, City Clerk Abigail Hora, Building Official Brian Shay and others
present.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Schnedler. Second by Havens. All ayes, agenda approved.
C. Discussion of Vacant City Council Seat
Discussion: Councilperson Schnedler thinks a special election should be the route due to high number of
applicants. Councilperson Havens, Olney and Bartels would be okay with an appointment or a special
election.
D. Discussion of Drainage Area behind 1208 Ella Avenue
Discussion: Doug Boldt and Brian Shay are going to contact the developer about these issues.
E. Discussion and Review of Development Agreement for Hightower Development
Discussion: Council will amend pending the approval by Dorsey & Whitney.
F. Discussion and Review of 2020 General Obligation Bond
G. Questions from Council Members regarding items on the Regular City Council Agenda
H. Other Business

members were present: Jim Bartels present via phone, Al Havens, Eric Schnedler, Christine Olney. Others
present City Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay.

Motion to approve Ordinance No. 2020-474 An Ordinance Providing for the Division of Taxes
Levied on Taxable Property in the June 2020 Addition of the Tiffin Urban Renewal Area,
Pursuant to Section 403.19 of the Code of Iowa by Bartels. Second by Havens. Roll Call: Olney,
Bartels, Schnedler, Havens. All ayes, second reading approved.

b. Motion to Suspend the Requirement to Pass Ordinance on Two Considerations before
Final Passage as stated in Iowa Code Section 380.3 by Havens. Second by Schnedler.

c. Motion to Approve Third and Final Reading
Motion to approve Ordinance No. 2020-474 An Ordinance Providing for the Division of Taxes

Obligation Refunding Loan Agreements and Authorizing the use of a Preliminary Official
Statement in connection thereof. Motion to approve Resolution 2020-057 A Resolution taking

2. Resolution 2020-058 A Resolution Approving Development Agreement with Hightower
Development, Inc., and Authorizing Annual Appropriation Tax Increment Payments and Pledging
Certain Tax Increment Revenues to the Payment of the Agreement. Motion to amend the
agreement to a 5-year, not to exceed $250,000 ($50,000 per year) development agreement pending
Dorsey & Whitney approval by Havens. Second by Schnedler. All ayes, motion carried.
Motion to approve as amended Resolution 2020-058 A Resolution Approving Development
Agreement with Hightower Development, Inc., and Authorizing Annual Appropriation Tax
Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the
Agreement by Bartels. Second by Havens. Roll Call: Bartels, Schnedler, Havens, Olney. All ayes,
motion carried.
3. Resolution 2020-059 A Resolution Setting the Salaries for the Appointed Officers and
Employees of the City of Tiffin, Iowa. Motion to approve Resolution 2020-059 A Resolution
Setting the Salaries for the Appointed Officers and Employees of the City of Tiffin, Iowa by
Havens. Second by Schnedler. Roll Call: Bartels, Schnedler, Havens, Olney. All ayes, motion
carried.
4. Resolution 2020-060 A Resolution Approving the Disposition of City Right-of-Way. Motion to
approve Resolution 2020-060 A Resolution Approving the Disposition of City Right-of-Way by
Olney. Second by Schnedler. Roll Call: Olney, Bartels, Schnedler, Havens. All ayes, motion
carried.

Sewer Service Line at Hot Tub Car Wash and Council Action as Needed. Motion to deny the
invoice as presented by Schnedler. Second by Havens. All ayes, motion carried.

5. Discussion and Consideration to Approve Bid for Asphalt Work for Ireland Avenue Railroad
Crossing Replacement and Council Action as Needed. Motion to approve the Bid for Asphalt
Work for Ireland Avenue Railroad Crossing Replacement by Bartels. Second by Havens. All ayes,
motion carried.
6. Discussion and Consideration of Professional Services Agreement for Site Plan of Public Works
Department Facility and Council Action as Needed. Motion to approve the Professional Services
Agreement for Site Plan of Public Works Department Facility by Havens. Second by Schnedler.
All ayes, motion carried.
7. Discussion and Consideration of Professional Services Agreement for Design, Bidding and Project
Administration for Public Works Department Facility and Council Action as Needed. Motion to
approve Professional Services Agreement for Design, Bidding and Project Administration for
Public Works Department Facility by Schnedler. Second by Havens. All ayes, motion carried.

2. City Council Reports Discussion: Councilperson Schnedler mentioned some areas in town that
needed mowed, letters have been sent out today.
3. Director of Pub Report Discussion: Work will begin on the large pond tomorrow.
Sewer plant is close to being completed.
4. Building Official Report Discussion: On pace to issue the same amount of permits as last year.
Three commercial building permits were issued last week.
5. Recreation Directors Report Discussion: Fall programming launched today.

8. City Administrator Discussion: City Wide Garage Sale & City Wide Clean Up Day
postponed until 2021.
