Roll Call The City of Tiffin City Council held a work session Tuesday, October 20, 2020, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:16 PM. Upon roll being called the following members were present: Jim Bartels present via phone, Al Havens, Eric Schnedler, Christine Olney and Skylar Limkemann. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay. B. Agenda Additions/Agenda Approval Motion to approve agenda by Bartels. Second by Havens. All ayes, agenda approved. C. Discussion and Review of Park and Recreation Sponsorship Opportunities Proposal Discussion: Frank Haege discusses sponsorship opportunities with council. Add the sponsorship to November newsletter to let the public share input. D. Questions from Council Members regarding items on the Regular City Council Agenda E. Other Business F. If anyone would like to address the City Council but is unable to attend the Council Meeting, you can do so by telephone by calling 319-545-2572 ext. 0 at 7:00 p.m. Discussion: Bre Horstman from South Slope was present to talk about their fiber project and to see if there were any concerns about installs. Council would like to know how many residents are on fiber and a timeline on when copper pedestal will be removed in Tiffin. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Motion to Approve Third and Final Reading Motion to approve Ordinance No. 2020-475 An Ordinance Amending the Official Zoning Map of the City of Tiffin, Iowa, to Rezone 505 South Park Road (Madden Addition) from R-1E to R-2, R-1D and R-1B, in the City of Tiffin, Iowa by Olney. Second by Schnedler. Roll Call: Havens, Limkemann, Bartels, Schnedler, Olney. All ayes, third and final reading approved. 2. Resolution 2020-082 A Resolution Establishing Just Compensation for Acquisition of a Portion or an Interest in Certain Real Property owned by John Powell Rarick and Robert Rarick as Trustees of the Trust created in the Last Will and Testament of Ruth E. Rarick, Deceased, for the Forevergreen Road Construction Project. Director of Pub Report Discussion: Brian Detert got an estimate to re-stripe North Park Road and blinking signal for school zone on North Park Road. Fountain will be dropped this weekend. 4. Discussion: Conference call with the DNR about permeable pavers project and a resolution at the next meeting. 7. City Attort Nothing to Report 8. City Administrators Report Discussion: Doug Boldt discussed the parking situation on Buck Street. No parking resolution will be on the next meeting agenda. Council has approved the st closure of City Hall on Wednesday October 21 for staff training. Discussion on LOST with the surrounding communities on an upcoming ballot. N.
