Work Session - Call to Order 5:45 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, November 17, 2020, at the City Hall Council
Chambers. Mayor Berner called the meeting to order at 5:47 PM. Upon roll being called the following
members were present: Jim Bartels present via phone, Eric Schnedler present via phone, Al Havens, Christine
Olney and Skylar Limkemann. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and
Water Wastewater Superintendent Brett Mehmen.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Havens.
Second by Olney.
All ayes, agenda approved.
C. Discussion and Review of the Request for Qualifications for the Water Well Project and Council
Action as Needed
Discussion: Dave Schechinger from V & K gave an overview of the water well project.
D. Questions from Council Members regarding items on the Regular City Council Agenda

The City of Tiffin City Council held a regular session Tuesday, November 17, 2020, at the City Hall Council
Chambers. Mayor Berner called the meeting to order at 7:01 PM. Upon roll being called the following
members were present: Jim Bartels present via phone, Eric Schnedler present via phone, Al Havens, Christine
Olney and Skylar Limkemann. Others present City Administrator Doug Boldt and City Clerk Abigail Hora.

Motion to approve agenda by Havens.
Second by Limkemann.

Meeting, you can do so by telephone by calling 319-545-2572 ext. 0 at 7:00 p.m.
Discussion: Nicholas Bargren resides at 1209 Creekside Drive Had concerns about the stoplight at
Anderson Place and North Park Road. He has spoken to Doug about the timing of this light being off and
Neumiller Electric will be out Friday to make a few more adjustments. Resident would like a blinking red
or blinking yellow signal until this timing of this is resolved. Resident also addresses the speed limit on
North Park Road heading South to Highway 6 and would like to see this increased.

2. City Council Reports Discussion: Council Person Olney attended the joint entities meeting
where covid related matters were discussed. Council Person Schnedler will be requesting PPE for
Fire Association and City staff from Johnson County Emergency Management. Council Person
Limkemann would like a mayor proclamation to honor an EMT on Tiffins Fire Association.
3. Director of Pub Report Nothing to Report
4. Building Official Report Discussion: Resident at 827 Redbird Run completes the sidewalk on
the North of property line. Council has agreed to reimburse 50% of the total amount to finish the
sidewalk.
5. Recreation Directors Report City will be pushing off the start of youth basketball until January
to see if the Governors proclamation gets extended or not.

8. City Administrators Report Discussion: Trail Phase 7 has begun. The flashing yellow light on
North Park Road that symbolizes the school zone has been delivered and should be installed
tomorrow. Codification of City ordinances will begin soon and a searchable platform will be
added to the city website.
