Work Session - Call to Order 6:16 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, January 19, 2021, at the City Hall Council
Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the
current public health emergency (Covid-19) most councilpersons were participating in the meeting
electronically as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:16
PM. Upon roll being called the following members were present: Jim Bartels present via phone, Eric
Schnedler, Skylar Limkemann, Christine Olney, Al Havens present via Microsoft Teams. Other's present
were City Administrator Doug Boldt and Deputy City Clerk Brianna Wilkerson.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Schnedler.
Second by Olney.
All ayes, agenda approved.
C. Discussion and Review of FY 2021-2022 Budget
Discussion: Discussed the certification of the Cities tax and maximum tax levy. Preliminary the levy rate
for next year will be the same as last year.
D. Discussion and Review Transition Process with the Tiffin Fire Association

Discussion: Fire Association met on the 11 and made a motion to transfer the
operations/property/liabilities/debt to the City of Tiffin. Will create a transition committee to include
department officers, council members, association members, City Administrator and Mayor. Scheduled to
be no later than June 30, 2022. Next step will be a meeting with officers of the department.

Motion to approve the agenda as amended by Bartels.

Mayor Berner: An email was sent to Council Members regarding the KCRG article and S Park Rd.
Will address the issue in the next newsletter.

Motion to approve consent agenda which includes the City Council Minutes by Bartels.
Second by Havens.

1. December Johnson County SheriffReport
M. Reports from City Personnel
1. Discussion: Recently had the Johnson County Board meeting.
2. City Council Reports Discussion: Council Member Schnedler has been attending EMA
Commission Meeting. Council Member Havens will attend Water Shed meeting tomorrow.
Council Member Limkemann had a resident approach him about the burn pile.
3. Report Discussion: Public Works Director Detert will work on a plan
for burn pile.
4. Building Official Report Nothing to report
5. s Report Discussion: Started basketball and meeting with sponsors for
various aspects of the park.
6. Discussion: Light pole knocked down at roundabout, $7000 to replace.
7. Nothing to report.
8. City Administrator Discussion: Traffic study for Highway 6 received. Would like a
work session next week for the budget.
