Roll Call The City of Tiffin City Council held a work session Tuesday, January 5, 2021, at the City Hall Council Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the current public health emergency (Covid-19) most councilpersons were participating in the meeting electronically as allowed by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:32 PM. Upon roll being called the following members were present: Al Havens, Christine Olney, Eric Schnedler and Skylar Limkemann present via Microsoft Teams. Jim Bartels present via telephone. Others present City Administrator Doug Boldt, Deputy City Clerk Brianna Wilkerson. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schneider. Second by Havens. All ayes, agenda approved. C. Discussion: Building Official Brian Shay presented 2020 Permit Tallies. Total of 403 permits pulled. Currently have 104 lots platted. Information will be available on the website. D. Questions from Council Members regarding items on the Regular City Council Agenda Discussion: Johnson County Sheriff Department budget for next year has a $2/hour increase, does not mention increasing hours. Council decided to ask for a small increase in patrol hours. E. Other Business F. Adjournment Motion to adjourn by Schnedler. Second by Limkemann. All ayes, meeting adjourned 7:02 PM. A. Brad Kunkel Johnson County Sheriff Introduction, Annual Review and Report Discussion: Goals include adding to computer crimes forensic task force, domestic abuse response protocol, GuideLink Center Jail Alternative and adding office space for them in Sheriff Office. Looking on how to recruit and retain good candidates. Adding 5-10 hours a week to our contract would not being an issue. I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. Motion to approve Resolution 2021-001 A Resolution Approving the Annexation of Certain Property to the City of Tiffin, Iowa by Limkemann. Second by Schnedler. Roll Call: Limekmann, Schnedler, Havens, Olney, Bartels Ally ayes, motion carried. 2. Resolution 2021-002 A Resolution to Approve the Urban Renewal Plan Amendment for the Tiffin Urban Renewal Area. Motion to approve Resolution 2021-002 A Resolution to Approve the Urban Renewal Plan Amendment for the Tiffin Urban Renewal Area by Olney. Second by Bartels. Roll Call: Bartels, Olney, Havens, Schnedler, Limkemann All ayes, motion carried. 3. Resolution 2021-003 A Resolution Approving a Development Agreement with MD Real Estate, LLC d/b/a Tiffin Family Care, Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement. Motion to approve Resolution 2021-003 A Resolution Approving a Development Agreement with MD Real Estate, LLC d/b/a Tiffin Family Care, Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement by Limkemann. Meetings with County Assessor Board and MPO coming up. 2. City Council Reports - Discussion: Councilperson Limkemann is working on grants for the Fire Association. 3.
