THE CITY OF RICHMOND, INDIANA, JANUARY 16, 2003
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, January
16, 2003 in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with
Robin Henry, Bruce Metzger, Assistant City Attorney Joel Harvey and City Attorney Bob Bever in
attendance. The following business was conducted:
APPROVAL OF MINUTES
Metzger made a motion to approve the minutes for and January 9, 2003 second by Goodwin and the
motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department for $331,500.77 and made a motion to approve,
second by Metzger and the motion was carried on a voice vote.
AGREEMENTS
A. City Engineer Bob Wiwi requested approval for Butler, Fairman, and Seufert to inspect
the new bridge upon completion in the amount of $470,000. The City will pay $81,000
and the balance is to be paid by INDOT. Henry moved to approve, second by Metzger
and the motion was carried on a voice vote.
B. Fire Chief Mike Allen requested approval of the following contracts:
1. Public Safety Medical Service who provides physicals for the Fire Department
and allows doctors to come on sight to perform them. The contract is for
$24,570 and will be renewable in the year 2004. Metzger moved to
approve, second by Henry and the motion was carried on a voice vote.
2. Tech Electronics and Communications for radio repair maintenance for this
year. This allows them to provide service as needed. Metzger moved to
approve, second by Henry and the motion was carried on a voice vote.
3. Renewal with Hill Electric for a continuance of electrical maintenance for all
six stations. Henry moved to approve, second by Metzger and the motion
was carried on a voice vote.
4. Heating and air conditioning maintenance with Lowman Metal Shop of Eaton,
Ohio, for Station #1. Metzger moved to approve, second by Henry and the
motion was carried on a voice vote.
GRIEVANCE FOR FIREFIGHTER CARL ELSROD
A. Thomas Kemp, attorney for the firefighters' said that Elsrod is an engineer eligible for
overtime, but has been denied serving because he is not E.M.T. certified. Several
months ago, Chief Allen requested that all engineers and firefighters wishing to be with
the new Squad 77 would need to be E.M.T. certified. Elsrod said he had all the
qualifications to be with the squad except the certification and he did qualify for the
overtime. The board took this request under advisement to be decided at a later date.
The contract allows for a 21-day decision. (This tape and the necessary papers and
minutes are on file in the City Clerk's office.)

ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
