Work Session Call to Order 6:00 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, December 1, 2020, at the City Hall Council
Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the
current public health emergency (Covid-19) most councilpersons were participating in the meeting
electronically as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:00PM.
Upon roll being called the following members were present: Eric Schnedler, Al Havens via Microsoft Teams,
Christine Olney via Microsoft Teams, Jim Bartels via phone and Skylar Limkemann via Microsoft Teams.
Others present City Administrator Doug Boldt and Deputy City Clerk Brianna Wilkerson.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Schnedler.
Second by Limkemann.
All ayes, agenda approved.
C. Discussion and Review of CIP
Discussion: Funding in place for most everything on the list with the exception of a few projects. Moved
up access road for South Park Road residents. Summer of 2023 could be the next GO Bond. Sanitary
Sewer Interceptor Line pushed out another year. Trail Phase 7 could be moved up 1 year as that project
will start yet this year. Recreation Center would depend on when to start a Capital Campaign. North Park
Road urbanize the road in 2024-2025. New water tower in 2025-2026.

1. Resolution 2020-091 A Resolution Setting the Date for a Public Hearing on a Proposal to enter
into a General Obligation Refunding Loan Agreement and to Borrow Money thereunder not to
exceed $2,660,000 by Limkemann.
Second by Schnedler.

All ayes, motion carried.
2. Resolution 2020-092 A Resolution Setting the Date for a Public Hearing on the Urban Renewal
Plan Amendment by Limkemann.
Second by Olney.

All ayes, motion carried.
3. Resolution 2020-093 A Resolution Setting a Date of Meeting at which it is Proposed to Approve
a Development Agreement with MD Real Estate, LLC dba Tiffin Family Care, Including Annual
Appropriation Tax Increment Payments by Limkemann.
Second by Havens.

4. Discussion and Consideration of One-time Water and Sewer Adjustment at 819 Jackson Street and
Council Action as Needed
Motion to approve by Limkemann.
Second by Schnedler.

2. City Council Reports Discussion: Council Member Havens addressed support for water shed
coalition. Council Member Schnedler - EMA calls have slowed down, supplies are good. Has
another call tomorrow. Council Member Bartels - Spoke with Kris Peterson, has received three
applicants for library board. Council member Limkemann A resident on South Park Road
reached out to him in regards to when road improvements would be made.
3. Report Brian Detert stated trucks are almost ready for winter. One
truck needs a spreader installed yet.
4. Building Official Report Nothing to report
5. s Report Frank Haege has sent out notices for programs that have been
postponed and of letters for sponsorship opportunities.

8. City Administrator Discussion: No complaints on North Park Road traffic signals since
last meeting. We are back to COVID protocols from the spring. Reached out to Michael LeClere
in regard to a Slims update.
