RESOLUTION NO. 16-9272
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY
ATTORNEY TO PURSUE A SETTLEMENT WITH ED
BROWN IN RESPONSE TO THE DEMAND MADE
PURSUANT TO RESOLUTION 15-9050 AND HIS DEMAND
LETTER OF OCTOBER 25, 2016 (EXHIBIT "A" COMPOSITE);
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The City Commission approved Resolution 15-9050 (EXHIBIT
"A") on July 30, 2015; and
WHEREAS, Ed Brown has demanded payment due pursuant to Resolution
15-9050 (EXHIBIT "A"); and
WHEREAS, It is in the best interest of the City to pursue settlement with Ed
Brown.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference;
Section 2. The City Attorney is hereby directed to pursue settlement with Ed
Brown in response to Resolution 15-9050 and his demand letter of October 25,
2016 (EXHIBIT "A" Composite).
Section 3. This Resolution shall take effect immediately upon adoption, and
is subject to the approval of the State of Florida Financial Oversight Board.

Mayor and City Commission,
I have attached for your review and recommended action for
the attached Demand Letter referencing payment in lieu of services that were performed
in my capacity as the Interim City Manager. This letter was submitted on August 19,
2016 to the Acting City Manager, Yvette Harrell. A meeting was held on October 25,
2016 with Ms. Harrell and City Attorney Vincent Brown. Being that this was an agenda
item that was sponsored and approved b the Commission it was concluded that neither
one of these individuals could act on this matter without direction from the Commission.
I was instructed to forward this Demand Letter to the Commission for further action.

Honorable Elected Officials,
Pursuant to Resolution No. 15-9090 the City of Opa Locka hired me as the
Interim City Manager and agreed to pay me $20,000.00 for the additional duties. I served
in this capacity until a permanent City Manager was hired. Services were performed for
this obligation and now the remaining compensation is being requested. The outstanding
amount of$19,500.00 is being submitted for payment.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA,FLORDA,APPROVING A SALARY INCREASE OF
$20,000.00 FOR ED BROWN WHILE SERVING AS INTERIM CITY
MANAGER PROVIDING FOR AN INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Ed Brown was appointed as Interim City Manager on July 24, 2015,
2015; and
WHEREAS,Ed Brown's duties and responsibilities have increased beyond that of the
Community Redevelopment Agency Director; and
WHEREAS,the City Commission desires to increase his compensation by$20,000.00 above his
current salary for the additional duties and responsibilities he has been charged with as Interim City
Manager.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby approves a salary increase
of$20,000.00 for Ed Brown while serving as Interim City Manager.
Section 3. This resolution shall take effect immediately upon adoption.

A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA, APPOINTING
AN INTERIM CITY MANAGER; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS,the City of Opa-locka is in need of an Interim City Manager due
to the resignation of Kelvin L.Baker,Sr.,as City Manager; and
WHEREAS, the City Commission has to engage in the process of selecting a
permanent City Manager.
WHEREAS, the City is in need of an Interim City Manager until such time
as the City Commission has selected a permanent City Manager.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA,that:
Section 1. The recitals to the preamble herein are incorporated by
reference.
Section 2. Eddie Brown is hereby appointed as Interim City Manager,
effective immediately, until the appointment of a permanent City Manager by the
City Commission is made.
Section 3. This resolution shall take effect immediately upon.adoption.
